Richard Gilsenan was a retired schoolteacher living at “Rosebank” in Eltham, now the site of the Living and Learning Centre. In 1906, Eltham Primary School’s headmaster John Brown died, and Richard was brought out of retirement (briefly) to be acting headmaster. His son Harold was a junior teacher there at the time. Thereafter, Richard was Secretary of the Eltham Progress League and more importantly was a magistrate at the Eltham Court of Petty Sessions. Cases commonly brought before him included not sending a child to school (typical fine 5/- or eight hours in the lock-up), not having a child vaccinated (fixed fine 40/-), stealing fruit from an orchard, selling liquor out of hours, and offensive language and behaviour. Other miscellaneous cases were allowing cattle to wander, selling cigarettes to a minor, carelessly burning off rubbish on a hot windy day, dumping a dead horse in the Diamond Creek, and youths throwing ripe fruit at passers-by. Richard died in 1920 and is buried in Eltham Cemetery with his wife Harriet Eliza. In mourning his passing, his peers noted that his decisions had been given in a very fair way. Incidentally, his son Harold (the teacher) died in 1921 after being trampled by a horse while en route from Eltham to Cathkin (his then school). [from contemporary reports:] 1981: 16-18 October. “Pioneers of Eltham” and horse drawn vehicle. This year's festival will be held from 16th to 18th October, with the festival parade being held on Saturday 17th. In recent years the Society has participated in the parade and also organised a display for the festival. We have won prizes for our parade entry for the last two years. The committee has given preliminary consideration to our participation and it has been agreed that we should again enter the procession. This matter will be discussed at the September meeting. / The Society's float in the festival parade again won a prize. This year we won the prize for the best effort by a local group, donated by Bob Clarke's Menswear. As in previous years Peter Quirke has allowed us to use his truck as a float. Peter has formerly operated his fruiterer's business at Research and Diamond Creek and has recently opened a shop in the Eltham Village Arcade. Joh Ebeli, with a little more assistance from other members than in previous years, again did an excellent job in decorating the float. Members of the Victorian Folk Music Club again accompanied us on the float and their music helped create the appropriate mood. A new feature of our parade entry was the inclusion of horse drawn vehicles owned and driven by the Hennel family of Hurstbridge. They certainly added to a highly successful day. In the last issue of this Newsletter we mentioned the award won by the Society for its entry in the Eltham Community Festival Procession. We neglected to mention the award won by member and long-time Eltham resident, Jock Read for the “Best Eltham Theme.” Jock and his horse have been a feature of Eltham parades for years and in particular have established a local tradition in leading Anzac Day parades.Colour photographeltham festival, shire of eltham historical society, 1981, jock read -

Cr. Mary Grant of Hurstbridge served as the North Riding Councillor for the Shire of Eltham. First elected in 1990 and required to retire by 1995. She was the Shire President at least 1992-1993. Source: Shire of Eltham 1993 Handbook. It is believed that this photograph was taken after Cr. Grant's term as President. EDHS Newsletter No. 216, May 2014, p4 Mayoral Chain of Office R.C. McLellan and family donated a Chain of Office to the Shire of Eltham to be worn by the Shire President on formal occasions. With the amalgamation of councils in 1994 this was transferred to the Shire of Nillumbik to be used during the mayoral year. Eltham had a Shire President whereas Nillumbik has a Mayor. Many municipalities have a collar or chain of office for ceremonial purposes. Traditionally these symbolise or denote the formal leadership role of office. This chain is part of the Visual Art Collection held by Nillumbik Shire Council and is now on display in the Council Chamber area in the Civic Centre at Greensborough. Matcham Skipper and Myra Skipper were commissioned by the McClellan family to create the gold-plated silver chain shown being worn by Eltham Shire President Peter Graham in 1990, with Bob McLellan and Matcham Skipper (centre). Showing front angle view of tower and old fire watchbox on top On November 11th 1926 the Shire of Eltham War Memorial Tower at Kangaroo Ground was opened. It is regarded as one of Melbourne’s most outstanding lookout towers. It commands a magnificent 360 degree panorama from Kinglake across the Diamond Valley to Macedon and the You Yangs. It is built