On November 11th 1926 the Shire of Eltham War Memorial Tower at Kangaroo Ground was opened. It is regarded as one of Melbourne’s most outstanding lookout towers. It commands a magnificent 360 degree panorama from Kinglake across the Diamond Valley to Macedon and the You Yangs. It is built on a peak which was once a volcano, 237 metres above sea level. After World War one a memorial cairn was erected on the site, and in 1925 a committee of public-minded citizens began to plan for a tower. Many generous donations of material and money were forthcoming so that in 1926 the Governor General Lord Stonehaven was able to unveil the plaque before a crowd of 500 people There was some concern in the 1960s when the Forests Commission wanted to build a firespotters cabin on the top. At first R.S.L. branches opposed the idea, but it was realised that this use could combine with its use as a tourist attraction, and would ensure its maintenance for the future. Today the Kangaroo Ground tower provides one of the best views around Melbourne and is a fitting memorial to those who died in two world wars. Souvenir Programme from the Councils of the Municipalities of the City of Caulfield and the Town of Brighton for a Public Demonstration to be held on Sat 3rd August 1918 at 3 o'clock for the proposed Avenues of Honour to be planted in memory of fallen WWI soldiers. From Honour Roll Display 2019 interpretation panel - Brighton-Caulfield Avenue of Honour It is hard to imagine but a grand arboreal Avenue of Honour once lined parts of North Road, McMillan Street and Point Nepean Road (now Nepean Highway). The Avenue of Honour was a distinctly Australian phenomenon with hundreds being constructed throughout Australia during and following World War One, most of these in Victoria. Consisting of tree lined streets with each tree representing a solider, the Avenue of Honour signalled a more egalitarian approach to commemoration where rank was not a consideration. Arguably the most famous Avenue of Honour in Victoria still exists at Ballarat. Stretching for nearly 22 kilometres, the entrance to the Avenue is marked by the imposing Arch of Victory. Smaller in scale, the Brighton-Caulfield Avenue of Honour was dedicated to the ‘memory of (Brighton and Caulfield’s) kith and kin who came from (the) district and who died in the Great War’. A joint project between the neighbouring Councils, the idea was first reported in The Argus on 1 July 1918. Plans moved along quickly and on 3 August 1918 the Governor of Victoria Arthur Stanley planted the first Australian flowering gum. The next of kin were then invited to plant trees for lost sons, brothers, uncles, nephews and husbands. In all, over 400 trees were planted. Intensely personal, the Avenue also acted as a focus of grief and remembrance for the wider community. For many years, the annual civic Anzac Day service was held at the Avenue on Point Nepean Road, near Glen Huntly Road, Elsternwick. The service was moved to Caulfield Park upon the completion of the Cenotaph in 1930. Due to road widening and disease the last original tree was replaced in the 1980s, however a plaque in Caulfield Park records the Avenue’s plantation. There were at least three 1880s vessels named Lady Loch, all built in Victoria; a river launch (ca 1884 to ca 1916, originally named Lady of the Lake), a steamer ferry (1884 to 1920s), and a government lighthouse tender steamer HMV Lady Loch (1886 to 1962). The spring balance scale was part of the equipment on the HMV Lady Loch. The scale was made by the renowned company Salter Weighing Machines in the United Kingdom, to Silvester's patent design. Salter Weighing Machines, Britain, began making spring scales in the 1820s. In 1908 Salter opened up an Australian branch named Salter Scales Pty. Ltd. The scale is marked HMV SS Lady Loch. It would be suspended by its top ring, a basket or other container is hung from the hook, and the items inside the basket are then pulled downwards on the hook, which stretches the springs inside the works. The pulling action moves a rack and gears a calculated distance and the gears turn the pointer on the dial to indicate the weight of the goods. This scale measures up to 200 pounds capacity. The HMV SS Lady Loch was an iron steamship built in Footscray, Melbourne, by Campbell, Sloss and McCain in 1886 for the colonial Victorian government’s Department of Trade and Customs. It was armed with a 6-inch gun and two 1-inch Nordenfelt guns. The Sydney Morning Herald of 27th January 1888 describes the vessel in detail. It even comments on the interior of the Saloon “The wood work … is on a very elaborate scale and is exceedingly neat …”. The HMV Lady Loch performed Customs duties and serviced the lighthouses along the coast. The scale could have measured goods for the Customs Tax, or for measuring out supplies for the lighthouse keepers. The vessel