The names of all dogs are on the base of the statue. All dogs were black Labradors rescued from Sydney pounds and named after Roman emperors. Justin was carved by Leigh Conkie. Stainless steel collar forged by Roland Dannenhauer. "Katherine Hattam’s exuberant work, Powerlines Merri Creek equalises the natural environment with man-made constructions as she explores the hybrid landscape of local waterways and their locations. The young soldier wears an eye patch – Bill’s legacy of his wartime injury. The base of the statue represents being held down – you can see the hands reaching up the soldier’s legs. Carved by Hikaru. The laser-cut steel shield has a pattern of Huey helicopters flying over rubber trees, Bill’s memory of being evacuated after being shot in the eye. Our view is from the rise above this park, from the Lower Plenty side of the nearby Diamond Creek, looking northwards towards the main Eltham township. The area that is now Wingrove Park, would have been to the right, in the valley below the sheep. This one located in Wingrove Park Eltham pays tribute to Walter Withers and his painting "The Silent Guns" Transcription of sign: Walter Withers – The Silent Gums, 1909 Walter Withers painted this tranquil pastoral scene in the vicinity this park. Here he has captured the dairy cattle belonging to local Eltham farmer, Mr. Tom Orr, feeding and resting in the shade of the tall Manna gums. Wither’s daughter, Nan recalled how her father, for inspiration, often visited the property of their neighbour, Mr. Tom Orr, and in his later years, Withers painted many landscapes depicting Mr Orr’s sheep and dairy cattle. The Heidelberg School Artists Trail was established in about 1999 with about 52 signs across four local governemnt areas including Nillumbik and Banyule. It extends from Heidelberg through Eltham and Warrandyte and to the Dandenongs. It features signs depicting paintings of artists in the location in which they were painted. This one acknowledges "On the Eltham Road", 1906. Transcription of the text states: "In this cheerful rural landscape, Walter Withers has captured the spirit of early Eltham. Eltham was a quiet, sleepy village, where geese wandered up the main Road and the locals either walked or rode their horses or bicycles around the township. Walter Withers was known to load up his bicycle with his collapsible easel, folding stool, paint box, water bottle and canvases, and would head off for a day’s painting. ArtStreams: Arts in Banyule, Darebin, Manningham, Nillumbik, Whittlesea & Yarra Vol. 5 No. 6 Summer Issue, 2000 Book Review "Ken Eckersall has been a member of the Eltham community for 40 years. He has been a member of the Methodist / Uniting Church for all of his 66 years. Having moved from being a compositer in the printing trade to a teacher and lecturer, in his retirement he has become an historian. Eltham Inhabitants is ostensibly a history of the Eltham Uniting Church, written to celebrate its 150th anniversary. The book is considerably broader than the commission suggests. This is hinted at in Eckersalls reference to the Eltham Wesleyan/Methodist/Uniting Church. Eckersall writes on the history and philosophy of the church from its beginnings in the 18th century to the present and places it in the context of the sociology and history of the period. Recognising the nexus between church and community, the author has in large part written a history of the Eltham community including the churches of other denomination(s). There are very few artists, academics or other interesting characters from the district who don't get a mention. Black and white photograph of bulldozer excavating the former Shillinglaw Cottage site for new Shire Offices. 'Shillinglaw Trees' in background. The cottage and land were purchased by the Shire of Eltham as the site for a new shire office building. The cottage was destined for demolition but members of the community concerned at losing one of the areas earliest buildings (built c.1859) initiated a fund-raising campaign to save the cottage. In 1964 the cottage was dis-assembled, all the bricks numbered and reassembled several hundred meters to the south on a site between the Gahan house and the Eltham Railway Trestle Bridge (present-day Panther Place), which became known as the Eltham Common. The new shire offices at 895 Main Road were opened in 1965. Following the Kennett Government amalgamation of local government areas in 1994, the Shire of Eltham ceased to exist, and a new Shire of Nillumbik was created 15 December 1994 from the former Eltham shire and parts of the Diamond Valley shire. The former West Riding which included parts of Montmorency, Lower Plenty and Briar Hill were ceded to the new City of Banyule. Commissioners were appointed for several years and the new Council occupied the former offices of the Shire of Diamond Valley in Greensborough. The former Eltham Shire offices remained vacant until August 1996 the Commissioners suddenly elected to have the former Shire offices demolished immediately and the site has remained vacant ever since. It was not until 1997 before the community was allowed to democratically elect new Councillors to represent them. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.' Dignitaries included Ambulance Victoria CEO Tony Walker, Vicki Ward MP for Eltham and Jill Hennessey State Ambulance Services Minister The Eltham Apex Club conducted a Community Service Project (1965-1968) to raise funds for a new Ambulance Station to service the community. A site bounded by the intersection of Main Road, Grand Boulevard and Looker Road at Montmorency was purchased in 1969. In 1970, Eltham Shire Council undertook roadworks to construct Apex Way in preparation for the new station as well as duplicate Main Road, Lower Plenty, east of Grand Boulevard including the new Lower Plenty Bridge, which had been opened in November 1966, bordering with the City of Heidelberg. State Ambulance Services Minister Jill Hennessy and Eltham State Labor MP Vicki Ward revealed the $1.6 million complex at the corner of Grand Boulevard and Apex Way in Montmorency. It replaces the 50-year-old station and now includes four ambulance bays, four rest and recline rooms, a large training room and offstreet parking for staff. “The community campaigned long and hard for this new ambulance station and I’m delighted to have stood with them all the way,” Ms Ward said. The latest quarterly performance data showed 90.4 per cent of ambulances in Banyule arrived within 15 minutes of Code 1 emergencies — up from 89.2 per cent three months earlier. The Eltham Roll of Honour Board was originally commissioned and paid for by the Eltham War Memorial Trust from funds raised by public donation. It was originally hung in the Infant Welfare Centre. In 1999 the Honour Roll Board was removed from the Eltham War Memorial by members of the RSL and relocated to the Eltham RSL sub-branch on Main Road. Following financial collapse of the Eltham RSL sub-branch and merger of the Eltham and Montmorency sub-branches and subsequent sale of the Eltham property, the WW1 obelisk was relocated to a location in front of the Eltham War Memorial. The Honour Roll Board was retrieved by former Eltham District Historical Society President, Harry Gilham in September 2004 who arranged for it to be re-hung in the Eltham War Memorial Hall (former Children's Library) where it was attached to the brick wall face of the west (rear) wall of the Hall (as seen in this photograph). Sometime around late 2018 when Council was investigating the potential sale and development of the Eltham War Memorial, the Eltham Honour Roll Board was once again removed from the Eltham War Memorial by persons unknown, under the pretext of ‘safekeeping,’ to a location outside of the Shire of Nillumbik, in the City of Banyule. In early 2021 Eltham District Historical Society was made aware of the removal of the Honour Roll Board. A formal request was made by EDHS to return this community asset to its rightful place as intended when it was commissioned and paid for by the Eltham War Memorial Trust. This request was rebutted. Nillumbik Shire Council has also since been made aware of the removal of this community asset and formally requested its return prior to Anzac Day, 2021 where it can once again be made accessible to members of the community to pay their respects as originally intended. One of Eltham's earliest settlers was James Orford. Born 1804 in Bedfordshire, the son of George, a carpenter and Lydia Barret, he and wife Sarah Amelia nee Moull (1807) arrived as Assisted Immigrants aboard the ship, ‘Orestes’, November 28, 1839 accompanied by their children, George (14), Mary Ann (11), and James (2). Originally settling in New South Wales, daughter Sarah Amelia was born at Braidwood in 1843 and son, Thomas Henry at Pambula in 1847. James was a carpenter who is known to have built the original gates to Eltham Cemetery. He died in 1869. Around 1890, his son Thomas Henry Orford was living in Pitt Street. Following the death of his wife Helen in 1899, Thomas was appointed by Joseph Panton to look after ‘Panton Park’, a 429-acre bushland property at the fork of Reynolds and Laughing Waters Roads, extending down to the Yarra River. His work entailed ringbarking the manna gums on the property to clear the land for pasture. Thomas lived in a slab hut with his son Ernie, who helped with the work. When Gordon Lyon purchased