The Shire of Diamond Valley was formerly the north ward of the City of Heidelberg. In 1960 following inequitable rate increases, it was proposed that the 'north ward' sever itself from Heidelberg and form its own municipality. The Shire was abolished in 1994 and areas redistributed to Banyule, Nillumbik and Darebin councils.This newspaper reports on the history and politics of the new Shire of Diamond Valley. Black and white photograph of bulldozer excavating the former Shillinglaw Cottage site for new Shire Offices. 'Shillinglaw Trees' in background. The cottage and land were purchased by the Shire of Eltham as the site for a new shire office building. The cottage was destined for demolition but members of the community concerned at losing one of the areas earliest buildings (built c.1859) initiated a fund-raising campaign to save the cottage. In 1964 the cottage was dis-assembled, all the bricks numbered and reassembled several hundred meters to the south on a site between the Gahan house and the Eltham Railway Trestle Bridge (present-day Panther Place), which became known as the Eltham Common. The new shire offices at 895 Main Road were opened in 1965. Following the Kennett Government amalgamation of local government areas in 1994, the Shire of Eltham ceased to exist, and a new Shire of Nillumbik was created 15 December 1994 from the former Eltham shire and parts of the Diamond Valley shire. The former West Riding which included parts of Montmorency, Lower Plenty and Briar Hill were ceded to the new City of Banyule. Commissioners were appointed for several years and the new Council occupied the former offices of the Shire of Diamond Valley in Greensborough. The former Eltham Shire offices remained vacant until August 1996 the Commissioners suddenly elected to have the former Shire offices demolished immediately and the site has remained vacant ever since. It was not until 1997 before the community was allowed to democratically elect new Councillors to represent them. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.' The Heidelberg School Artists Trail was established in about 1999 with about 52 signs across four local governemnt areas including Nillumbik and Banyule. This one located in Wingrove Park Eltham pays tribute to Walter Withers and his painting "The Silent Guns" Transcription of sign: Walter Withers – The Silent Gums, 1909 Walter Withers painted this tranquil pastoral scene in the vicinity this park. Here he has captured the dairy cattle belonging to local Eltham farmer, Mr. Tom Orr, feeding and resting in the shade of the tall Manna gums. Wither’s daughter, Nan recalled how her father, for inspiration, often visited the property of their neighbour, Mr. Tom Orr, and in his later years, Withers painted many landscapes depicting Mr Orr’s sheep and dairy cattle. This one acknowledges "Landscape with Sheep" by Walter Withers. The text on the board states: Walter Withers depicts in this work a number of sheep on Mr. Tom Orr’s property. Our view is from the rise above this park, from the Lower Plenty side of the nearby Diamond Creek, looking northwards towards the main Eltham township. The area that is now Wingrove Park, would have been to the right, in the valley below the sheep. The mood of this work is warm and vibrant, with the use of strong blues and pinks, and this stands in marked contrast to the softer, cooler greens used by Walter Withers in his work ‘The Silent Gums’. This book lays out the history of Montmorency from its earliest years as a hunting ground the Wurundjeri willam people, through its uptake by white settlers. Ownership of the land remained in the hands of one family for four generations spanning seventy years, before the land evolved through small farmlets into a suburb once part of the former Shire of Eltham, now part of Banyule City Council.Little has been written on the history of this hidden suburb of Melbourne. He has been a member of the Methodist / Uniting Church for all of his 66 years. Having moved from being a compositer in the printing trade to a teacher and lecturer, in his retirement he has become an historian. Eltham Inhabitants is ostensibly a history of the Eltham Uniting Church, written to celebrate its 150th anniversary. The book is considerably broader than the commission suggests. This is hinted at in Eckersalls reference to the Eltham Wesleyan/Methodist/Uniting Church. Eckersall writes on the history and philosophy of the church from its beginnings in the 18th century to the present and places it in the context of the sociology and history of the period. Recognising the nexus between church and community, the author has in large part written a history of the Eltham community including the churches of other denomination(s). There are very few artists, academics or other interesting characters from the district who don't get a mention. Shire of Diamond Valley timber sign. This sign would have been at the entry to one of the many public parks and reserves created during the time of the Shire of Diamond Valley (1964-1994). Following the redistribution of local government areas in 1994, the previous Shire of Diamond Valley was split between City of Banyule and Shire of Nillumbik. Signage would have been replaced to reflect the new 'owners' of the property.