was named after Lady Elizabeth Loch, wife of Sir Henry Loch, Governor of Victoria from 1884 to 1889. In 1932 Lady Loch was converted to a hulk and used in Brisbane, and finally scuttled in 1962 at Moreton Bay, Queensland.The scale has importance due to its connection to the 1886 HMV Lady Loch, a vessel of great significance to Melbourne’s shipbuilding industry. It was the largest auxiliary vessel in the Victorian Colonial Government’s fleet and the first prominent vessel launched by Melbourne’s shipbuilding industry. The scale is also important for its connection with the colonial navy's Custom's work, as the scale was available to weigh goods that could attract taxes and deal out goods for distribution to lighthouse keepers. The HMV Lady Loch was also important part of Victoria's maritime history for its communication and support of the lighthouse keeper's along the coast of Victoria.Scale; Salter's spring balance mechanical hanging scale, brass and iron. Equally spaced marks around the circular dial have values from 0 to 200 in increments of 10, each increment is also divided into 10. An iron ring is attached to a fitted loop on the top of the scale, and an iron hook is attached to the fitted loop onthe bottom of the scale. A moving pointer attached to the centre of the dial has a calibration screw joined to its base. Four screws fix the brass face to the works at the back. There are stamped and embossed inscriptions. Sir William Irvine sat in the Victorian Parliament (as Liberal Member for Lowan) from 1894 to 1906 and was Premier of Victoria from 1902 to 1904. He then switched to Federal politics and sat in the Commonwealth Parliament (as Liberal Member for Flinders) from 1906 to 1918. These volumes reproduce the diary material and the landscapes and sketches of Charles La Trobe, the Superintendent of the Port Phillip District of New South Wales ( 1839- 1851) and Lieutenant Governor of the colony of Victoria ( 1851-54 ). La Trobe is regarded as the man most responsible for the establishment of Warrnambool in 1847. His diaries document his trips to the Warrnambool region in 1845, 1846, 1848 and 1849 before and after the town site was settled.These volumes are of artistic significance being beautifully and expensively produced. The volumes contain information of vital importance to our knowledge of our early Warrnambool history. Other important details in the diary include information on early shipwrecks and the first settlers in our district in our district, especially the Allan brothers..1 This is a burgundy leather bound book of 380 pages. The Eltham Shire War Memorial, a tower of remembrance, was built with public donations to commemorate the memory of the fallen soldiers from the shire who enlisted in the 1914-1918 war. The tower is reminiscent of the peel-towers or watchtowers that lined the English-Scottish border from the mid 14th century to around 1600 and is constructed from locally quarried stone. This uncommon and picturesque war memorial, which affords an excellent view of the surrounding district was unveiled by His Excellency the Governor-General (Lord Stonehaven) on November 11, 1926. In July 1922 a deputation of returned soldiers from Panton Hill, presumably the Panton Hill branch of the Returned Sailors and Soldiers Imperial League of Australia (RSSILA), proposed to Eltham Shire Council that the monument should be a cairn of local stone “sufficiently high to form a prominent and conspicuous landmark, and crowned with some suitable device”. Eltham Shire Councillor and President of the Panton Hill branch of the RSSILA, Basil Hall, was credited with being the first to suggest a tower, and with organising a Memorial Park committee to raise funds for the monument in the Memorial Park. A meeting for those interested in the establishing a War Memorial monument in the park was held in January 1924 and the Eltham Shire War Memorial League was formed for this purpose. It appears that the broad and rounded cairn that had been recently built was considered by the League a temporary affair, and not the substantial cairn-as-monument, sufficiently high to form the conspicuous landmark, which had been envisaged by the Panton Hill RSSILA. A design competition was held for the monument. The chairman of the League, Councillor Basil Hall, suggested that the site of the memorial in Kangaroo Ground would lend itself to something rugged, instead of polished stone. By April 1924 thirty designs for a memorial had been received from which three designs were selected and of those, the design by the shire engineer Mr McCormack, for a 70ft tower suitable for construction in rough stone, was chosen. Artist Harold Herbert suggested that a peel tower-like design reminiscent of those along the English-Scottish border would be fitting for the site. Herbert drew up a rough sketch that was approved of, and later, Melbourne