Folder, Eltham War Memorial Garden and Property; Notes compiled by Harry Gilham, 1996-1997, 1996-1997
Contents: 1. Notes concerning impact upon Eltham War Memorial Garden of a proposed roundabout at Dudley Street, Eltham, September 1996 - In 1996 Nillumbik Shire Council proposed the provision of traffic lights or a roundabout to alleviate traffic concerns at the intersection of Main Road with Dudley street and Panther Place. The Society had no real concerns with Panther Place as it had no perceived impact upon Shillinglaw Cottage however survey pegs for a new road alignment to provide for a roundabout at Dudley Street were placed within the Eltham War Memorial Gardens which was significant concern. Harry Gilham, then President of the Society was on the working group with Council and the RSL to discuss this proposal. Ultimately it did not proceed and traffic lights were installed. No action occurred at Panther Place. 2. Notes pertaining to Eltham Town Focus Group and the Eltham War Memorial Trust property, c.January 1997 - These notes from Harry Gilham relate to a draft report "A Community Vision for 'The Eltham War Memorial Trust' Property Main Road, Eltham" being prepared at the request of Chief Commissioner Don Cordell, Nillumbik Shire Council, 31st January 1997. Brochure includes terms of sale, description of subdivision features and local facilities, and photographic images of the area.Subdivison includes Canterbury Road Heathmont, Armstrong Road Heathmont, Armstrong Road Bayswater, Bungalook Road Heathmont, Bungalook Road Bayswater, and Orchard Road Bayswater. Road shown as Bayswater Road to Bayswater became Mountain Highway Bayswater. (Map) Woodcock & McCormack, Civil Engineers Architects & Surveyors, 430 Little Collins Street, Melbourne, Phone 3241 Central. MOST OF THE MONEY COMES OUT OF THE LAND. And more money can be obtained from anb acre of fruit than from an acre of any other produce. But you do not have to grow fruit on Garden Farms Estate. You can go in for - Outer Suburban Home - Market Garden - Orchard - Pig Raising - Poultry Farm - Small Dairy Farm - Small Fruits - Floral Culture - Scent and Bee Farm - Or just for a Week-end Home. RINGWOOD - THE PLACE TO LIVE. The Beautiful Ringwood District has so many natural attractions, that half a Land Agent's work is done in just showing a prospective buyer round and about. Ringwood has a pull of its own that attracts folk, proved beyond doubt by its rapid development within the last decade (spite the war). First, it is high and healthy, picturesque and undulating, convenient of access, sufficiently close to the Metropolis for City and Business folk to live at Ringwood. Its development is solid, because most of its people are industrious husbandmen, real producers, who have turned idle hills into smiling gardens. These are the kind of real people to live amongst; ones who wear out their spades. The rapidly-developing town has excellent Stores, Trade and Repair Shops Churches, Banks, Telephone Exchange, Weekly General Market, Cool Stores, and good Private and State Schools, etc.; is Electrically lit, has Metropolitan Water Supply, and generally provides so that practically all shopping can be done locally. WHY RINGWOOD MUST GROW. Ringwood is a great centre and must be a greater. Two rapidly-developing railways junction here. The passengers from Ringwood Station cityward, in one year, number 250,000. Ringwood will be the terminus of the Outer Suburban Electric Eastern Railway. Its natural boundaries are the River Yarra on the North, Dandenong Creek on the South, the popular town of Croydon on the East, and the suburb of Mitcham on the West. This is a large territory that is steadily being converted from intense culture, and then it might be called (as regards its gardens) "The Devon Territory of Victoria." ARMSTRONG ROAD. This new road traverses Garden Farms Estate from its northern boundary on the main Canterbury Road, across Dandenong Creek, to its southern boundary on the main Bayswater Road, and will provide a long-desired additional link of communication between Bayswater and Ringwood. The 1-acre building sites on Bayswater Road are within 8 minutes' walk of the Bayswater Railway Station, and the Canterbury Road frontages are only 1-1/2 miles from Ringwood Station, and 1/2 mile from the Railway Station site of Canterbury Road; therefore, the whole Estate is easy of access and there should be a large demand for land so favourably placed. This photograph of the former site of Kelly Garden Supplies was taken in 2013 to show changes over 40 years, based on Ron Reynold’s sketches in the 1973 publication “Greensborough and Greenhills” published by Cypress Books. The site is now part of the Civic roundabout at the top of the Greensborough By-pass. Civic Drive was associated with the building of Diamond Valley Council Offices opened by Governor Rohan Delacombe on 26/2/1972. Previously it was known as Kelly's Track which wound its way around to a house that overlooked the aqueduct bridge. Kelly's Sandpit (quarry) was the local go to place to obtain road, driveway fill and red sand for local construction. For 80 years previous Kelly's quarry supplied sand to the greater Melbourne area for the surfacing of school grounds, parks etc. Digital copy of colour photograph.greensborough and greenhills, civic drive greensborough, kelly garden supplies, ron reynolds -

