William Ward 1820- 1908 was born in Norfolk and emigrated with his wife Ann Ostler aboard the SS Kent in 1853. The voyage took 77days. William Ward JP was a prominent figure in East Brighton . William was elected to the Moorabbin Road Board in 1863, JP at Cheltenham Court, and Shire President 1875-82. He was appointed Post Master at East Brighton in 1865 and held the position until his death in 1908. William's Municipal career extended over 30 years and the 'Southern Cross Newspaper Brighton paid him tribute in the obituary January 25th 1908. William and Anne Ward had 10 children but only 5 survived. Elizabeth Emma Ward 1963- 1921, their eldest child, married Henry Box 1839-1913 and they had 9 children but 2 died in infancy. Henry Box purchased land in Tucker Road East Brighton (Bentleigh) 1870 to establish a market garden . William John Taylor (1853-1921) was born in Little Eltham and lived his whole life in the town. He served as a Councillor for the Shire of Eltham 1890-191, which included one term as Shire President. He was a Justice of Peace and also a member of the Rechabite Lodge. He had a family of four daughters and one son. This photograph was taken in April 1915 when he was 62 years old. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book ,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' This photograph was taken in 1994 and depicts four Commissioners of the newly formed Shire of Indigo. The Commissioners were appointed on 18 November 1994 and served until the the election of Indigo Shire Councillor's on 15 March, 1997. The United Shire of Beechworth was established in 1871 following the merger of two entities: the Borough of Beechworth, established in 1856, and the Shire of Beechworth, which was created as the union of the Stanley and Wooragee Road Districts in 1865. This photograph is historically significant for its depiction of newly elected Indigo Shire Commissioners, who replaced the former United of Beechworth Shire Council. The only local government entity remaining in Victoria styled as a 'United Shire' at its dissolution in November 1994, the amalgamation of the United Shire of Beechworth, along with parts of the Shires of Chiltern, Rutherglen and Yackandandah into the Shire of Indigo, was part of an extensive restructuring of Victoria's Local Government Areas in the 1990s. The Victorian Governments restructuring of LGA's in the 1990s constituted a major transition in Victoria's systems of local governance. The reforms dissolved over two hundred councils and sacked sixteen hundred elected councillors.