architect Percy Meldrum volunteered to draw up the design from sketch to architectural drawings. By January 1925 the Soldiers’ Memorial League had adopted Meldrum’s design for a 50ft high tower. Meldrum had also offered his design and supervision of construction free of charge. The Shire provided the stone to the builders, which was a gift quarried from land owned at Kangaroo Ground by Dr Ethel and Professor William Osborne The Shire of Eltham War Memorial, a tower of remembrance, and honour board were unveiled on November 11, 1926, by the Governor General Lord Stonehaven. At this stage a temporary honour roll was painted on the panels on either side of the tower entrance. In September 1930 bronze plates were added above the portal with the names of men who fell in the 1914-18 war. On November 16, 1951, the Governor of Victoria, Sir Dallas Brooks re-dedicated the war memorial tower and unveiled the names of men who gave their lives in the 1939-45 war. Two additional bronze plaques which recognise service in the armed conflicts of Korea, Borneo, Malaya, and Vietnam were unveiled November 11, 2001, by the Governor of Victoria, John Landy, A.C., M.B.E. The tower was first used for fire spotting activities following the Black Friday bushfire in January 1939 in response to a request from Mr R.D. Ness, secretary of the Kangaroo Ground bush fire brigade, who asked Council that the tower be used as an observation tower for detecting bush fires, and asked Council to arrange a telephone to be installed. It was suggested that if the Shire were to appoint a caretaker for the Memorial Park, his duties could also include raising the alarm in the event of a fire. Later in 1939 Council applied for a radio transmitter, which the Forestry Commission planned to install at vantage places throughout the state. The first dedicated fire spotter appointed from December1948, was Mr Smith of Warrandyte. A prefabricated glazed cabin was installed in 1974, which involved the removal of the original stone structure around the rooftop exit door. A new fire spotting cabin, which included the latest technology, was installed soon after the 2009 Black Saturday fires and is manned by CFA personnel on high fire danger days. The Malvern Tramways Band (Stonnington City Brass) was one of the leading brass bands in Victoria and Australia for many years. The conductor, Mr Harry Shugg, arrived to conduct the band in 1915 having previously been conductor of the Geelong Harbour Trust Band. Harry Shugg went on to conduct the band for an amazing 31 years where they won numerous competitions.This postcard is significant as it presents an photo of a very famous band and their conductor. The significance also lies with the back of the postcard where there is a list of achievements in competition to date. From Honour Roll Display 2019 interpretation panel - Brighton-Caulfield Avenue of Honour It is hard to imagine but a grand arboreal Avenue of Honour once lined parts of North Road, McMillan Street and Point Nepean Road (now Nepean Highway). The Avenue of Honour was a distinctly Australian phenomenon with hundreds being constructed throughout Australia during and following World War One, most of these in Victoria. Consisting of tree lined streets with each tree representing a solider, the Avenue of Honour signalled a more egalitarian approach to commemoration where rank was not a consideration. Arguably the most famous Avenue of Honour in Victoria still exists at Ballarat. Stretching for nearly 22 kilometres, the entrance to the Avenue is marked by the imposing Arch of Victory. Smaller in scale, the Brighton-Caulfield Avenue of Honour was dedicated to the ‘memory of (Brighton and Caulfield’s) kith and kin who came from (the) district and who died in the Great War’. A joint project between the neighbouring Councils, the idea was first reported in The Argus on 1 July 1918. Plans moved along quickly and on 3 August 1918 the Governor of Victoria Arthur Stanley planted the first Australian flowering gum. The next of kin were then invited to plant trees for lost sons, brothers, uncles, nephews and husbands. In all, over 400 trees were planted. Intensely personal, the Avenue also acted as a focus of grief and remembrance for the wider community. For many years, the annual civic Anzac Day service was held at the Avenue on Point Nepean Road, near Glen Huntly Road, Elsternwick. The service was moved to Caulfield Park upon the completion of the Cenotaph in 1930. Page 1 article about the laying of the foundation stone for the Baby Health Centre by the Governor of Victoria (Sir Dallas Brooks) on Friday, November 24, 1950 (including photograph of Sir Dallas Brooks laying the stone) History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. A typed reprint of an article that appeared in The Herald. It is an account of the founding of Somers Camp by Lord Somers. The