SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. The project was greatly assisted by: • David McRitchie, Media Studies Lecturer Victoria College, Rusden Campus. • Ian and Annette Toohill of Wattle Studios • Tracy Naughton, Eltham Community Arts Officer • Neville Emerson Pty. It was also intended to hold the exhibition at a venue in the Shire’s North Riding from Monday, June 20 to Friday June 24. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. It is a time capsule of life in the 1980s of this urban and rural municipality in Melbourne's north. shire of eltham archives, bicentennial project, eltham community photographic survey, diamond street, eltham, film - kodak ga 100 5095, robyn price, scan - 35mm negative, school group, series 35 -

Photograph - Photograph - Black and White, Premier Joan Kirner visits the Ballarat School of Mines, 1991, 08/1991
In 1991 Premier of Victoria Joan Kirner visited her former workplace (Ballarat Girls' Technical School, a division of the Ballarat School of Mines), to officially open and name four new facilities, marking stage 2 of the school's State Works and Services Development Project. Honoured in the naming ceremony was the late Albert Steane, the late Kenneth Flecknoe and Mr Jack Barker, President of the Ballarat School of Mines. The fourth facility was the recently opened carpentry and joinery complex. Mrs Kirner said naming the building in honour of the three men would act as a continual reminder of their contribution to education in Australia and what they have passed on to future generations. She said the Government and the State Training Board saw the college as not only one that was most important to Victoria but also nationally and internationally. Booklet - Annual Review, Ballarat School of Mines Annual Review, 1986 -1991
The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. Book, Stories Untold and Faces Forgotten By James Affleck, 2015
This project started from the discovery of named photographs which were discovered behind an Honour Roll at the Koroit Primary School during renovations in 2009. These two volumes contain enlistments in the First World War, from the area of Koroit, Port Fairy, Macarthur, Penshurst and surrounding hamlets. It stretches from Codrington in the West through to Byaduk, Penshurst, Caramut in the north, and down though Woolsthorpe, Winslow and Dennington. It includes the personal family details, military records, photographs where possible, and fate of each soldier. Enlistments from the district numbered 250 men who paid the supreme sacrifice and 1100 who returned. It includes citations for bravery, excerpts from correspondence and local press. The significance and value of these two volumes lies in the fact that they bring together a large amount of information from various sources and link them effectively to the area of the Western district. They tell the stories of the many district soldiers of the first world war.Volume 1 Cover has collage of photographs of soldiers over coloured with different shades of green. Title text is white on black banner. Back cover is in shades of green, yellow and black with photograph of soldier and his bride in the centre. 348 pages Volume 2 has the same front cover with a family plaque on the back cover commemorating the four Dix brothers. On August 19th 1966 a Public meeting was held in the Portland Town Hall with Cr Mibus as Mayor of the town of Portland chairing. From this meeting, a Provisional Committee of ten (10) people was established. At the first meeting of this Committee, it was resolved that a competition to find a name for the Centre was held amongst the local schools. From over two hundred (200) entries the name “Kyeema”, an aboriginal word meaning “dawn” was selected. The Kyeema Centre opened in June 1967 in the Portland Guide Hall. These temporary premises were used until funds could be raised to build on the land the Portland Town Council gave for this project. On 23 November 1969 the new building was built on land donated by the Portland Town Council at the corner of Lalor Street and Bridgewater Road and was officially opened by the Hon. Malcolm Fraser. This facility provided services to children and adults with intellectual disabilities.Black and white photo of an artist's impression of what Kyeema would look like when builtFront: ':KYEEMA:' printed bottom of photokyeema, support services, architect, artists impression -

