In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. The Fred Rochow Railways Collection incorporates photos related to the operation of the Wodonga Railway Station including different types of trains and railways staff C. 1930 – 1990. It was donated to the Wodonga Historical Society by Fred Rochow, a railwayman who spent many years based in Wodonga. He joined the Victorian Railways on 17th June l947 and retired in 1988. For some time, he was a member of the Australian Federated Union of Locomotive Enginemen and served a term as a member of the Trades Hall Council. He had an extensive knowledge of the struggles that took place to achieve better conditions for railway workers. Fred worked for many years as a fireman and then worked his way up the ranks to driver, experiencing many changes from the days of steam locomotives through to diesel trains, locomotives and even the modern XPT train. He worked throughout Victoria at different stages of his career, with his final working years focused on the northeast of Victoria and the Albury to Melbourne line. After his retirement, Fred continued to share his love of steam miniature trains with the community.This collection has local and statewide significance as it captures images of trains, locomotives and personnel who operated the railway services in Wodonga and throughout Northeast Victoria. A planned parallel run south of Seymour with NSW locomotives 3112 and 1210 and Victorian Railways J515 had to be abandoned due to late running by the NSW locomotives. A parallel run did take place on Sunday 16 October when VR R761 and NSW 3801 ran from Wodonga to Melbourne. On 25 October 1988, the Flying Scotsman worked its first passenger trip in Australia when it took a return Melbourne to Albury journey. This Trust Accounts ledger belonged to the law firm of Mackay and Taylor of Kepler Street, Warrnambool. The law firms of George Mackay and James Fletcher merged in 1893 to form Fletcher and Mackay and in the early 1920s J. Taylor became the new partner with Mackay to form the legal practice of Mackay and Taylor. This firm continued in Kepler Street until the 1990s. George Mackay was a prominent resident of Warrnambool from 1891 to his death in 1926. The Trust Accounts ledger lists the accounts of several organizations such as the Ancient Order of Foresters, the accounts of deceased estates and accounts of individual residents of Warrnambool and district. The dates covered are from 1919 to 1923. The accounts appear to refer to an investment and banking society operated by Mackay and Taylor.The ledger has some significance as it contains information on the financial dealings of many well-known Warrnambool people and organizations. It has social significance as it shows the type of investment opportunities available to Warrnambool people in the first two decades of the 20th century. This is a foolscap-size bound book of 526 pages. The covers are of blue hard cardboard with buff-coloured spine and corners. The inside thick paper covers are of a blue and red mottled design. There are pages with alphabetical tabs at the start of the book. The pages are printed with red ruled lines for accounting purposes. The entries are in black ink. This ledger is Volume One of a series of Copy Title Books that contain certificates of land titles from the Warrnambool district in the late 19th and early 20th centuries. It came from the former premises of the Warrnambool legal firm, Mackay Taylor. This firm originated in the 1890s when George Mackay established a legal practice in Kepler Street, Warrnambool. In 1893 he bought the legal business of James Fletcher, following the death of the latter and the practice became known as Fletcher and Mackay. In 1926 John Taylor became a partner with George Mackay (who died that year) and Mackay, Taylor and Co continued on until 1999 when the firm merged with Tait Solicitors and became Tait Taylor. In 2010 it was renamed Taits Legal. This ledger is of great importance as it contains early certificates of titles of land and property in the Warrnambool district. The information contained therein will be of significant importance to researchers of local history.This is a hard cover book of 200 pages with a mottled green cover and black binding. Frank Wright was a renown resident of Smeaton, where he was born on 2 August 1901. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and was awarded a gold medal for the highest marks in the ALCM examinations in the British Colonies at the age of seventeen years. He became the Australian Open Cornet Champion by the age of eighteen. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers’ Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and Frank as conductor won many awards in the Australian Band Championship contest. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was later appointed Musical Director of the London County Council, where he organized many amazing concerts in parks, in and around the London district. He was made Professor of Brass and Military Band Scoring and conducted at the Guildhall of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, in Australia, including South Street and in New Zealand.