camp began in 1921 when the Duke of York started a summer camp for boys at Littlestone Aerodrome in England. It was an experiment in bringing together boys from different walks of life to encourage understanding and mutual appreciation of each other. While Lord Somers was Governor of Victoria he started a similar camp here with equal success. Part of the text: "Our aim is to change and improve the mental attitude of the boys to each other — to beget a state of mind in which the two sets merge in each other. As the period of the Camp is short — only one week — every effort is made to give the boys full scope for recreation and play. We do not wish to give them a busman's holiday and saddle them with numerous domestic duties, and so they are free of nearly all these, and can devote the whole of their time to themselves. We wish, too, to give them absolute freedom, with as little hampering discipline as possible, and so long as the simple rules of the Camp, such as punctuality at meals and so on are observed, they can do what they like. The Group Leaders take charge of the organised sports, and as each group is composed of boys from both school and workshop, unity is preserved. Superficial differences in worldly pros perity vanish at the Camp; you can't tell one from t'other; a feeling of comradeship in a common life manifests itself; a spirit of loyalty to each other, and to the ideals behind the camp quickly emerges; artificial barriers tumble down, and we are all one, That, in brief, is the spirit of the Camp. But, of course, that is not the beginning and end of it, for if it were, the benefit would be merely temporary, and the effects would pass off. And so I come to the other and, to my mind, the more important function of the movement which finds expression in what we call the Power House. The Power House is a continuation of the Camp. Every boy who attends the Camp becomes automatically a member of the Power House. The Camp is the Open Sesame to the Power House, and whereas in the Camp the boy has merely enjoyed himself, when he graduates to the Power House he begins to imbibe the spirit of service and to learn that he has responsibilities, both to himself and to others. The Red Ribbon Movement of 1853 represented a significant series of events in the history of Bendigo. During that year there was much agitation on the Bendigo gold fields, particularly during July and August of 1853, directed against the payment of what the miners called a tax - a licence fee of thirty shillings ($3) a month for the right to search for gold on what was declared Crown land. They had to pay the licence whether they found gold or not. The miners, or diggers as they were called, also resented the means used by the authorities at the time to collect the gold licence - through so-called 'digger hunts'. The miners were expected to carry their licences with them, and the police, who were often untrained, used harsh methods to check these licences. In Bendigo, the miners took to wearing a red ribbon ‘as a symbol of their protest against the licence. Red was a very common colour in items such as shirts, so was readily available. Shopkeepers too tied red ribbons to their premises as a sign of support for the miners. It should be remembered at that time virtually everyone was a miner. The diggers also had their own banner, designed by William Dexter, a china painter from Devon. This flag showed the pick, shovel and cradle representing labour, the scales representing justice, the Roman bundle of sticks meaning unity and the kangaroo and emu of Australia Many thousands of Bendigo miners signed a petition to La Trobe, the Governor of Victoria, protesting against the licence fee. When the Governor rejected the petition, thousands of diggers marched in peaceful protest. Miners from White Hills, Eaglehawk, Golden Square, Kangaroo Flat as well as from Bendigo Flat, converged on what is now Pall Mall and View Point, surrounding the ~government camp on Camp Hill. The camp had been reinforced with soldiers of the 40 Regiment, as the Government feared bloodshed. The miners then gathered on the hill behind View Point to hear from their leaders - among them George Thomson, Captain Harrison, Captain Brown and W.D.C. Denovan. They resolved to pay a token fee often shillings ($1) for the September licence, whenthey met with Commissioners Panton and Wright on Camp Hill. Although Wright and Panton were sympathetic to the miners, the offer was rejected, but no licence fees were collected for September. Thus a possible bloody conflict was averted by the common sense shown by the miners' leaders and the commissioners. It was a truly democratic protest against arbitrary government and preceded the Eureka Stockade Incident by over a year. The photograph shows the steam launch Lady Loch towing five rowing boats full of passengers on the Hopkins River at