In September 1937, a group of ladies met to form a Ladies’ Committee to assist the General Committee in raising funds for a Public Hall. Those present were Mrs Allen, Mrs Bowman, Mrs Hickey, Mrs Rains, Mrs Boake and Mrs Lyon. As there were only six present, they elected to remain in the interim as a Social Committee to arrange catering, etc., for the two dances that had been arranged for September 29th and October 30th of that year. Both those dances proved a great success. Mrs McAdie joined the committee in October. The Ladies’ Committee was officially formed at a combined meeting of the General and Ladies’ committees held on April 6th, 1938. Mrs Boake agreed to be President, Mrs Lyon as Secretary and Mrs Rains as Assistant Secretary. Other members included Mrs Browne, Mrs Forde, Mrs Jarrold, Mrs Bradbury and Mrs Taylor. By 1941 their numbers had grown to include Matron Wilson, and Mesdames Andrew, Brinkkotter, Cloney, Walker, Parsons, Crick, Ballenger, Travena, Hurst, Shields and Le Brocq . A number of these ladies eventually became part of the Women’s Auxiliary of the Eltham War Memorial Trust. Councillor A. Brinkkotter, secretary of the Hall Committee, noted that Eltham had succeeded, after many long years of fighting, in erecting a new hall and civic centre which had been badly needed. “It took a long time to convince the Council of the necessity for a new hall and civic centre in Eltham.” “The councillors, in looking after the interests of all sections of the rate payers, could not see that such a move was necessary. But finally the Hall Committee proved that such a move was not only advisable, but would prove a financial asset to the Shire.” “This committee had to put down £1,500 in cash before the work on the hall began, and to enable the committee to do this, residents loaned them money free of interest for 12 months. In addition the committee has guaranteed to pay the Council £100 a year for the next ten years.” “The borrowed money has to be repaid to the lenders, and I hope that the public will realise this and support the functions which have been and will be arranged by the Hall Committee to enable them to return the money as soon, as possible.” At the opening gala for the Public Hall, Mr. G. L. Chandler, M.L.C. said “It speaks volumes for those people who have worked for many years for the hall. I know of no other place where the residents have handed over £1,500 for the erection of a hall and guaranteed the balance of the cost. You will always find the few who say ‘Time is not opportune.’ In these days you have to make your opportunities.” “Before any town can advance, a civic spirit must exist in the residents, and I hope the people will support the Hall Committee which has the interests of this district at heart.”Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street. This badge was sold at a local fete to raise funds for improvements to the Panmure Hall. Panmure is a small town on the Princes Highway 22 kilometres north east of Warrnambool. In 1933 the population of Panmure was 273. The Panmure Hall still serves the community.This badge is of interest as an example of a local community effort to raise funds for local communities.Circular badge with cream background surrounded by a green rim. The district of Strathfieldsaye was proclaimed in 1861 and named a Shire on the 17th September in 1866. It remained a shire until amalgamation in 1994 when it became part of the City of Greater Bendigo. The shire was located 8 km to the south- east of Bendigo and covered an area of 601 square kilometres and extended from the Calder Highway to the Coliban and Campaspe Rivers. The shire's administration activities were centred at the Strathfieldsaye Shire Hall which was built in 1869 at a cost of £700 based on a design by George Steane, the shire surveyor and built by George Pallett of Sandhurst. Constructed of red brick, the hall has a unique ventilation system with hollow walls open at the top and bottom to ensure a draught to cool the building in summer. The old Sebastopol Town Hall was erected in 1868 and opened on 19 March, 1869. The newer Town Hall was rebuilt in the 1950s and opened on 20 December 1960. The building was demolished except for the facade to build a new library in Sebastopol. The $2.8 million redeveloped Sebastopol Library Community Hub opend its doors to the community on Wednesday 2 January, 2019. This major redevelopment has transformed the City of Ballarat’s Library and Maternal and Child Health services into a vibrant modern community hub, Photographs of the facade of the former Sebastopol Town Hall, and the remains fo the old Sebastopol Town Hall revealed during renovations in 2018. Arthur Henry Dear was an employee of the City of Kew, acting as Hall Keeper of the Kew Recreation Hall in Wellington Street, and later the new Kew City Hall in Cotham Road. The Arthur Dear Collection contains memorabilia - tickets, programmes, invitations - as well as his identification badge. Items in the collection dates from the 1940s to the 1960s. The Kew Recreation Hall (Wellington Street) and later the Kew City Hall (Cotham Road) were major locations in suburban Melbourne in the postwar period for civic and private events including theatre productions and exhibitions. The Arthur Dear Collection (in conjunction with the scrapbooks compiled by Marion Tilley) provide a comprehensive snapshot of performing arts in Kew during the 1940s, 1950s and 1960s. The Kew Civic Centre, as opposed to the adjacent Kew Civic Hall (see also Kew City Hall), was built to house a new Council Chamber and Council Offices in 1972. The Kew Library was to be located on the ground floor and accessed from the current carpark. This building replaced the former Town Hall in Walpole Street, Kew which had served as a town hall from 1865-1972. After the sale of the old Town Hall, the new Civic Centre was built to a design of the architects A K Lines, MacFarlane & Marshall. A fit-out of the building was still occurring when councillors and council officers moved into the building. In 1987, the Kew Library (and the Kew Historical Society) moved across the road to the reconfigured Civic Hall. The Civic Centre, pictured here, was ultimately sold to Trinity Grammar School following the amalgamation of Kew into the City of Boroondara.These four black and white photographs were taken by a photographer in the City Engineer's Department during the final construction phase. Stawell was known as a gold mining town. The Stawell Town Hall clock and tower were erected by Mrs Norman Kelly in memory of her late father Cr George Barnes, a councillor of the Borough of Stawell over a period of 47 years, and also her mother, the late Emma Barnes. 10 May 1939. The animated mining scene on the Stawell Town Hall was incorporated into the tower from a bequest by Emma Kelly. "The Mechanics’ Institute hall (demolished) and the library played a central role in the story of Melton social life, and in the development of its learning, culture, entertainment, celebration, commemoration and many community groups. The building on the site today - with the Court House the only remaining early community or public building remaining in High Street - is a tribute to the energy and talents of the very small Melton community over many years. Its substantial size, brick materials, and the evident use of an architect in its design, sets it apart from most other simple weatherboard Mechanics’ Institutes that were built in smaller country towns in Victoria. The financing and upkeep of this building, which was community-owned until 1982, and built on land purchased by the community rather than granted by Government, itself contributed to the coming together of the Melton community in decision making and fundraising. Although the original hall is demolished, the 1983 Melton Community Hall adjacent is partly its successor, demolition of the Institute hall having been predicated on its construction.