Panton Park in 1908, Thomas then worked for Lyon at both Panton Park and at ‘Banyule’, Lyon's stud farm at Heidelberg. In 1915 Lyon gave Thomas six acres of land in Reynolds Road with a two-roomed cottage. Thomas died in 1944 and is buried in Eltham Cemetery with his wife and his parents. Another of James Orford's sons was James Matthias Orford. He tried to grow food on land at the end of Laughing Waters Road, but without success. Reputedly the Wurundjeri taught him to swim. He was once imprisoned; when his friend Constable Lawlor invited him to inspect the new bluestone lock-up, Lawlor locked him in and wouldn't release him until he was promised two gallons of beer! One of Eltham's earliest settlers was James Orford. Born 1804 in Bedfordshire, the son of George, a carpenter and Lydia Barret, he and wife Sarah Amelia nee Moull (1807) arrived as Assisted Immigrants aboard the ship, ‘Orestes’, November 28, 1839 accompanied by their children, George (14), Mary Ann (11), and James (2). Originally settling in New South Wales, daughter Sarah Amelia was born at Braidwood in 1843 and son, Thomas Henry at Pambula in 1847. James was a carpenter who is known to have built the original gates to Eltham Cemetery. He died in 1869. Around 1890, his son Thomas Henry Orford was living in Pitt Street. Following the death of his wife Helen in 1899, Thomas was appointed by Joseph Panton to look after ‘Panton Park’, a 429-acre bushland property at the fork of Reynolds and Laughing Waters Roads, extending down to the Yarra River. His work entailed ringbarking the manna gums on the property to clear the land for pasture. Thomas lived in a slab hut with his son Ernie, who helped with the work. When Gordon Lyon purchased Panton Park in 1908, Thomas then worked for Lyon at both Panton Park and at ‘Banyule’, Lyon's stud farm at Heidelberg. In 1915 Lyon gave Thomas six acres of land in Reynolds Road with a two-roomed cottage. Thomas died in 1944 and is buried in Eltham Cemetery with his wife and his parents. Another of James Orford's sons was James Matthias Orford. He tried to grow food on land at the end of Laughing Waters Road, but without success. Reputedly the Wurundjeri taught him to swim. He was once imprisoned; when his friend Constable Lawlor invited him to inspect the new bluestone lock-up, Lawlor locked him in and wouldn't release him until he was promised two gallons of beer! Nillumbik Shire Council transferred to the former Diamond Valley Shire Offices in Greensborough after municipal restructuing. The offices became the official Nillumbik Shire Council Offices on 16 October 1995. The former Shire of Diamond Valley Civic Centre or Shire Office building was officially opened on 26th February 1972. Archtiects were A.K. Lines, McFarlane & Marshall and it was built by L.U. Simon Pty Ltd, The Diamond Valley Shire had been created in 1964 from part of the City of Heidelberg. On December 15, 1994 the Shire of Nillumbik was established. Under the Council amalgamations imposed by the Kennett government, the Shire of Eltham, Shire of Diamond Valley and City of Heidelberg ceased to exist with the establishment of Nillumbik Shire Council and the City of Banyule.The new Nillumbik shire surrended the west riding from Eltham to Banyule but in place gained parts of the former Diamond Valley Shire which itself had been created in 1964 from parts of the City of Heidelberg. Three unelected and non-local Commissioners were put in place by the government bringing democracy into question by many members of the local community. The Commissioners determined to abandon the former Shire of Eltham offices located in Main Road, Eltham and in turn occupy the former Shire of Diamond Valley offices located at the boundary of the new shire with Banyule, in Civic Drive, Greensborough. In July 1996 the Commissioners sold the former Eltham Shire Offices and had them bulldozed leading to many years of communiity protest over the process and future development applications. The site has remained vacant ever since. In 1853 a committee was formed to improve the rough roads, some in Kangaroo Ground being almost impassable in winter.1 The committee fundraised by voluntary levies and grants to improve in particular, the main road between Kangaroo Ground and the Plenty River. From this committee arose the Eltham District Road Board, in 1856, which was the precursor to the Eltham Shire Council. The Board’s first chairman was Kangaroo Ground farmer, John Barr. Secretary was the former committee’s secretary, Andrew Ross, Kangaroo Ground’s first school teacher, and founder of the district newspaper, The Evelyn Observer.2 Most of the board’s income came from a toll-house north of the Lower Plenty Bridge, which