Warrnambool. The boat is travelling downstream from the riverbank near Jubilee Park towards Warrnambool and the river mouth. A similar trip in 1909 was a fund-raising excursion when the Lady Loch was to tow boats from Flett & Sons' boating establishment on the Hopkins River, travelling towards Jubilee Park. The photograph was taken between February 1907 and June 1910 by Mrs A. G. Dawson from the Hopkins River Bank at “Allandale”, which she was leasing. She took another photograph that day, which was published in the Warrnambool Standard on 24th March 1973. At the time of the photograph the launch Lady Loch was owned by James Flett & Son who operated a boatshed on the bend of the Hopkins River. The boat was described as “a fine little steamer”. In 1916 it was licenced to carry 42 passengers. The LADY LOCH: - In February 1884 Mr Sutton’s steam launch had the name of Lady of the Lake. The boat was part of the entertainment for a Sunday school picnic at Ballarat Lake and Gardens. In October 1884 Mr Ivey from Lake Wendouree purchased two vessels, the steamer Ballarat and Mr Sutton’s well-known and popular launch, Lady of the Lake, to join his own fleet of pleasure boats. In November 1887 Mr Mark Hooper’s purchase of a ‘new’ pleasure boat, Lady of the Lake, arrived in Colac to be an addition to his boating business. The launch had been transported by road from Ballarat, but the boiler and the engine had travelled by rail the previous day. In June 1888, Fanny Nelson purchased the steam launch Lady of the Lake for her Nelson’s Boating and Fishing Establishment on the Hopkins River, Warrnambool. She renamed it Lady Loch. People have suggested the mane was in honour of the wife of the then-current Governor of Victoria, Sir Henry Loch, and the local paper stated that Lady Loch flew the Governor’s colours of yellow, black and blue on her first trip under Nelson’s ownership, Sunday 12th August 1888. In 1890 Fanny Nelson sold her complete business, including Lady Loch, to Mr Chapman. in January 1897 James Flett & Sons, already involved in boating, purchased the business from Chapman. In January 1916, Flett advertised everything for sale, including the boatshed and the steam launch Lady Loch. NOTE: - at least three vessels in Victoria were named Lady Loch; a river launch (ca 1884-ca 1916), a steamer ferry (1884-1920s) and a government steam lighthouse tender HMS Lady Loch (1886-1962)The photograph of the Lady Loch pleasure steamer represents the social and recreational activities of late 19th-century people from Warrnambool and the local district. It shows an example of the pleasure craft of that era. The history of the Lady Loch includes the history of fishing and boat hire businesses of that period. In April 2012 former Royal Australian College of General Practitioners president Dr Paul Hemming was appointed the University of Ballarat’s new chancellor. Dr Hemming was a deputy chancellor of the university since 2011 and a member of the university council since 2007, and replaces outgoing chancellor Robert Smith. He was a founding director of Beyondblue and has been president of the Royal Australian College of General Practitioners. He was also president of the Australian Medical Association Victoria and has served on numerous federal government medical bodies and tribunals. Chancellors are appointed to chair the university's council (governing body) as the senior office holder of the University. They also confer the academic awards of the university, and represent the university at meetings, functions and ceremonies. At the installation of Dr Hemming as the Fifth Chancellor Of The University Of Ballarat Governor of Victoria Alex Chrnov said: "I join Bonnie Fagan in acknowledging the traditional owners of this land and I pay my respects to their elders past and present. It is my great pleasure, as Governor of Victoria and Visitor to the University of Ballarat, to install Dr Paul Hemming as the fifth Chancellor of this University. I extend to him and his family my warmest congratulations on this appointment and wish him all the best in his new role. I have no doubt that he will be an industrious and wise leader of this University. Although the University of Ballarat is one of Australia’s newest Universities, it is the third oldest Tertiary institution in our country with the School of Mines being established in 1870. It has much to be proud of, and should be recognised for its commitment to being one of our most outstanding regionally focused higher education institutions. It offers on six campuses a diverse, yet suitably targeted, group of learning models that include higher education, TAFE and senior secondary school education, and is one of the few universities in the country that has an associated Technology Park. This University is uniquely placed to provide higher education in Regional Victoria. For example, I understand