Covered under Heritage Overlay, Nillumbik Planning Scheme. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p29 Garden Hill, on Yarra Glen Road, Kangaroo Ground, near the War Memorial is well named. The old house and gardens overlook a magnificent panorama extending to Kinglake. The original house, built around 1850, was one of Kangaroo Ground’s earliest, and part of it remains in today’s timber house. The house was built by the early and prominent settler Andrew Harkness. Later it was occupied for a long time by Sir Herbert Gepp, renowned Australia wide.1 Harkness and Gepp are buried in the Kangaroo Ground Cemetery. Scottish farmer Harkness, who was born in 1817, acquired this property in 18492 and he and his family occupied it until the early 1920s. Harkness cleared its 152 acres (61.4 ha), fenced it and grazed sheep and cattle. Harkness proved a valuable community member. When only ten families lived in the district, he and other settlers set up a school in 1852, with Andrew Ross as the first teacher. Harkness was also one of the first to suggest establishing the Eltham District Road Board, of which he was a member for around 15 years. He was also a trustee of the Kangaroo Ground Cemetery. Harkness married in 1854 and had four sons and five daughters. The first part of the timber house he built included a kitchen-living room and a parlor. The living room’s large fireplace was bricked-in and modernised in 1940. Beside it is the old baker’s oven with its original iron door replaced by a wooden one. It is thought two wattle-and-daub huts, used for a bedroom and bathroom, were built to the west. Harkness’ son-in-law, farmer Alexander White, who had seven sons, bought the property in 1893. Harkness’ grand-daughter Flora married Ewen Cameron who became Minister for Health and was later knighted; he was not related to Ewen Hugh Cameron, a Member of the Legislative Assembly. In 1923 the White family sold the property, called Kilby Park, to Sir Herbert Gepp, who renamed it Garden Hill. Gepp used the property, which was still on the original New South Wales title, as a hobby farm. Robert White stayed on to manage the farm for a while, living in a house on the property. Gepp was born in 1877 and at 16 years began working as a junior chemist with the Australian Explosives and Chemical Company at Deer Park near Melbourne. Gepp was a pioneer in applying enlightened labour policies in industry. He initiated the Broken Hill Progress Association, to improve living conditions. It laid the ground work for the welfare schemes pursued by companies after World War One. During the mid 20th century Gepp was the most prominent liberal thinker associated with conservative politics. As a friend of Prime Minister John Curtin, he contributed to post-war reconstruction. Gepp returned to private industry and retired in 1950. Gepp made significant contributions to the solution of the great metallurgical problems of the mining industry. He was an advocate of the role of science in industry, government and the economy and helped to establish several organizations including the CSIR and the Institute of Public Affairs.3 After Sir Herbert died in 1954 his son Orwell continued to farm the property part-time. When Lady Gepp died in 1963, the land was divided among the five children, although Orwell continued to farm it as a hobby. In 1966, a daughter, Mardi Gething, now married, settled in the house. Another daughter, Kathleen, built her house close by on the property. After the Board of Works designated the property as part of a reserve for a possible reservoir, the family sold all, except the minimum 20 acres allowed, to the Board in the 1970s. Orwell then leased what was the family property from the Board to continue grazing. The two sisters and brother continued to live on the property. This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Photograph, Entrance to Shire of Eltham Memorial Park, Garden Hill, Eltham-Yarra Glen Road, Kangaroo Ground, c.1923
View to south-east from Shire of Eltham Soldiers' Memorial Park showing the carriageway from the road to top of Memorial Park. Accompanying notes state that the entry gate was put in place in May 1921. Eltham and Whittlesea Shire Advertiser and Diamond Creek Valley Advocate Fri 21 May 1920 p 2 reported: Kangaroo Ground Memorial Park "It was decided to arrange for a working bee on Saturday, 29th inst., for the purpose of forming and gravelling the track leading to the Park, and of carrying out other necessary works." A history summary of the Shire of Eltham Soldiers’ Memorial Park • The summit at Garden Hill was a popular tourist lookout and picnic spot from the 1880s. Virtually the entire Shire of Eltham and beyond could be viewed from this location. • A local farmer, Mr Walter A. D. Wippell is credited as being the first to propose the idea of a war memorial park and offered £50 towards the purchase of the land. • The earliest public reference to this project is to be found in the local Advertiser newspaper edition of August 9th, 1918. A report of the August Council meeting records the Eltham Shire President, Cr. Robert White, saying: "some time back it was proposed that the Council obtain and place on an Honour Board in the Council Chamber [at Kangaroo Ground] containing names of the lads who had enlisted. Just recently however, it had been suggested that a more fitting memorial would be the obtaining of a piece of land on the summit of Garden Hill, Kangaroo Ground, and the formation of a memorial park in which a monument could be erected to represent the whole of Shire. If a couple of acres could be obtained a gentleman had promised to donate 50 pounds, and another one would fence it, and other contributions, he was sure, could be obtained." • Councillors were favourable of the proposal and the President, Shire Secretary and Shire Engineer were deputised to wait on Messrs Mess Bros. (the owners of the Garden Hill farm) and ascertain if they would gratuitously give the land. The Mess Bros. land adjoined the farm/stud of Mrs Fanny White (Cr Robert White’s mother), daughter of Andrew Harkness who established their property on Garden Hill around 1846. • Access to the land