Arthur William Preston was born in 1912. Following his ordination into the Methodist Church he was stationed in Mareeba and Townsville in North Queensland. From 1944 to 1948 he was Field Secretary for the Queensland Methodist Centenary Celebrations, conducting evangelistic missions throughout Queensland and assisting in raising the sum of 100,000 pounds for development work within the Queensland Methodist Church. From 1948 to 1963 he was superintendent of the West End Methodist Mission in Brisbane. In 1963 he was awarded the O.B.E. From 1963 - 1966 he was Associated Minister at the Adelaide Central Mission. During his ministry in Adelaide he established and directed the Life Line Telephone Counselling Service. During 1966 and 1968 he was Associate Minister in the Glen Iris Circuit, Victoria. From 1968 until his retirement at the end of 1981, Arthur Preston was the Superintendent of what is now Wesley Central Parish Mission (Central Methodist Mission prior to Church Union in 1977. In 1982 he was awarded the Order of Australia. This badge was sold at a local fete to raise funds for improvements to the Panmure Hall. Panmure is a small town on the Princes Highway 22 kilometres north east of Warrnambool. In 1933 the population of Panmure was 273. Willcox and Gibbs: Serial No. 158679.|The Willcox& Gibbs Sewing Machine Company was founded in 1857 by James E. A. Gibbs and James Willcox and opened its London Office in 1859 at 135 Regent Street . By 1871 the Company's Chief Office for Europe was at 150 Cheapside, London, this office was later moved (post 1885) to 94 - 96 Wigmore Street, then 37 & 39 Moorgate Street (by 1891 to post 1907) and later 20 Fore Street, London .Right from the initial production the manufacturing of the Company's single thread, chain stitch machine was undertaken by Brown & Sharpe, Rhode Island and this continued up until 1948.|A special hand crank mechanism was produced in England for the European market, but the general design of the Willcox& Gibbs remained essentially the same throughout its production. The only major improvement was in 1875 when the glass tension discs were replaced with an automatic tension device which ensured the machine could not get out of adjustment.|In addition to the domestic hand and treadle machines the company produced a wide range of industrial models.|The Company finally closed in 1973.|This Willcox& Gibbs came complete with its wooden carry case. The machine was made in America in the late 1860's but it has the ornate hand crank produced at Coalbrookdale near Telford, England which was, in Victorian times, renown for producing high quality ornate iron castings. This machine has the glass tension discs which were used on domestic models until 1875. The Willcox& Gibbs badge is located on the rear of the base casting and it also has a deep wooden base.|The cloth plate has various American patent dates, four dating between 1857 & 1860 relating to J. E. A. Gibbs, three dating between 1860 & 1864 relating to Chas H. Willcox (son of James Willcox), the machine was also licensed under five other patents including the infamous Elias Howe patent of 1846.|There are only two English patents one for J. E. The first local government authority for Marong was the Marong Road District (an early form of single-purpose local government), which was proclaimed on 19 August 1860. Its boundary was altered twice in 1862 and on 12 December 1864 it was re designated as a shire. It absorbed Raywood Borough in 1915, and was proclaimed a Rural City in 1990. Peter Nicholaas Wurtheim Wallinga was born in the Netherlands in 1929, and emigrated to Australia in 1939. In 1963-4 he purchased a block of land and built a house at 44 Sackville Street, Kew. A company director, he was elected to Council in August 1973. His first term as Mayor began in August 1976. When Cr Wallinga was re-elected Mayor in 1980-1, he was also the newly elected President of Kew Lions Club. During his two mayoral terms, Cr Wallinga attended many functions representing the City of Kew, opening events, presenting awards and leading the Council in decision-making. When he retired from Council in 1982, he continued to live in Sackville Street until January 1992, when he moved to Mitcham.