that by 2020 the population in the Ballarat area will increase by 20% so this University will have the responsibility and opportunity to provide educational opportunities for this growing population. The role of the Governor can be divided into three parts – ceremonial, constitutional and community engagement. It is the third aspect of the role that is most time consuming and, I add, enjoyable. It includes making official visits to Regional areas of Victoria. To date Elizabeth and I have been on 16 such visits and the thing that stands out is that despite the challenges that face Regional communities whether it be through natural disasters, or the economy more broadly – the stoicism, volunteerism and self reliance are always present. Ballarat is an example of such resilience and confidence in its future that can be dated back to this University’s inception. When the School of Mines was established in 1870 on the back of the gold rush era of the 1850s, the local community had vision and faith in its future that is reflected in the building of this institution. It is not dissimilar to Melbourne, where its relatively few citizens established the iconic pillars of our society like the State Library, the University of Melbourne, Parliament Houses and the National Gallery of Victoria. The contribution by the University of Ballarat to Regional Victoria cannot be overstated. Not only does it provide top educational opportunities for students from the Region but its graduates almost invariably end up working in Regional Australia, and often in their own local communities. More specifically, almost three out of every four of the graduates from this University end up finding employment in Regional areas. Such figures highlight the University’s significant contribution to the Regional economy. But its impact is not limited to our Regional areas – it extends to other parts of Australia and overseas. But like so many other higher education institutions in Australia, the University of Ballarat is facing challenges brought about by events such as global uncertainties and the high Australian dollar that impact on the inflow of international students, and dealing with students, more and more of whom come from the lower socio economic sector. It is in those circumstances that the Chancellor must show leadership that involves, amongst others, objectively guiding the Council and supporting the Vice-Chancellor, albeit without becoming involved in the day to day micro management of the University. A strong, trusting and respectful working relationship between the Chancellor and the Vice-Chancellor is, I believe, critical to the sound progress of a University. Before I turn more specifically to Dr Hemming, I would like to reflect briefly on his immediate predecessor, Emeritus Professor Robert Smith. I am sure that Dr Hemming has already found in Professor Smith an invaluable source of assistance. He was a skilled and effective leader not only here, but also in the broader higher education sector. I mention by way of example his instigation and leadership two years ago of the much acclaimed Chancellors’ Conference that was held in Melbourne. There was great diffidence amongst the Chancellors in having it at all. It was a little like herding cats. But Bob Smith spearheaded the organisation of it, with great attention to detail. And it was his hard work and leadership that resulted in the Conference being such a success and of assistance to all Chancellors who attended. It was an illustration of Bob Smith’s skills as a leader in the sector and of this University. And the sector, just as this University remains indebted to him. And I have no doubt that Dr Hemming will similarly lead this University through the challenging, yet exciting, times that lie ahead. He is eminently qualified to do so, in terms of his personal attributes, academic achievements and experience in governance. With his extensive medical career as a General Practitioner, service on a number of Federal Government medical boards and tribunals, and having been a Founding Director of ‘Beyondblue’, President of the Royal Australian College of General Practitioners and President of the Australian Medical Association (Victoria), his list of personal and professional achievements, as well as his strong sense of public and community duty, is impressive. Importantly, Dr Hemming has a long standing connection with the Ballarat community, having moved here with his family from the United Kingdom in 1977. He is now even accepted as a “local” I am told. Given his range of experience to which I have referred and the time he has already spent on the Council and Standing Committees of this University, he is obviously well placed to take part in leading this University. So it is a great pleasure for me to install Dr Hemming as the fifth Chancellor of the University of Ballarat."