Craig Price 1988 Entrant No. 148 Ref: Series 34, Items 37, 38, 109, 110 The images in this record were not selected for inclusion. Ltd. • Superior Press, Eltham • Kodak Australasia Pty. Ltd. • Agfa Gevaert Ltd. • Townsend Colourtech Pty. Ltd. • The Australian Bicentennial Authority • Eleanor Bowers, Secretary, Eltham Arts Council The exhibition was placed on display in the Woolworths Arcade, Eltham between Monday June 6th and Saturday June 11, 1988. It is a time capsule of life in the 1980s of this urban and rural municipality in Melbourne's north. shire of eltham archives, bicentennial project, eltham community photographic survey, craig price, film - kodak ga 100 5095, scan - 35mm negative, series 35, dalton street, eltham primary school, headmaster's residence, state school no. 209 -

Article - Article - Women, Ballarat School of MInes: Women of Note; Bella Guerin, Educator and Activist, (1858 - 1923)
Julia Margaret (Bella) Guerin (1858-1923), feminist, political activist and teacher, was born on 23 April 1858. Her father was a Governor of Gaols and was so at Ballarat Gaol from 1860s to 1890.- Having studied at home to pass matriculation in 1878, Bella entered Melbourne University in 1881, the same year her brother Marco began at Ballarat School of Mines to study Metallurgy and Assaying. Bella became the first woman to graduate from an Australian University when she gained her B.A. from the University of Melbourne in December 1883, becoming M.A. upon application in 1885. She taught first at Loreto Convent, Ballarat, urging higher education scholarships for Catholic girls to produce 'a band of noble thoughtful women as a powerful influence for good'; then as Lady Principal of Ballarat School of Mines University classes from 1887-1890, resigning upon marriage. Returning to teaching from financial necessity she began to frequent suffragist circles from the mid 1890s. She also became very involved within the Labor Party. She wrote speeches for Vida Golstein, a campaigner for women's rights, the right to vote and stand for elections. In recognition of her time at Ballarat School of Mines, a Hall of Residence at Federation University, Mount Helen Campus has been named after her, Bella Guerin Hall of Residence. Tunnelling tradition dictates a Tunnel Boring Machine (TBM) cannot start work until it has been given a female name, a sign of good luck for the project ahead. This dates back to the 1500s when miners and military engineers working with explosives for underground excavation, prayed to Saint Barbara for protection. The TBMs working on the two West Gate extensions are named after two very prominent women working for the rights for women. They are named Bella (Bella Guerin) and Vida (Vida Goldstein)women of note, feminist, political activist, teacher, melbourne university, first female university graduate, loreto convent ballarat, lady principal of ballarat school of mines, 1887-1890, labor party, hall of residence, bella guerin hall of residence, federation university, mount helen campus, julia margaret guerin, bella guerin, governor of gaols, ballarat gaol, father, marco guerin, brother, ballarat school of mines, metallurgy, assaying, women's rights, vote for women, vida goldstein, west gate tunnels, tunnel boring machines, tbms, bella, vida -

Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders in the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. A project titled "Reducing Back Injuries and Energy Costs of Shearing Through the Development of Practical Modifications to Shed Layout" was funded by Worksafe Australia. The budget was $101,170. VIOSH Australia collaborated with the School of Human Movement and Sports Science to look for ways to reduce muscle injuries associated with shearing. The study set up a number of focus groups in the Ballarat area, New South Wales and Western Australia to gather different inputs and perspectives on causes of injuries. Groups represented were shearers, doctors, farmers and shearing shed designers. Shed design was a principal factor with the emphasis on minimising body twisting associated with catching and releasing sheep, removal of floor obstructions along path between pen and release, battens oriented along direction of drag and slope in pens.Colour photographs - postcard and A5 - relating to reducing back injuries and Energy Costs of Shearing.viosh, victorian institute of occupational safety and health, worksafe australia, back injuries, shearing sheds, shearers, school of human movement and sports science, ballarat, new south wales, western australia, doctors, farmers, shed designers -

Book - Honour Board (hanging bookcase), Ballarat School of Mines Honor Book and Bookcase, c1920