on a peak which was once a volcano, 237 metres above sea level. After World War one a memorial cairn was erected on the site, and in 1925 a committee of public-minded citizens began to plan for a tower. Many generous donations of material and money were forthcoming so that in 1926 the Governor General Lord Stonehaven was able to unveil the plaque before a crowd of 500 people There was some concern in the 1960s when the Forests Commission wanted to build a firespotters cabin on the top. At first R.S.L. branches opposed the idea, but it was realised that this use could combine with its use as a tourist attraction, and would ensure its maintenance for the future. Today the Kangaroo Ground tower provides one of the best views around Melbourne and is a fitting memorial to those who died in two world wars. From: Historic items for Diamond Valley Community Radio September 1990 (EDHS collection) On November 8th, 1951, the memorial was re-dedicated by the Governor of Victoria, Sir Dallas Brooks with the addition of the names of men from the Shire of Eltham who fell in the Second World War. On August 12, 1902, appearing before T. Smallman, Esq,. Police Magistrate, and Messrs. W. Duncan and W.J. Taylor, Justices of the Peace is Luther Haley, baker. Wilfred Henry Johnston, by his agent Stanley Ernest Elder had applied for a warrant of ejectment under the Landlord and Tenant Act 1890 against Luther Haley from the bakery premises at the corner of Main Road and York Street. From the evidence presented it is made known that Mrs Burgoyne of Eltham had purchased the property some months earlier from Mr Johnston, which consisted of a store and bakery establishment at Eltham occupied by Mr. Luther Haley, and whose lease expired some little time back, and up to the present time, Mr. Haley was not prepared to leave. He informed the court that he was unable to secure at Eltham a suitable house in which to carry on his business, but he was building a place near the railway station which he expected to be done in about three weeks time, at which time he would give up possession of the bakery. Mr Smallman informed the defendant, Luther Haley, that he would have to quit the premises in three weeks from the present date, and that a warrant of ejectment would be issued. However he also informed Mr Haley that he would order the warrant to lie in the office for three weeks from that date. The premises under construction refered to by Luther Haley in court were situated on the western side of Main Road, near the railway station slightly opposite present day Arthur Street. It was opened around September 1902 as a General Store, Bakery and Tea Rooms. In June 2024 Annie Hackrath shared a memory of living in the old bakery: "My husband and I lived in the old bakery for 18 months in 1978-9 , husband Geoff used the old bakery out the back as a wood workshop, making turnery and handcrafted furniture. The front shop was operated as a “sometimes” art gallery which we called “Gouge and Grain”. There were old sheds against the back fence which we thought were probably stables from the bakery days. Lovely memories of the old place which had so much character and seemed to attract a multitude of interesting creative people! The original house was built around 1850 was one of Kangaroo Ground's earliest homes, part of which remains today. Built by Scottish farmer Andrew Harkness who acquired the property in 1849 at the top of the hill with magnificent panoramic views as far as Kinglake, the same year he married Sarah Oswin. The property was known as Garden Hill from at least 1865. Andrew and Sarah had four sons and five daughters. Harkness was a founder of the Kangaroo Ground School and one of the first to suggest establishing the Eltham District Road Board (1858-71) of which he was a member, the pre-cursor to the Shire of Eltham (1871-1994). He was also a Trustee of the Kangaroo Ground Cemetery. His daughter Fanny married farmer Alexander White who purchased the property in 1893. Alexander White died in 1906 and ownership transferred to Fanny White. Son, Robert White was a Councillor of the Shire of Eltham at the time the Shire acquired two acres of land on the adjacent property from the Mess brothers for the creation of the Shire of Eltham Memorial Park (1921) in which the Shire of Eltham War Memoirial tower was erected (1926). Fanny White donated a small section of land from the Garden Hill property to facilitate entry access to the park. The White family sold the property to Sir Herbert Gepp in 1925. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. William Hill Irvine was born 6 July, 1858 in Newry, County Down, Ireland. He arrived in Melbourne December 1879 and taught at Geelong College. He was admitted to the Supreme Court in 1884 having qualified from Melbourne University and practiced in Melbourne. In 1891 he married Agnes Somerville Wanliss and they had one son, William Mitchell (1901 Armadale) and two daughters, Beatrice Wanliss (1899 Armadale) and Agnes Somerville Wanliss (1903 Armadale). Sir William Irvine sat in the Victorian Parliament (as Liberal Member for Lowan) from 1894 to 1906 and was Premier of Victoria from 1902 to 1904. He then switched to Federal politics and sat in the Commonwealth Parliament (as Liberal Member for Flinders) from 1906 to 1918. He was considered a potential Prime Minister, but his abrupt manner and hard-line conservatism (particularly his attitude to a railway strike) made him unacceptable even to many Liberals: he was known in Parliament as "Iceberg Irvine". He lived at Richmond, but in 1908 purchased land in Laughing Waters Road at Eltham, where he built the house ‘Killeavey’, initially as a weekend retreat. The site, a peninsula surrounded on three sides by the Yarra River, is of geological importance and has considerable cultural significance to the Wurundjeri. In 1912 Sir William moved to Killeavey and in 1913 purchased more land, extending his property to Reynolds Road. In 1923 he shifted to Toorak, donating Killeavey to his daughter Beatrice as a wedding gift. Sir William was a founding member of the RACV and was Acting Governor of Victoria from 1931 to 1934. The Eltham Apex Club conducted a Community Service Project (1965-1968) to raise funds for a new Ambulance Station to service the community. A site bounded by the intersection of Main Road, Grand Boulevard and Looker Road at Montmorency was purchased in 1969. In 1970, Eltham Shire Council undertook roadworks to construct Apex Way in preparation for the new station as well as duplicate Main Road, Lower Plenty, east of Grand Boulevard including the new Lower Plenty Bridge, which had been opened in November 1966, bordering with the City of Heidelberg. The Eltham Ambulance Station was opened 4 May 1975 by the Hon. Roy M. Vale, M.L.A. It was demolished in November 2017 to make way for a new larger station which also houses a MICA unit, opened 29 August 2018 by the Hon. [from a contemporary report:] The festival parade was held at 11.00 am on Saturday, 10 November 1990, commencing in Youth Road (behind Eltham Railway Station) and Diamond Street. As per tradition, the Shire of Eltham Historical Society entered a float in the parade but for the first time combined with the Diamond Valley Arts Society to produce the float. The theme of the parade was ''Spring into Summer". In accordance with this theme the Society's float depicted artists on a spring painting excursion. Part of the group was "Walter Withers" painting a landscape. There was also another artist painting a portrait of a girl in a spring costume. Joh Ebeli was responsible for preparation of the float. The float won the prize for the best display. View looking west across the Eltham-Yarra Glen Road approaching the Lower Plenty Bridge near turn-off for the Golf Club Hotel. Present-day Lower Plenty Road follows a revised alignment across a new bridge. The former bridge is now part of the Plenty River Trail and Edward Willis Court now follows this section of the original Eltham-Yarra Glen Road.. The Golf Club Hotel is gone and a new Lower Plenty Hotel was built slightly further up the hill.Record of various Shire of Eltham infrastructure works undertaken during the period of 1952-1962 involving bridge and road reconstruction projects, sometimes with Eltham Shire Council Project Reference numbers quoted. It was during this period that a number of significant improvements were made to roads and new bridges constructed within the shire that remain in place as of present day (2022). In many situations, the photos provide a tangible visible record of infrastructure that existed throughout the early days of the Shire. Extinction Rebellion protest mural painted on the western wall of Platform 3095 cafe facing the railway station Prior to September 2016 a grouping of five trees were planted in the small garden bed on the western end of the cafe in two groups either side of the traffic sign which at that stage was the taller By October 2017 the five trees had doubled in height to about 1m above the roof line By April 2018 the trees were all about 2m above the roof line By August 2019 all five trees had been cut down and the wall was a mixture of paint patches from ongoing graffitti attacks By January 2020 the wall had been adorned with this mural which appears to have discouraged ongoing graffitti attacks but its message is tinged with irony that five healthy young trees were removed fay bridge collection, 2020-01-29, eltham, platform 3095, extinction rebellion
