Mechanical resuscitation devices, such as the Pulmotor and Lungmotor, were popular in the early part of the twentieth century. Their use waned in the 1920s as significant bodies like the British Medical Research Council and American Red Cross refused to endorse them. The most popular of the resuscitators to emerge in the 1930s was the E&J (Ericson and Johnson) resuscitator. The device was soon widely available, vigorously promoted with support from many medical practitioners. They were soon to be found in hospitals, emergency services like the ambulance and fire brigade, and voluntary life-saving organisations. In Australia, Norman James, director of anaesthesia at the Royal Melbourne Hospital, developed an interest in equipment for ambulances and the resuscitation of drowning victims. Little in the way of practical, portable equipment was available to either the ambulances or the voluntary life-saving organisations, such as Surf Life Saving Australia (SLSA); American resuscitators, like the E&J, were expensive and bulky to import. James designed a simple portable resuscitation device for local use after being approached by Jack Conabere, secretary of the Elwood Life Saving Club (ELSC). The resulting Royal Melbourne Hospital resuscitator, or the R.M. resuscitator as it was marketed, was a simpler, manual version of those available overseas. It was gas driven with a plunger, marked “Press”, and a safety valve. The small working unit attached directly to the facemask. Once the patient was positioned facedown and the airway cleared of debris, the mask was placed firmly over the face. The plunger allowed gas to flow and lung inflation; releasing the plunger allowed expiration. This simple resuscitator was marketed by Commonwealth Industrial Gases (CIG) and became very popular in Australia with volunteer and professional rescue organisations. It represents one of the many innovations in resuscitation equipment that resulted from cooperation between volunteer life savers and medical practitioners. Norman James worked closely with Jack Conabere and the Government Pathologist to develop the equipment. ELSC was the first life saving club to use the resuscitator on the beach. While conducting an early training exercise on 23 December 1951, they used it to successfully resuscitate a man who had drowned after capsizing his home made yacht. The R.M. resuscitator was also used in more inventive ways. At Fairfield Hospital in Melbourne, a group of physiotherapists and doctors did some innovative work with polio patients, teaching them glossopharyngeal (or “frog”) breathing, as a means of becoming less dependent on ventilators. In 1981, the Australian Standards Association stated that the RM head failed to meet its revised standards and it was withdrawn from the market. The first local government authority for Marong was the Marong Road District (an early form of single-purpose local government), which was proclaimed on 19 August 1860. Its boundary was altered twice in 1862 and on 12 December 1864 it was re designated as a Shire. It absorbed Raywood Borough in 1915, and was proclaimed a Rural City in 1990. On 2 December 1994, with the creation of Greater Bendigo City Council, it was abolished through the amalgamation which took place between Bendigo City, Eaglehawk Borough, Huntly Shire, part of McIvor Shire, part of Metcalfe Shire and Strathfieldsaye Shire to form the City of Greater Bendigo. Spraying units were manufactured in Australia by REGA Products Ltd. from 1926. REGA established themselves as leaders in the production of agricultural and horticultural spraying machines, including smaller knapsacks. Their metal knapsacks were quickly adapted to a range of applications and were widely used by the Forests Commission and Country Fire Authority (CFA). They were metal and very robust but heavy and uncomfortable to wear REGA was later purchased by the Garrard family and still operate as part of Garrads Pty Ltd. Peter McGennan (1839-1920) arrived in Warrnambool in the 1870s and established a cooperage in Kepler Street and a boating business on the Hopkins River. He rebuilt the boating establishment after a fire in 1876. In 1896 McGennan established a Box and Case Factory in Davis Street (Merrivale Drive), importing timber from New Zealand, using chartered vessels and his own ships which included the ‘Speculant’. The box factory was a successful venture employing over 30 men until it was destroyed by fire in 1923. Peter McGennan was involved in the establishment of the Warrnambool Cheese and Butter Factory at Allansford and the Warrnambool Woollen Mill. He was a Director of the latter company until his death. Members of the McGennan family were also important business people in Warrnambool, being involved in the hotel business and civic affairs for many years. The tin box may have been used to house family papers or business documents during Peter McGennan’s life and it was used to house his estate papers after his death. Many of these documents are in the collection of the Warrnambool &District Historical Society.This box is of some importance as it belonged to a prominent Warrnambool businessman and his family. It has social significance as an example of the type of storage items used early in the 20th century to hold documents etc.This is a rectangular tin box with the black paint on the outside peeling and yellow paint inside. This book was part of a large group of books referred to as the Pattison Collection, which belonged to the Warrnambool Public Library, part of the Warrnambool Mechanics’ Institute. The title on the fly page is the title used for this record. However, the title on the front cover differs, being "England's Pioneers and Great Historical Movements". About RALPH ERIC PATTISON and the ‘PATTISON COLLECTION’ The ‘Pattison Collection’ is a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art and valuable specimens in almost every branch and many wonderful national curiosities, are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the WMI was led to ask the City Council to take it over in 1911 due to a lack of financial support. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Public Library as it was then called. Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up a home in Warrnambool. In 1935 when Pattison accepted the position as City Librarian for the Warrnambool City Council his huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However, he continued to take a very keen interest in the continual development of the Library until his death in 1969. THE NEW WARRNAMBOOL LIBRARY When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Pattison. Eventually, the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The item was purchased from Robinson & Moffatt department store at Post Office Place Melbourne between 1884 when the store opened. Between 1911 and 1934 Robinson & Moffatt appeared to have sold out along with other businesses to became part of the Myer Emporium. Robinson & Moffatt were an early upmarket department store for the wealthy with a branch in Perth that was opened in 1899. During their time in business Robinson & Moffatt appear to have imported goods from England and Europe. The hatbox appears to be a British pattern made for a beaver type top hat around late 19th or early 20th century. A personal item made for Robinson and Moffatt department store, imported from England and sold to a wealthy colonial gentleman sometime between the late 19th and early 20th century.