The Ballarat Technical Art School made many honour boards for schools and organisation in Victoria and interstate. Their own was made, but the names were not listed. The Ballarat School of Mines Annual Report for 1921 states: 'It has been decided, for the present, to record the names of our students who served in the warm, in an Honor Book, and to defer the erection of an Honor Board until we can feel assured that the Roll is complete. the wide spread occupations of our students has rendered it very difficult for us to secure detailed information of their service. A handsome Honor Book and Case has been designed and executed by the staff and students of the Technical Art School, and the engrossing of the names and military records will be proceeded with as soon as possible. The Technical Art School was quite busy with commissions. The SMB Annual Report of 1918 states: 'under the direction of the Art principal (Mr H.H. Smith), the work of the Art School continues to receive wide public recognition. Handsome Honor Boars have been designed and executed for the Sydney Sports' Club, the St Arnaud High School, the Birregurra State School, the Wendouree State School and the Ballarat Old Colonists' Club. The School also designed the certificates for the Young Workers' Patriotic Guild, the 'Herald" Shield for perpetual competition at the technical Schools' athletic meetings, the "Hansen" Shield for competition among the Northern District High Schools, two metal tablets for the Castlemaine high School, and a certificate for the Grampians Secondary Schools' Association. Numerous Honor Books and Mural cases have also been designed for State Schools.' Over 400 former students and staff of the Ballarat School of Mines served during World War One. The 1920 SMb Students' Magazine said' 'Many students left Australia with the first Contingent, and since then, the School has been represented on every field where Australians have fought, from the first landing at Gallipoli to the decisive victory on the 8 August 1918.' The influence of the school was appropriately shown in the fact that at least 13 of its students were officers in the Australian Mining Corps. The title page has the initials 'D.J.' which most probably stands for Donald I. Johnston, a teacher with the Ballarat Technical Art school from 1920 to 1949. The Ballarat School of Mines World War 1 Honor Book remained uncompleted for more than 90 years. The names of over 400 SMB staff and students who served their country were not inscribed until 2012, despite names, ranks and service records being compiled. A restoration project was instigated as part of the 140th anniversary of the Ballarat School of Mines in 2010. Names were inscribed into the book by Calligrapher Lyn Forrester. The University of Ballarat believed this project is important not only to SMB's history, but the families and descendants of those who served while studying or teaching at SMB. The restoration project involved names being hand written in calligraphy into the Honor Book and was funded with the assistance of the 'Restoring Community War Memorial Grant'. The memorial was designed and made by the staff and students of the Ballarat School of Mines Technical Art School under the direction of Principal Herbert H. Smith. In 1921 the Ballarat School of Mines Annual Report recorded: "It has been decided, for the present, to record the names of our students who served in the war, in an Honor Book, and to defer the erection of an Honor Board until we can feel assured that the roll is complete. The wide spread occupations of our students has rended it very difficult for us to secure detailed information of their service. A handsome Honor Book and case has been designed and executed by the staff and students of the Technical Art School, and the engrossing of the names and miliatary records will proceed with as soon as possible. The Ballarat Technical Art School and was involved with the design and manufacture of numerous WW1 memorials. When it came time to complete their own memorial, the Principal died, and the Honor Roll must have been overlooked in the confusion that ensued. There have been numerous theories about why the Honor Roll was never completed, one being that it was because the SMB Principal, Maurice Copland, literally worked himself to death organising repatriation classes for ex-soldiers who attended SMB. The Courier of 18 November 1922 said of Maurice Copland: “He put his very best into the work for the welfare of the soldiers; in fact, he did too much for the good of his physique, for he wore himself out in the services of the returned men. If ever there was a war victim the late Mr Copland was one. But for the stress of work entailed by those repatriation classes and the amount of general war work which he performed Mr Copland would probably have been with them today." Understandably, SMB was thrown into some disarray by their Principal's death and the Honor Book was not completed. The University of Ballarat would like to finally honor its SMB war veterans by completing the Honor Book and as a further mark of respect, dedicate the