Brougham Street was created in Josiah Holloway's 1851 subdivision of Little Eltham. It was one of several east-west streets shown on the subdivision plan as crossing the Diamond Creek. The western part was named Wellington Street on the subdivision plan but was later changed to conform with the name of the eastern part as acknowledgement of the continuity of the street. It is not known when the first bridge was constructed in Brougham Street however it was certainly mentioned at Council’s meeting of 2 June 1884 as being in a dangerous state of repair. This photo (c.1895) of an old bridge shows a very low-level simple log girder bridge crossing the creek at a right angle and so the approaches involved bends in the road alignment. This bridge was generally known as Kaylocks Bridge or Kaylock’s Crossing after the owner of the adjoining land. It was most likely built from around the mid-1850s, or a crossing of some fashion established as Richard George Kaylock, butcher of Little Eltham and his wife Emily Ann settled there in 1854. His property was in Wellington Street (now Brougham Street) and apparently extended across the Diamond Creek. The land on the western side of the creek was farmed, the house being on the eastern side. Kaylock's Bridge formed part of the original coach road to Eltham and in 1922 was described as an "old rustic bridge". Its low level and insubstantial construction made it susceptible to flood damage, necessitating frequent closures until repairs could be carried out. In September 1922, Council called for tenders for a new timber bridge to be constructed at Kaylock’s crossing. An engineering assessment carried out for the Council by Macleod Consulting at the time of the replacement suggested that the construction details indicate that it was in the 1900s, however this dating could possibly have been the result of numerous repairs undertaken over the years to flood damage. The tender was awarded to Mr Weller of Kangaroo Ground who commenced work in February 1923 on a higher-level timber trestle bridge. Work was slowed due to illness of the contractor and the accidental death of a man in March 1923 following the collapse of the bank after he had jumped into a hole that had just been blasted. The bridge was completed around July 1923 at which point the old structure was pulled up, marking what was described in the ‘Advertiser’ newspaper as the passing of an old and well-loved landmark in the district. In April 1924 the approach to Kaylocks bridge was washed away during the heavy flooding that destroyed the Main Road bridge. The western side was repaired, and an extra span was added to the eastern side using timber from the destroyed Main Road bridge. The bridge was again severely damaged four months later in August 1924 When a lack of finances delayed repairs to the Bridge Street bridge in 1931 (also referred to as Obelisk Bridge at the time), traffic had to detour via Brougham Street for some time. Local residents feared that the Bridge Street bridge might never reopen. Kaylocks Bridge was constantly subject to damage by floods. In the 1934 flood it was submerged by two feet of water. In more recent times the bridge was again severely damaged by flooding and repairs made. A new bridge and adjoining footbridge were constructed in 2009. Originally dated as pre-1877 introduction of the Telegraph (the Telegraph was connected to the Post Office on Thursday, June 7, 1877) given the lack of poles and wires visible, a more recent higher resolution scan has revealed more detail highlighting the presence of several Telegraph poles: one about half way between Brougham Street and Dalton Street, one opposite the Police Residence, another opposite W.B Andrew’s Corn Store (Zen Den site), one possibly near the Fountain/Evelyn Hotel. Also, given the photo was originally marked “J. H. Clark Photo” it is safer to assume the image is dated circa 1915 until dates of further image details can be confirmed. Photographer: J.H. By 1916 John had relocated to Eltham where he continued his practice as a photographer and took many of the early images around the district of Little Eltham. Around 1930 John changed professions and opened a small cobbler's shop in 1931 near the pond opposite Dalton Street adjacent to the Jarrold family cottage. He never married and continued his profession as a bootmaker from this little shop, maintaining a close relationship with Mrs Jarrold for the rest of their lives. His bootmaker shop remains today beside the Whitecloud cottage and is one of only three remaining shops in the area from the early 20th century. William Jackson (588 - 17th Battalion, B Company) embarked from Sydney onboard HMAT Themistocles on 12th May 1915. Awarded the Victoria Cross for conspicuous bravery in France in June 1916. Died in 1959, aged 61 years. Victoria Cross 'For most conspicuous bravery. On the return from a successful raid, several members of the raiding party were seriously wounded in "No Man's Land" by shell fire. Private Jackson got back safely and, after handing over a prisoner whom he had brought in, immediately went out again under very heavy shell fire and assisted in bringing in a wounded man. He then went out again, and with a sergeant was bringing another wounded man when his arm was blown off by a shell and the sergeant was rendered unconscious. He then returned to our trenches, obtained assistance, and went out again to look for his two wounded comrades. He set a splendid example of pluck and determination. His work has always been marked by the greatest coolness and bravery.' The pond and its locality was described in an article about Eltham published in The Australasian, May 2, 1903 - “There is the village pond (so essentially English), reflecting in its clear water a quaint cottage, dwarfed by a huge gum tree, an old