came in February 1919 when several Councillors and the Shire Engineer surveyed the actual two acres of '5 chains along the road and 4 chains deep'. The Engineer volunteered his services free to do this task. The Mess brothers however demanded £100 per acre but eventually agreed to take £50 per acre. • Entry from the Kangaroo Ground-Yarra Glen road was seen to be a problem and Mrs. White, who owned the land beside the park, was asked to donated a triangle of her property to allow this access. • By September 1919 returned soldiers were employed by the Shire and volunteers were called to clear the hilltop by ploughing up the rocks and clearing the area, the fencing was put into place and in May 1921 the Council erected three gates, within an archway, at the entrance to the drive and pathway to the summit. • Public subscriptions were sought through the Advertiser newspaper to beautify the site. The views of the Curator of the Melbourne Botanical Gardens were sought as to the ‘class of ornamental trees most suitable for planting in the Park area”. • The Memorial Park or Shire of Eltham Soldiers’ Memorial Park was officially opened by Mr. W.H. Everard, M.L.A., 3 September 1921. • In 1922 plans were made to place a War Memorial in the Park. Funds were donated by the Council of £250 and a challenge to the community, to match this money with contributions was met. • On Anzac Day 1923, 1,000 people gathered on the summit in the park for a memorial service. A much smaller group of about 50 people gathered around a newly constructed cairn and flagstaff in the afternoon of Anzac Day 1924 amidst rain and a squally southerly wind, the morning service being cancelled. • A meeting for those interested in establishing a War Memorial monument within the park was held in January 1924 and the Eltham Shire War Memorial League was formed and a design competition decided upon. • The Shire of Eltham War Memorial tower was built in 1926 at a cost of £1,023 and 5 shillings with locally quarried stone donated by Dr Ethel and Professor William Osborne. It was formally known as the ‘Shire of Eltham War Memorial’ and was unveiled on 11 November 1926. The large bronze inscription above the entrance to the tower states: SHIRE OF ELTHAM WAR MEMORIAL THESE MEN DIED FOR THEIR COUNTRY 1914 IN REMEMBRANCE THIS TOWER WAS BUILT 1918 • The Caretaker’s hut was built in 1927 with left over from the tower construction. • A returned soldier was appointed to act as caretaker for the memorials. Tiny Carrol, a huge man, was the first caretaker and lived in the stone hut. There was a push to have alterations made at one stage to provide additional rooms for a married caretaker but was rejected. • A new Caretaker Cottage was built in 1951 at a cost £2,500. The cottage had been subjected to raids by thieves three times during construction until a guard from the Returned Servicemen’s League was posted until its opening. • The War Memorial tower was re-dedicated by Sir Dallas Brooks on 8 November 1951, unveiling new bronze plaques containing the names of those who fell during the Second World War. Sir Dallas also officiated the opening of the new Caretaker’s Cottage. • A toilet block was built in 1965. • A further dedication of the Shire of Eltham War Memorial tower took place 11 November 2001 to recognise the men who fell in subsequent campaigns up to and including Vietnam. • Four land titles are involved: o The purchase of the two acres from owners Ruth Gosling, Alexander Mess, James Johnson Mess and Joseph Mess is recorded in two actions, the first being the payment of £100 for the two acres, the second showing that the Shire of Eltham did not get a transfer of title until 14th January 1952. o The access land donated by Mrs. Fanny White is dated 26 February 1924. A further need to widen the entry came after the deepening of the road cutting and another land donation was given by Sir Herbert Gepp, title dated 15th May 1952. This would have been about the time he sold off the former White ‘Garden Hill’ property. o The land reserve to increase the area and possibly allow a circuit road to be put in place on the western side of the park was purchased by the Shire of Eltham, title dated 16th February 1973. Book, Melbourne University Press, Heidelberg: The Land and its People 1838-1900 by Donald S. Garden, 1972
Although Heidelberg was one of the first parts of the Port Phillip District to be settled, and became important and prestigious in the early years of the colony, its history has been largely neglected. The beauty and fertility of the land and its proximity to Melbourne quickly resulted in the establishment in the 1830s and 40s of large estates by wealthy gentlemen. A romantic spot, Heidelberg became popular with picnickers and later attracted an artists' colony. The character of the area then gradually changed as a distinct village community emerged, and market gardens began to flourish. Unlike some of the suburbs closer to Melbourne, Heidelberg eventually wilted under economic pressures from which it did not fully recover until the turn of the century. This book allows us within the larger contect of the colony's fortunes and misfortunes, the struggle of Heidelberg the suburb to be born " - flyleaf. Contents: First land sales and subdivisions, gentlemen of Heidelberg and their estates and activities, infant rural community. golden fifties, decline and backwater, railway and land boom, a maturing community , the depression of the nineties. This book was the first to focus on the area of Heidelberg and its context within the Port Phillip District and remains significant as a key secondary source for describing the history of the area. It is relevant to the contextual history of its neighbour the former Shire of Eltham and Shire of Nillumbik.Hardback.