project to Maurice Copland. The Ballarat Technical Art School undertook many honor boards. The Ballarat School of Mines Annual Report 1918 states: "Under the direction of the Art Principal (Mr H.H. Smith), the work of the Art School continues to receive a wide public recognition. handsome Honor Boards have been designed and executed for the Sydney Sports' Club, the St Arnaud High School, the Birregurra State School, the wendouree State School and the Ballarat Old Colonists' Club. Numerous Honor Gooks and mural cases have also been designed for State Schools." The 1920 Ballarat School of Mines Annual Report stated: Public appreciation of the High standard of design and artistic craft work produced by the students of the Art School, under the direction of the Principal (Mr Herbert H. Smith), continues to be demonstrated by the lage number of important commissions entrusted to the school, not only by the public bodies and business firms by the Education Department and public bodies all over the State." "Amongst the important local commissions received during the year was the designing and supplying of the Municipal Council's Address of Welcome Casket for presentation to His Royal Highness the Prince of Wales, the designing and supervising of a large four-light stained glass window for the Lydiard Street Methodist Church, ... and supply numerous honor books, honor boards, etc., for public institutions and school." "The School has been honored by, and has acceded to the request of the Education Department to supply designs for the title page, chapter headings and initial letters for the War Service Book which it is about to publish, Mr F. Tate, director of Education, recognising the students' work in this direction by an appreciative letter of thanks. The Education Department has also been instrumental in directing to the School applications from all parts of the State, including Melbourne, for the School to supply competitive sports shields, honor boards, books and designs for certificates, and various decorative objects. The School has therefor been responsible for much work coming to local Ballarat firms which would otherwise have found its way to Melbourne or other centres. In 2011, as the result of a 'Restoring Community War Memorials Grant' calligrapher Lynton Forrester was commissioned to record over 400 names into the honor book. A Victorian Blackwood World War I Honor Board holds a red leatherbound Ballarat School of Mines Honor Book. The book includes a title page relating to the Ballarat School of Mines and Industries. Photograph - Digital photograph, Winter's Swamp surrounds, April 2014
The swamp was named after John (Jock) Winter. John Winter (Jock) was born in Berwickshire, Scotland. He married Janet Margaret Irving the daughter of Robert Irving, advocate, Bonshaw, Dumfries, Scotland. Winter died in Ballarat in 1875 and was buried at the Ballaarat Old Cemetery. He took up the run Bonshaw from 1841; Leigh River Buninyong 1842-46; Junction, Delatite, March 1851 to September 1862; with sons: Carag Carag and Corop, April 1857 to September 1872; Colbinabbin and Stewart’s Plains, April 1857 to December 1872; St Germains February 1867 to March 1871. (The name became Winter-Irving in 1890). Mr John Winter, who died on August 22 at the age of 72, was a man of some note it the mining community of Ballarat. He was a self-made man, and one of our oldest colonists, it being over a quarter of a century age since he took up county about Ballarat and settled at Bonshaw. He died very rich. It is calculated that if he had retained an interest in all his runs, his income must have been not less than £10,000 or £50,000 a year. Some eight or ten years ago he sold his Bonshaw pre-emption to the Bonshaw Gold mining Company for £20,000, and a few years later the ground belonging now to Winter's Freehold Company brought him £50,000 more, the payment being made at the requisition of the deceased in sovereigns. In these relations Mr. Winter has been closely identified with the mining industry at Ballarat. The deceased was a native of Lauder, in Berwickshire, and landed in Victoria several years before the gold discovery. BHS were commissioned by Ballarat Environment Network for a project on Winter's Swamp and Skipton Common. Winter's Swamp was part of Ballarat West Common. The principle task of this project was the delivery of a report outlining the history of European settlement in the Skipton and Cardigan/Ballarat districts as pertinent to the use of and impact on the natural environment of the two reserves Skipton Common and Winter Swamp. The report was delivered in digital form only. The report, upon completion, was presented to the Network’s Committee in order to discuss the project. The report