smithy, and a hostelry, built quite fifty years ago, the flooring-boards of which the landlord informed me with pride were of Singapore cedar, and quite fit for another fifty years' wear. Main Road, Eltham, south from Brougham Street to Dalton Street, c.1911 View looking down Policeman’s Hill on Maria Street (Main Road) from near Brougham Street towards Dalton Street, site of the Avenue of Honour established in 1916-1917 in memory of the soldiers who served in the First World War, 1914-1918. At the bottom of the hill on the right is White Cloud Cottage, home of the Jarrold family, three women standing out front observing the photographer. The road passes over a culvert which runs to the west in front of the cottage. The cottage was originally located closer to the Diamond Creek but was subject to flooding. It was dragged by horse to the present site shown, which was chosen for the higher ground that had been created as a result of land fill being deposited here from the quarry further around the bend on Main Road (site of present-day Eltham Primary School carpark) where the stone had been quarried for building the State School in Dalton Street. Immediately at the end of the straight section of the main road can be seen the gas streetlamp in front of the Jarrold home and the pond at the bottom of Dalton Street. The cottage had previously been rented for use as a Police Station / residence prior to the building of the permanent police house and station at the corner of Maria and Brougham streets in 1859. At the time of collection of photos for the centenary of the Shire of Eltham (1971) the cottage was owned by the Skipper family and remains in the family to present day (2021). The unveiling of the Eltham Obelisk War Memorial was performed by the Rev. Padre Charles Tregear, assisted by Church of England vicar, Mr Safsford on August 3, 1919. Reproduced page 99 of "Pioneers & Painters." "Beneath a lonely pine tree on the hill crest out from Eltham, where the Greensborough Road junctions with the main Melbourne Road, Eltham has erected an everlasting tribute to the memory of the fallen heroes of the district. It is an obelisk of Harcourt granite in the rough, bearing an appropriate inscription and 27 names—an unpretentious monument by the wayside, which will stand for all time silently expressing the appreciation of the living for the sacrifice of the dead. The obelisk stands 14 feet high. ... Representatives of every house in the town, and many people from the surrounding district, gathered around the obelisk for the opening ceremony. The spring-like sunshine of the afternoon attracted everybody out of doors. There must have been 700 people present when the Lieutenant-Governor, Sir William Irvine, removed the draping of flags and revealed the names on the obelisk, the base of which was surrounded by wreaths and branches of wattle bloom, placed there by parents whose sorrow at the loss of sons was blunted, for the day at least, by feelings of pride. .." People pose for a photograph at the Eltham tennis court. Four men set to play a doubles match while a group of women look on. The sandy looking court (with weeds growing) is surrounded by wooden posts with wire mesh, in the middle of a park with mature gum trees in the background. The tennis court was situated in Eltham South at Bremner’s Flats (near present day Wingrove Park). The court is approximately the location of the present day small carpark. Main Road can be seen in the background from centre left and Mount Pleasant just above, the intersection just above the centre of court. The photo by J.H. Clark has been taken outside the court. Cross Ref SEPP_0721 of the Lady Premiers for 1909-1910 in which an umpires raised seating platform has been erected and the court surface is more refined with marked lines. The Eltham Lawn Tennis Club was formed on a Saturday evening, the 29th of October, 1898 at a meeting held at the Eltham State school. The meeting was large and representative. Twenty members were enrolled, and eight more have since been added. Officers and a committee were duly elected, and the Treasurer was instructed to purchase the necessary requisites without delay. By the end of the first week in November all the requisites were to hand, two courts were marked out, and practice begun. The formal opening of the Courts of this Club took place on Saturday, November 12, 1898, when 26 members and their friends assembled. After several sets had been contested an adjournment was made for tea provided by the members and nicely laid out under the shade of the trees. Afterwards, sets were again formed and the game was proceeded with in a lively spirit till nearly dark, when all dispersed having thoroughly enjoyed themselves during the afternoon. Put together by a member of the Eltham Gateway Action Group (EGAG) in participation with various artists, writers, local business people and other local citizens and sent to Minister Maclellan, Planning Minister in the Kennet Government in protest of proposed plans to sell the former Eltham Shire Office site at 895 Main Road Eltham in order to develop a Shell Service Station and Hungry Jacks fast food outlet. Put together by a member of the Eltham Community Action Group in participation with various artists, writers, local business people and other local citizens and sent to Minister Maclellan, Planning Minister in the Kennet Government in protest of proposed plans to sell the former Eltham Shire Office site at 895 Main Road Eltham in order to develop a Shell Service Station and Hungry Jacks fast food outlet. The purpose was to express what is unique about the character of Eltham, why people live and work there and why such a development would be out of character and inappropriate for the Eltham Gateway along with alternative development proposals.
