The first Seafarers Service was held on 23 October 1905 in the St Paul's Cathedral in London to celebrate the Centenary of the Battle of Trafalgar and the death of Vice-Admiral Horatio Nelson on 21 October 1805. Reverend Alfred Gurney Goldsmith launched the first Seafarers Service two years later and the first service was held on Sunday 10 November 1907. National and house flags are used during the annual Seafarers Service. The Melbourne Harbor Trust was established in 1877 to improve and operate port facilities for the growing city of Melbourne. It was superseded by the Port of Melbourne Authority in 1978 and later by the Port of Melbourne Corporation. The service continue to reflect the full range of the maritime activities in Australia. The flags were used for communicating messages to passing ships. Knowledge of visual signaling was mandatory for all lightkeepers and all stations maintained a set of these flags. Although used for centuries, visual flag signaling formally developed in the nineteenth century and was published internationally as a system in 1857. By the early twentieth century it had developed into an effective means of conveying all kinds of short range visual messages.The Cape Nelson Lightstation is architecturally and scientifically (technologically) important as the most intact complex of lightstation buildings in Victoria. The octagonal signal station is a unique feature which is all the more important for its complete set of signal flags’. Cape Nelson Lightstation’s complete set of 41 alphabetic and numeric visual signaling flags (including substitute and answering pennants) are made of bunting, a coarse fabric of worsted (open yarn wool) in various colour combinations, and some of the fabric is hand sewn and bears inscriptions. Attachments include handmade wooden toggles, brass clips and hemp rope.

This small flag has been made by Brauer College in Warrnambool to celebrate the 150th anniversary of the founding of Warrnambool and to mark the 84 years of Brauer College’s existence. Warrnambool was founded in 1847 as a planned town to provide port facilities for the export of produce of the local pastoralists and squatters. Brauer College began as the Warrnambool Technical School in 1913 with John King as the Principal and the original school buildings in Timor Street. In 1958 the school became the Warrnambool Technical College and today this site is occupied by the South West TAFE facility. The secondary school section of Warrnambool Technical College relocated to Caramut Road in Warrnambool and since 1990 has been known as Brauer College. It was named after a local prominent doctor and supporter of State Education – Dr Alfred Brauer. This flag is of some interest as a memento of Warrnambool’s 150th anniversary and of Brauer College’s part in this. This is a rectangular-shaped plastic flag attached with three metal staples to a circular-shaped wooden stick. The flag is green with white printing on both sides and contains the images of the Warrnambool City Council seal and the sea-horse emblem of Brauer College. It is possible it was the Legacy Conference held in Melbourne in 1973 which was the Golden Jubilee year, celebrating 50 years of Legacy. The general aim of the Australia-wide conferences was an exchange of ideas and methods of carrying out Legacy functions, and to form general policy for cooperation between clubs and groups. The lapel badge was worn to signify membership of the Harbour Lights Guild. Variations of this badge were made for different State Guilds by different jewellers or badge manufacturers. Variations also indicated during some eras if the wearer was a full member, worker or honorary.The Harbour Lights Guild was instrumental in securing funds to construct the current building at 717 Flinders Street, and in particular the Memorial chapel and Gymnasium. They were also dedicated volunteers who organised many social functions and events to offer visiting seafarers an opportunity to relax, have fun and socialise away from the ship. This flag features the City of Brighton crest which was used by the City of Brighton until 1970, when an official Coat of Arms was issued by the British College of Heraldry. Collected by Lisa Gervasoni when she visited the ship as part of the City of Ballarat's delegation to the ship on the 9th December 2006. HMAS Ballarat (FFH 155) is an Anzac-class frigate of the Royal Australian Navy (RAN). The frigate was laid down in 2000 and commissioned into the RAN in mid-2004. Since entering service, Ballarat has been involved in border protection as part of Operation Relex II, was deployed to the Gulf for Operation Catalyst, and was one of the two ships involved in the Operation Northern Trident 2009 round-the-world voyage. Ballarat has undergone the Anti-Ship Missile Defence (ASMD) upgrade, completing in 2015.
