The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. Henry was a familiar persona in Union Road and around the Surrey Hills Neighbourhood Centre for decades. He lived all his life within 3 kilometres of his radio shop. Son of Catherine and ‘Mick’ Jamieson, Henry was born in 1927 in View Street, Surrey Hills and was educated at Box Hill Grammar School. His father died when he was young and Henry took a job as a technical assistant with the Commonwealth Film Unit. Film was a life-long interest and he became a longstanding member of CATHS (Cinema and Theatre Historical Society of Victoria). Henry also had a profound love of music which was reflected in his work and hobbies. He joined Adrian Knowles, who had started his radio shop at 149 Union Road in the 1940s, and trained at RMIT as a radio tradesman. In time Henry took over the business. When 3MBS established in Kew, Henry was an enthusiastic supporter and volunteer. For some years Henry and a co-producer presented a prime time Saturday evening programme 'Bach to Bernstein'; later his distinctive voice could be heard in the early morning time slot, 'Daybreak'. Henry was also a staunch supporter of the Surrey Hills Historical Society and served as its President for a number of years. Henry died in 2011. The AFB were aware that accommodation options for blind people were limited and sought to open a hostel to assist with this.The first hostel opened in Lara Street, South Yarra but could not meet demand. In 1926, a suitable property 'Egremont' at 54 The Avenue, Windsor, came on the market. The price was £2650. Lack of funds to purchase seemed an insurmountable barrier. With assistance from the Trustees of the Edward Wilson Estate and the Felton Bequest a deposit of £650 was raised. In a huge step of faith the Committee took out a mortgage of £2000. The interest on the mortgage and its repayments weighed heavily on the Committee. The Avenue, as 'Egremont' was commonly termed, was also a seven roomed house. Mr Paterson and the Architect, Mr Parkes of Oakley and Parkes, immediately began planning an extension, fourteen single bedrooms were added. They were filled from the Waiting List. A Windsor Auxiliary was formed and worked to reduce the mortgage of £2000. An active programme of dances, card evenings, theatre nights and the like took place under the leadership of Mrs. Robertson. The Auxiliary also took an interest in the boarders, arranging entertainment and social activity. £1500. was still owed in 1930. Living side by side is no easy task for a group of people, and the Hostel meeting minute books are filled with stories of disputes over wireless sets, telephones, hot water bottles and wardrobes. In 1958, with rising costs and the growth of aged care centres, the Hostel was closed and the house sold to a succession of private buyers.
