Restored in the 1980s after great community effort, dedication and financial contributions.An important early building in the township noted for its unusual and individual classical facade of Oregon pine. The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. Frances Allen was a graduate of Melbourne Kindergarten Teachers College and became the first kindergartner to work in a children’s home (White Hills, Bendigo). She also established the first country kindergarten at Euroa. The undated talk records Alva Allen’s first hand memories of Billy Hughes and Robert Menzies. There is also an unusual reference to Gough Whitlam “living down Stevenson Street way”. James Robbie Mathers was born in Pleasant Creek [Stawell] in 1867 to James Allen Mathers, a storekeeper and former councillor. He was later to become a storekeeper in Gippsland and then at Heywood, near Portland. Following a move to Melbourne, he established a real estate business. He initially lived in Hawthorn, before moving his business to Kew where he traded as Mathers & McMillan, 136 Cotham Road, and later at 283 Burke Road. For a short time, the family resided at Landene, in Cotham Road. They were to finally move to Rosalea, in Dale Street, Deepdene. Following the death of Cr Henry Kellett in 1924, Mathers was elected unopposed as representative of College Ward. Elected Mayor in September 1930, he convened a meeting of citizens in the Town Hall in Walpole Street to form a local unemployment relief committee. His social initiatives included handing over council-owned premises in Brougham Street, the building re-purposed as a workshop for the unemployed, who were also granted free use of the Kew Municipal Baths. The Mayoress, Jean Mathers, set to work raising funds through charity balls, and also raised funds for St Anthony’s Orphanage in Wellington Street. James Robbie Mathers died on 8 April 1945. He was buried at Box Hill Cemetery. This rare civic testimonial is historically significant, especially locally, as it contains the signatures of all present councillors and parliamentarians representing the City of Kew as well as the names and signatures of leaders of local churches, schools, public officials and leaders of community groups.Boxed presentation folder and correspondence presented to the retiring Mayor of Kew, James Robbie Mather, in 1931. The book is leather bound with gilt lettering on the front. The 4 page testimonial includes and hand written statements about his contribution to Kew and its civic life. Programme - Ephemera, Chatham Primary School Fathers' Club 'Trial by Jury' programme, 16/11/1929
The program describes the performance as 'original burlesque' and was written, composed and produced by A E Woffinden and A W Sutton, members of the Chatham Fathers' Club, to raise money for the school. There were 250 programs printed at a cost of one pound fifteen shillings. This performance starred 21 of the fathers with Mr W Crellin as the only female character, Miss Eileen Flapper. The Chatham Fathers' Club became renowned locally for the quality of its performances, repeats being given to other community organisations. In the publication 'Chatham Past & Present: A Patchwork of People' there is also a photo of the cast taken in the quadrangle of the school. The original program and photo were lent to the school at the time of the 70 year reunion in 1997 by Mrs Jean Lacy (nee Walker), whose father took part as a member of the jury. Many of the performers were also in the formal photo of the Father's Club, taken in February 1928 on the front steps of the school. The original hangs in the school entry foyer and is reproduced in 'A Patchwork of People: Chatham Past and Present'. In relation to names, these are better identified and the following identifications have been reached by referencing this and the 1931 electoral roll. The geographic spread of addresses reflects that when Chatham opened in August 1927, surrounding schools were overcrowded and some families chose to relocate their children. Mr Joseph P Braddick (mechanic) lived at 1 Northcote Avenue, Canterbury; now Balwyn (NB/ Name is miss-spelt Braddock in the program). Norman Patrick Smart (bt opr) lived at 61 Sir Garnet Road, Surrey Hills. Henry Albert Wysham (show card writer) lived at 9 Northcote Avenue, Canterbury. Mr Sidney Bessant (labourer) lived at 191 Mont Albert Road, Canterbury. William Morrison (teacher) lived at 37 Chatham Road, Canterbury. William Charles Crellin (breadcarter) lived at 59 Empress Road, Surrey Hills. Mr F Parsons - taken as Fred Parsons (bricklayer) lived at 2 Kaarumba Grove, Balwyn. Mr MacDougal (incorrectly spelt in program) is Dougall MacDougall (gas collector) lived at 5 Wells Street, Surrey Hills. Mr A V Webb - not found. Mr McKie - not found. Victor Harold Theodore Clow (civil servant) lived at 4 Talbot Avenue, Balwyn; listed as T. Clow. Mr M Walker (donor's father) not found in electoral roll for 1931; thought to have lived in Sir Garnet Road. Mr McLeod - a number listed in the 1931 electoral roll. Richard Frost (carriage builder) lived at 341 Mont Albert Road, Surrey Hills. Mr Allen - a number listed in the 1931 electoral roll. Mr J Tulloch - not found in the 1931 electoral roll. This is an example of 'home-spun' entertainment and creativity of the era when the sense of community was very real. It is an example of the fundraising efforts undertaken by school communities to provide 'extras' that would later be regarded as 'basics'. The quilt was made by Ada Maud Allen, the grandmother of the donor. Mrs Allen was from a Queensland wool growing property and was a prolific wool quilter. She was noted for her quilt making and also made items such as dressing gowns. She exhibited at many country shows and with the Queensland Country Women's Association. The wool used in the quilt was from her own property. The quilt was made in the 1930s and subsequently used by Mrs Allen's children, grandchildren and great-grandchildren.Wool quilt made by Ada Maud Allen, c.1930s.
