This report highlights the ongoing need to review and if necessary update and change policies and priorities if need be. The report explains that to provide recommendations and suggestions three working parties were established with two Legatees in charge of each group. In group1, 47 Legatees were involved, group 2&3, 59 Legatees involved in each group. Each group had a budget to work to and designated areas of Legacy activities to investigate and report on e.g. group1 would report on Accommodation, Housing, Handicapped Dependants, Firewood - refer to appendix A. Reports and suggestions are made in appendix B. Some recommendations suggest that Legacy and Legatees do not cease providing services but refer suitable applicants on to similar activities with other organisations if the need arises. This was due to declining numbers of Legatees to supervise, and those under the care of Legacy to paricipate. Due to declining numbers of Legatees and the number of families requiring help in certain areas, the report shows that Legacy needs to alter the way in which it delivers some of the services to Widows and families but still maintain the services that Legacy has provided previously. This is a study of Melbourne Legacy by the author William Paul Healy, from April 1973 to March 1975. The author was interested because of the reputation gained by Legacy over the preceding 50 years, for successfully delivering welfare services by volunteers to widows and their dependant children. He titled it 'The Task-Focused Volunteer: An Evaluation of the Work of the Legacy Club of Melbourne'. The aim of the study was to describe, analyse, explain and evaluate the work of Legacy. This has been done at great length and in summary the great value of Legacy is in the continuity of a Legatee with the one family i.e. the legatee maintained contact with the family through school, beginning work/university and other milestones in the life of a dependant family. It was thought that families in receipt of Legacy services functioned at a higher level than those who do not receive such services.Significant in that Legacy was seen as providing a high quality service. This book was written by the renowned maritime author Joseph Conrad. Joseph Conrad, author, (1857-1927): - Joseph Conrad was Polish-born and became a British subject in 1886. He was a renowned marine fiction writer and also, for a short time, a mariner and Captain. As a boy of 13 years old, Joseph Conrad’s desire was to be a sailor. At 19, he joined the British merchant marine, working in several roles. He eventually qualified as a captain but only served in this role once, from 1888-89, when he commanded the barque Otago sailing from Sydney to Mauritius. In 1889 he also began writing his first novel, Almayer’s Folly. He retired from life as a mariner in 1894, aged 36. Conrad’s visits to Australia from 1878 to 1982, and his affection for Australia, were later commemorated by a plaque in Circular Quay, Sydney. Conrad continued as an author. It is said that many of the characters in his books were inspired by his maritime experiences and the people he had met. By the end of his life, he had completed many stories and essays, and 19 novels, plus one incomplete novel titled ‘Suspense’ that was finished and published posthumously. Shortly before he passed away, in 1924, Conrad was offered a Knighthood by Prime Minister Ramsay MacDonald for his work but declined. About the Pattison Collection: - The Pattison Collection is a group of books and records that was originally owned by the Warrnambool Mechanics’ Institute, (WMI) which was founded in Warrnambool in 1853. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually, the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. The book is significant for its connection with the renowned maritime author Joseph Conrad. It is also important for being part of the historic group of books called the Pattison Collection, along with other items at Flagstaff Hill Maritime Village, which was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly in Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. These booklets were issued in 1944 to 1948 by the Warrnambool Progress and Tourist Association(established in 1927). Warrnambool was the winner of the Sun News Pictorial Quest in 1928, the ‘Ideal City’ and used this title to promote the city. There had been several Tourist Associations in Warrnambool prior to 1927 and all of them promoted Warrnambool as a health resort and an ideal holiday destination with the Sea Baths in Gilles Street and the beach close by. These guides were produced during and immediately post World War Two with rationing of petrol and other goods and most people in Victoria would not have been contemplating long and expensive holidays so Warrnambool with its rail service and beach facilities would have been seen as a possible holiday destination. The booklets contain information on the tourist attractions of Warrnambool and district, black and white photographs of buildings, events and scenic spots and advertisements for local businesses. Many of the advertisements also contain photographs of business premises.These booklets are of interest as they contain photographs of Warrnambool in the mid to late 1940's and advertisements for many business operating at that time.