Photograph - Image, A. E. Nevill, June 1904
Information about the dating of this photograph was provided by the 'Ask A Librarian' service of the State Library of Victoria. The Scripture Referendum was held on the same day as the Victorian Parliamentary Elections, in which J. Bowser ran against A.K. Buckley for a seat in the legislative assembly in the electoral district of Wangaratta and Rutherglen. The Scripture Referendum had three questions: "1. Are you in favour of the Education Act remaining as at present, strictly secular? 2. Are you in favour of such legislation as shall cause the scheme of Scripture lessons recommended by the Royal Commission on Religious Instruction to be taught in State schools during school hours to children whose parents desire the teaching (such lessons would be given subject to a conscience clause exempting teachers who object)? 3. Are you in favour of the prayers and hymns selected by the Royal Commission being used?" Photograph - Portrait, Don Semmens, Mollie Sandner, Mayoress 1978 -79, c 1978
Prior to the election of female Councillors and Mayors in the 1960’s, the Lady Mayoress role was one of the few ways women could officially undertake civic duties. Mayoresses made important contributions to their local communities through their charity work and as ambassadors for their region on a state and federal level. They also undertook some Mayoral duties on occasions when their husband was unavailable. Annie Mary (Mollie) Sibson was born in England in 1904 and worked as a nursing sister at Bendigo Base Hospital until her marriage to Alec Sandner in 1933. Mollie was an active member of the community and was particularly interested in raising the participation of girls in sports and the lack of competitive sports opportunities for girls led Mollie to create an inter school tennis competition in 1944. The Mollie Sandner Cup continues to be played today and Mollie was recognised by the Sportswomens' Association of Bendigo for her contribution to women's sports. Relief etching printed in 1 colour from 1 copper plate over lithograph printed in 1 colour from 1 aluminium plate, Emily Floyd, It’s Time (Again), 2007
Emily Floyd is a Melbourne-based artist who works across sculpture, printmaking and public installation. In It’s Time (Again), Floyd graphically presents Gough Whitlam’s election speech, delivered before he became Prime Minster in 1972. Floyd’s training as a graphic designer is evident in the way in which the text’s presentation ties form to meaning. For example, the circular arrangement of the words resembles a vinyl record to be played again and again, implying the speech is worth revisiting. The circular arrangement also references other forms of timekeeping, such as the growth rings of a tree; the face of a clock; the cyclical nature of time, with its diurnal, lunar, seasonal and annual cycles. Floyd's work implies that social and political issues are cyclical in nature. It emphasises the necessity, once again, for proactive measures to ensure a quality, human-centered existence for everyone. -

Parliament of Victoria
Portrait of Sir James Patterson, Coutts, Gordon 1865-1938, Premier James Patterson, 1893
Premier 23rd January 1893 – 27th September 1894. Born in Alnwick, England, Sir James Patterson (1833-1895) migrated to Victoria in 1852 to try his luck on the goldfields. After little success he turned his hand to farming, and later operated a slaughter yard at Chewton. Patterson served on the Chewton local council, being elected mayor four times before moving with his wife Anna and family to Melbourne in 1870. Patterson established a real estate business, and after two unsuccessful attempts to enter parliament in 1866 and 1868, he won the by election for Castlemaine in the Legislative Assembly in December 1870. He would hold this seat until his death 25 years later. Patterson served in Sir Graham Berry’s brief August to October 1875 government as Commissioner of Public Works and Vice-President of Board and Land Works. He repeated these roles two years later in Berry’s second government and additionally served as Postmaster-General, and in Berry’s third government was Commissioner of Railways and again Vice-President of the Board of Land and Works. In April 1889 after a time in Opposition, Patterson became Commissioner for Trade and Customs in Duncan Gillies’ Government. The following year he returned to the familiar positions of Public Works, Board of Land and Words and Postmaster-General. By 1891 Patterson was leader of the opposition, and when William Shiels’ government succumbed to a motion of no confidence, led by Patterson, he became premier on the 23rd of January 1893. During his premiership, James Patterson was also Chief Secretary and Minister for Railways. His term as premier coincided with a period of severe economic depression, and his enforced economies earned Patterson few public admirers. In May 1893 his government attempted to prevent a run on bank withdrawals and stabilise the sector, by declaring a 5 day 'bank holiday'. Patterson was awarded a knighthood in May 1894, however this did not increase public confidence in his government who were not returned to power in the August 1894 election. Again leader of the opposition, James Patterson died suddenly of influenza on the 30 of October 1895.This portrait was presented to Sir James Patterson by 'grateful citizens of Victoria' in appreciation of his services during the land boom depression. In 1929 the painting was donated to the Victorian Parliamentary Library by H. Lavinia Patterson, the wife of Sir James Patterson's nephew Colonel George Patterson.Oil on canvas, framed. Photograph - Portrait, Vincent Kelly, Mrs L.W. Galvin Mayoress 1944 - 45
Prior to the election of female Councillors and Mayors, the Mayoress role was one of the few ways women could officially undertake civic duties and Mayoress's played an important role in civic life through charity work, even stepping in on occasions to undertake Mayoral duties. Anne Galvin O.B.E. was born Anne Edith Ruby in 1903 and was one of Bendigo's best known charity workers. She used her first speech as Mayoress to indicate her intentions to do something for mothers and children and it was mainly through her efforts as president of the National Council of Women that Bendigo received the appointment of the two first women police officers in 1956 (1). Anne Galvin was the second woman in Bendigo to be elected to the Bendigo City Council in the 1960's, retiring after six years on Council in 1973. Anne was awarded an O.B.E in 1967 for community service and the Anne Galvin Early Learning Centre is named after her. (1) p 193 Jackman, Mayors of Bendigo 1856 - 2001. Screenprint, Carol Porter, Don't get mad, get elected, 1997
Carol Porter’s artwork Don’t get mad, get elected! features a woman towering over Parliament House in Canberra. Below her, tiny suit-clad politicians run screaming as she holds one of their colleagues upside-down, and another tumbles from her grasp. The look on her face is cool and determined; it is a reversal of the more common horror poster trope of ‘damsel in distress’. Porter says of the work: ‘It was tapping into the fact that women should get into power and make a difference’. Porter is a contemporary political cartoonist and poster artist who has worked out of Melbourne since the 1970s. She uses humour in her social commentary on various Australian issues and is well known for the prints she produced at RedPlanet – the alternative poster press inspired by an anti-elitist mission to reconnect art with communities. The poster was commissioned by the Victorian Women’s Trust. It first appeared on Melbourne billboards in 1997, a year after the federal election that swept John Howard to power.Donated by the artist -
