Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Committee Meetings were held monthly. All aspects of the courses were discussed and recommendations were made for changes and requests from students considered. Book prize awarded to J J Chalmers for excellence in English, Geography and History. Awarded during R O McCoy's principalship 1864 - 1874. J Chalmers was Dux of College in 1870 but this prize was awarded in 1871 suggesting that he completed an extra year while awaiting university entrance. Social significance being one example of the prizes provided by R O McCoy as his own gift. From 1969 these prizes were obtained through special order in London and were uniformly bound in full calf with the College seal and motto embossed on the cover. Book prize awarded to Ralph Tanner (1921) for excellence in English in Form Vb; prize presented by Mrs R Crawford (possibly wife of Robert C Crawford, Dux of School 1881)The book plate notation that the prize was presented by Mrs R Crawford, presumably a member of the wider school community, has social significance. It gives evidence of the degree of social connectedness maintained by former students throughout their lifetime and that of their immediate family members. This book was awarded to May Adelaide Anstis in 1895 for first prize in Bible. May entered Clarendon Ladies' College in 1891. On the original register father's name is listed as William and the residence as Neil St, Ballarat.Presbyterian educators placed great value on a classical education matched with diligence in study. Book prizes were highly regarded and academic success admired. In the school’s early years prizes were ordered direct from London and had the school crest embossed in gold on the front or back cover. Many of the prizes given in early years were returned to the school to equip the Weatherly Library when it opened in 1936. Bound in brown cloth with gilt and black illustrations on front cover and spine. The letter to Mr A Ferris was from Mr and Mrs R Ferris of Bristol U.K thanking him for the food parcel. They were not related to each other. Australians sent food parcels to the UK after WW2. This one contained meat, milk, honey, cheese and jelly powder. It was organised through the “Bristol Society of Melbourne”.