[.1] 56 page booklet. These documents come from the Warrnambool business of Swintons Pty Ltd. They are 1947 life insurance documents related to the insuring of Swinton employees, payable following retirement or death. William and Ann Swinton migrated to Australia in 1854 and for a decade William Swinton worked as a builder and carpenter in the Warrnambool area, erecting many buildings, including the Wangoom Presbyterian Church. In 1865 he opened a store in Timor Street, Warrnambool, selling groceries, glassware, china and hardware. By 1888 the business was known as William Swinton and Sons. Branch stores were opened in Cudgee, Nullawarre, Wangoom, West Warrnambool and South Warrnambool. Following William Swinton’s death his son Robert became the first managing director of Swintons Pty Ltd. In 1934 the business split with George Swinton and Sons selling furnishings, clothing and glassware and Swintons Pty Ltd selling seeds, produce and hardware. Today the Swinton family still operates a furniture and bedding store in Timor Street. These documents are of interest as they contain information on the insurance policies taken out by Swintons Pty Ltd on behalf of their employees. The current Swinton business in Timor Street is the oldest family business in Warrnambool and, with the name Swinton associated with businesses in Timor Street for 152 years, it is amongst the oldest family business in Australia. .1 This is a document in four parts concerning the insurance for employees of Swintons Pty Ltd. in 1947. Lot 20 of Subdivision of Portion 13, Section 4 of the Parish of Nillumbik in the County of Evelyn was located on the southern side of Henry street in Little Eltham North, where the current Our Lady Help of Christians Catholic Church is situated. It became the location of the Eltham Rechabite Hall. In 1893 a new hall was built and further enlarged in 1919. At the commencement of 1922, the property was purchased from the Independent Order of Rechabites with publicly subscribed funds and a new hall built at a cost of £750 and improved road access constructed to reduce the grade, running from Dudley Street to Henry Street. This hall was eventually replaced with the new Shire Offices and Hall built on the corner of Arthur Street and Main Road, which was opened in 1941. Content includes: 'The level south at the 110 ft was driven over 35 years ago by the late Geo Phillips who had a 20 head mill on the lease and as far as I can remember its about 200 ft south and of course the reef iow well above a few feet in on account of it rising in that direction and thousands of tons has been taken out of that particular block and crushed.... the writer worked on that reef in his younger days and we connected with some old workings above us known as the German's Workings collapsed and closed up from the 100 ft level to the surface'. This diary was written by Cpl William Donald McDonald 3403 who served from July 1915 to November 1918. The diary covers the period August 5th 1916 to December 31st 1917.William McDonald was stationed in England mostly at the Salisbury Plain for the entire period. This item was mistakenly identified as as the J A G Brass diary, with 11Lieut J A G Brass being written inside the front cover of the diary. However J A G Brass was a distant cousin of W McDonald who still lived in Scotland and along with other names inside the front cover were contacts for the writer. Among the names are A W Hardy, J W Jolly, I J Windsor, Pte H A Jessop. The book itself is a modified British Service notebook, having been cut down by the author to make it a more manageable size. William McDonald was 35 years of age when he enlisted and was a tailor before enlistingThis diary has historic significance as it records daily life during the first world war. It relates daily life in the army ranks. It also has strong links to local families.Modified Service notebook of the type issued for use in the British Army of World War 1. It would have originally measured 5” x 7”, but has been cut down by nearly removing the fly end of the pages to reduce them about 3.5”. The author, who was a painstakingly neat and fastidious man, has also re-rounded the corners, to prevent them ‘dog-earing’. The aim of the modifications is likely to have been to make the item easy to slip in or out of a tunic pocket. Heavy light grey green card with rounded corners bound with two staples. 96 pages, each with 8 faint, light blue, vertical lines. Handwriting in ink and indelible pencil is across the lines.The front cover of the Notebook (now the back cover of the diary) is annotated as ‘Army Book 136A’, effaced with an imperial crown of the ‘St James’?
