Eltham Courthouse Officially Reopened (Jim Connor, EDHS Newsletter No. 263 April 2022) In the Conservation Management Plan prepared in 2006 for the Eltham Justice Precinct there is mention that more than 350 court houses have been built by the Public Works Department since 1856, when the Department was established. It also states Eltham was in an early group of 'Victorian Free Classical' structures, featuring a projecting entry porch and gabled roof. Characteristically, this group shares a simple, rectangular shape, central placement of the court room with smaller-scale offices set back at the sides or rear of the court room, arched openings, and decorative string courses. The Statement of Significance listed in the Victorian Heritage Register states: ‘The Eltham Court House dates from the time when the town was largely self-contained. It was initiated in response to itinerant gold prospectors who turned to crime when their quest was unsuccessful. This type of localised solution is characteristic of the self reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community.’ It also states: ‘The Eltham Court House, built in 1860, is one of only two intact examples in the state of this simple design with projecting entry.’ So with this background it is most appropriate this valued historic building has recently been the subject of a total restoration, as detailed in previous newsletters. This was a major project undertaken by Nillumbik Shire Council. At a small function in the Eltham Courthouse, on 23rd March 2022, Nillumbik Shire Council Mayor Fran Eyre declared the fully restored building officially reopened. In doing so the Mayor spoke about the earlier law and order function of the court and the importance of this building to the Eltham community. Wingrove Ward Councillor Geoff Paine then highlighted the importance of historical societies and groups within the shire and their valued activities in recording and preserving their local history. EDHS president Jim Connor thanked everyone involved with the project and provided an overview of the history of the courthouse. Michael Ioannides, Council’s project manager, spoke about how the restoration process proceeded and those involved in undertaking the works required. Cr. Natalie Duffy, various council officers, EDHS executive committee members, as well as representatives of the head contractor Ducon Building Services and the heritage advisors, RBA architects and Conservation Consultants, were also in attendance, as was a representative of Nillumbik U3A. After the formal part there was some light hearted interpretation of how past legal proceedings may, or may not have, occurred within this courthouse, before some refreshments were shared in the former second courthouse at the rear, which is now utilised by Nillumbik U3A. Shire of Eltham Archives: Series 69, Item 2 This video was produced for the Shire of Eltham in response to the 1985 Victorian Local Government Commission Report titled ‘The Restructure of Local Government in Victoria – Principles and Program’ (the Morris review). The recommendation was to amalgamate the Shires of Eltham and Diamond Valley, something that Eltham Council did not support as being appropriate for the shire or compatible with the 'Spirit of Eltham'. The monument with time capsule was established by the Shire of Eltham Historical Society to commemorate Victoria’s 150th anniversary and mark the former location of the Eltham Town Centre, which existed along this section of Main Road, then known as Maria Street. The unveiling was conducted 10 November 1985 by Cr. Mary Grant (Shire President). The monument was constructed with a concrete base and the main feature is an old tyring plate or disc. The Time Capsule Ceremony involved lowering the sealed time capsule into place, bolting down its container lid and then concreting over the lid. The capsule contains items relating to present day (1985) Eltham and its people including a video film made by Joh Ebeli and also details of families and organizations who have contributed to construction of the monument. It is to be opened in the year 2035. The Society received an excellent response from local people, firms and organizations by way of assistance with this project. Graham Beyer, who originated the project, arranged many of the donations. He and his firm, Package Handling Equipment, donated the time capsule itself and carried out fabrication of sections of the monument. The design of the monument was adapted by Graham Beyer from drawings by Joh Ebeli. Charmac Industries donated the container for the time capsule and a cast gun metal name plate for the monument. BMG Concrete donated concrete for the base which was constructed by Caridi Construction Company. Northbourne Garden Supplies donated materials for the paving around the monument. Robert Becker from Eltham Apex directed construction of the paving by Society members. Terry Hutchinson donated the use of his crane to lift the tyring disc into place. Financial contributions were also made by the Eltham Chamber of Commerce and the Rotary Club of Eltham. In 1987 in commemoration of the Society’s 20th Anniversary, Joh Ebeli suggested the commissioning of a plaque to be added which explains the functions of the various items used in the Society’s Victorian 150th Anniversary Monument and this was unveiled by its designer, Joh Ebeli, on October 10, 1987. Circa 2010-2012 the monument was damaged through vandalism. The mounts for the ring had been broken. The Former Commonwealth Bank of Australia branch forms part of the Eltham Gateway and the Little Eltham precinct and is located near 804 Main Road, Eltham. It is a significant building and registered on the Victorian Heritage Register. The bank was built in 1878. It is a one-room, bichromatic brick building. Imagine your bank only being open for one morning a week! These were the hours of the Commercial Bank’s Eltham branch early in the 20th century and customers were quite content. The bank stored gold from the Eltham/Research mining areas. It is famous for its bullet holes. These were the result of a hold up in 1949, in which a nervous youth opened an account in the name of John Henderson, then walked to the door and spun around pulling out a pistol he fired into the cedar bench but fled empty handed and was apprehended later, receiving a two year sentence. The Bank was purchased by the Methodist Church in 1954. (The Eltham church is right adjacent). Recent uses have included a meeting room, Sunday School and Opportunity Shop. It is currently used as a storage for the Combined churches opportunity shop which is located in the United church extension beside this location. The Society's participation in this year's Eltham Community Festival was highly successful. We arranged an exhibition in the Eltham Library on the theme of ''Along the Main Road" and our float in the Festival Grand Parade "Pioneers of Eltham" won the prize donated by Pegasus Interiors for the best Eltham theme. The success of the float was due mainly to the efforts of Joh Ebeli. Joh was entirely responsible for the design and artistic work on the float and with help from Geoffery Loftus-Hills and Mark Gough actually constructed it. Society members and friends together with members of the Victorian Folk Music Club completed the picture, riding on and walking with the float in the parade. Mrs. Opal Smith and Mrs. B. Brinkkotter organized many of the costumes for participating members and Mrs. Phyllis Macdonald made the arrangements with the Victorian Folk Music Club. Thanks were also due to Mr. P. Quirke of Research Fruit Supply for the loan of his truck and to Eltham Hardware and Plumbing Supplies for the donation of materials for construction of the float. The $50.00 prize was shared with the Victorian Folk Music Club. The fifth Eltham Community Festival was held 11-20 August 1979. The theme of the festival was “Along the Main Road” and was the first time the Shire of Eltham Historical Society (forerunner of the Etham District Historical Society) entered a float in the Festival Grand Parade.