identified and described the uses of Skipton Common and Winter Swamp, and their impacts. In particular, this report examined farming/grazing (official and informal), mining, vegetation removal (including the removal of woodlands for timber, grasslands for pasture improvement) & use of riparian areas for access to water and timber removal. Recording the more benign and environmentally friendly uses such as picnicking, community activities, nature walks and the roles of organisations such as Field Naturalists’ and Bird Observers’ clubs, school and scout/guide groups will be relevant in helping to depict overall community attitudes towards the reserves; e.g.: has the Common generally been viewed as little more than a grazing paddock and fire hazard; has Winter Swamp always been the unknown natural asset that seems to have been its lot for at least the past 40 years? In this regard, the more contemporary history of actions surrounding the use and management of the reserves is of particular interest, in view of the extant evidence at both reserves; e.g. the actions of the Shire of Ballarat in the 1980s in establishing Winter Swamp as something of a competitor to Lake Wendouree but with a more environmental bent (although almost none of the plants used are indigenous species, but that is part of the story); the trotting track constructed on Skipton Common in the 1960s following representations to Premier Henry Bolte and the cropping of the western section of the Common to raise funds for the town’s new swimming pool, the fertilizing of the land putting an end to the native grassland vegetation. There are obviously multiple sources of information to source in preparing the report, however sources that the contractor is specifically requested to consult are the Skipton Historical Society, the former Skipton Common managers (specifically Graeme Pett), the Cardigan Windermere Landcare Group and the Learmonth Historical Society (believed to hold many of the former Shire of Ballarat’s records pertaining to the Council’s role as the Committee of Management for both Winter Swamp and the Ballarat West Town Common – Winter Swamp was split between 2 separate Crown Land tenures). The contractor is also encouraged but not required to utilise community newsletters, such as the Skipton Community Newsletter, to publicise and seek information about the project. Skipton Historical Society (Mary Bradshaw) contacted on Thursday 12 June 2.30pm. Mary lived on a farm out of Skipton but is currently living in the township. She remembers walking along the creek of the Common especially in spring and autumn in bare feet and that it was a very pretty place. There were a few snakes around the waterway in summer. People put cows and a couple of horses on the commonage to graze. Graeme Pett has always lived close to the Common and would know a lot about it. Other possible contacts would be Nicole Petress, Secretary of the Progress Association, and the Corangamite Council, Camperdown. Mary can’t remember any photos in the Skipton Historical Society that pertain to the Common. It was built for Frederick, later Sir Frederick, Grimwade, to the design of architect Thomas Watts in 1875. Today the complex has been incorporated in the Melbourne Grammar Junior School campus. It retains not only the main house but also the stables and mature garden setting with driveway and gates. It is historically, aesthetically and socially significant. From Victorian Heritage Database citation HO54 Grimwade House, former Harleston stables, outbuilding, garden, gate and Picconia excelsa tree. https://vhd.heritagecouncil.vic.gov.au/places/35573 as at (28/10/2020) It is historically significant (Criterion A) as the former home of prominent business man, speculator and benefactor, Sir Frederick Grimwade. Both Grimwade and his house are exemplars of the commercial enterprise of the Boom period and the amassing of personal fortunes with which it is associated. It is aesthetically significant (Criterion E) as an imposing yet stately large house of its time, the classic Italian form with comer verandah terminated by projecting wings being most distinctively seen in this instance. It is enhanced not only by the garden setting but also by the delicate cast iron verandah spandrels, stained glass work and stencilled ceiling in the music room. It is socially significant (Criterion G) on account of the value placed on it by the community associated with the Melbourne Grammar Junior School since its inception on this site in 1911.Page 154 of Photograph Album with five photographs (4 landscape and one portrait) including Grimwade House, gates and a tram shelter.Handwritten: Grimwade House (Melbourne Grammar Prep School) / incorporating "Harleston" Orrong Rd.