funded such projects as a road from Kangaroo Ground to the Caledonia Diggings. In 1871 the Shire of Eltham was proclaimed, with its boundaries the same as those of the Road Board, and Councillor A Donaldson of Kangaroo Ground was the first president. Eltham was at the southern tip of the shire, which extended north to Kinglake and east beyond Yarra Glen. In 1878, part of Kinglake was added to the shire, while the area east of Watts River, near Healesville was removed. In 1912, then again in 1958, the shire was further reduced. Yarra Glen, Steels Creek, Tarrawarra, parts of Healesville and Christmas Hills, were transferred to the Shire of Healesville. In 1972 a smaller area, at Kinglake, was transferred to the Shire of Yea, leaving 277 square kilometres in the Eltham Shire. Perhaps no other Victorian municipality has had so many meeting places. Although from 1858 to 1904, the council convened at the office in the home of Secretary Charles Wingrove, the board, and later the council, also met at other more central locations.3 The board moved from the Fountain of Friendship Hotel to the Eltham Courthouse, to the Kangaroo Ground schoolhouse. It then met at the Kangaroo Ground Hotel, which some considered put it in danger of interruptions by people ‘the worse for liquor’.4 In 1885 the council met at the hall on Mr J Donaldson’s land at Kangaroo Ground. After Wingrove’s retirement, the council rented space at the Kangaroo Ground General Store and Post Office. Then, in 1917, the council bought the former office of The Evelyn Observer, after its printing works transferred to Hurstbridge. In 1934, fire destroyed the shire office, which was temporarily relocated to the Kangaroo Ground home of Shire Secretary, Mr P J McMahon. In 1941, the shire office moved to a new building (which included a public hall) in Eltham, at the corner of Arthur Street and Main Road, where the Eltham Village Shopping Centre was eventually built. Growth required new offices, which opened in 1965, on the former Shillinglaw property in Main Road.5 In 1994, as part of municipal restructuring under the Jeff Kennett Liberal Government, most of the Eltham Shire formed part of the new Shire of Nillumbik. It joined with the north section of the Diamond Valley Shire and parts of the Healesville and Whittlesea municipalities. The Diamond Valley Shire had been created in 1964, from part of the City of Heidelberg. Turbulence followed Nillumbik Shire’s formation. Under the Commissioners the council transferred to the former Diamond Valley Shire offices in Greensborough, and the Eltham council offices were demolished. In March 1997 the first five-member Nillumbik Council was elected. But, in October 1998, the government suspended the council and appointed an administrator . Early in 1999, shire residents voted to increase councillors to nine: comprising five ward councillors and four shire-wide councillors. Elections were held in March 1999. Then, before the March 2002 elections, nine new wards were created.6 In 2008 these were reduced to seven. Today [2008] the council governs a varied population of more than 60,000 people living in townships and on bush properties in the green wedge.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. The Eltham Obelisk was originally located at the corner of Bridge and Main Roads in 1919. In 1943 (WW2) the local community commenced plans to establish the Eltham War Memorial, a living memorial to benefit the children as opposed to a one in stone as per the obelisk. The Eltham War Memorial Trust was established in 1945. In 1947 the Trust intended for the Obelisk to be relocated from Bridge Street and Main Road to the Garden of Remembrance which was planned as part of the Baby Health Centre which was to be the first of three buildings of the Eltham War Memorial to be built in 1951. In 1951 the Eltham RSL was invited to be represented on the Eltham War Memorial Trust. Around this time, with pending roadworks, the obelisk was relocated to the front garden of the Eltham RSL sub branch on Main Road for safe keeping. In 2007, a suggestion was proposed by Harry Gilham (President, EDHS) to John Cohen (ERSL) to claim a special site along with the historic Shillinglaw trees on the now vacant former Eltham Shire Office site adjacent to the Eltham War Memorial precinct for relocation of the obelisk. In 2010 following the financial collapse and sale of the Eltham RSL Sub-Branch property and amalgamation with the Montmorency Eltham RSL sub-branch, the location of the obelisk was again in immediate jepoardy and in conjunction with Nillumbik Shire Council, the obelisk was relocated in front of the Eltham War Memorial buildings in preparation for the Dawn Service on Anzac Day 2012.
