Conservation Volunteers
Key Document: First Green Corps National Conference, Canberra, 21-24 February 1998, Conference Organisers David Clark and Mark Purcell, Proceedings of First Green Corps National Conference, Canberra, 21-24 February 1998
In March 1995 ATCV had circulated a proposal for an ‘Australia Corps’. The proposal emerged over time from ATCV board and staff through debate and experience. ATCV Board member Alan Wright had written earlier: “There is in our society a terrible vacuum for adolescents to give expression to their independence and idealism in a constructive way, a chance to try themselves out independent of their parents/teachers in adult roles.” ATCV’s Brisbane office manager Phil Harrison had first been involved with ATCV as a volunteer from UK, drew together ideas about an ‘Australia Corps’, that had been discussed with Alan Wright, John Fenton and others at the ATCV staff/board planning workshop at Sorrento in December 1993 and “…based upon our experience and participation in the LEAP program and observations of Conservation Corps around the world”. The concept of a six-month program for young people with a training wage and accredited training which encouraged both competencies and personal development emerged, with a standard format of ten participants working fopr six months under the direction of a supervisor. The ‘Australia Corps’ proposal was widely distributed to Federal, State and Territory parliamentarians and received positive feedback. The Liberal Party, then in Opposition, included the idea of a “Green Army” in their environmental policy, placing more emphasis on environmental outcomes and less on job creation than the Keating ALP Government had. A young and up-and-coming parliamentarian, Tony Abbott MP, was enthusiastic and was to visit several ATCV projects (both before and after Green Corps started) to learn about their workings direct from volunteers and CVA staff. Several times he visited projects with Ian Smith project and Ian recalls being impressed by the efforts he made to talk at length with all participants. Tony Abbott took a personal interest in the progress of Green Corps. Colin Jackson and Phil Harrison were guests of Abbott in Parliament House, Canberra, on the evening of 20 August 1996. The Federal Treasurer, Peter Costello, announced in his first Budget Speech that: - “the Government will provide $42 million over the next 3 years to establish the Green Corps. The Green Corps will be open to young Australians aged 17 to 20 to demonstrate their commitment to the environment by working on projects to preserve and restore Australia's natural environment and cultural heritage. The projects will also contribute to their career and employment prospects through training, skills development, work experience and personal development.” ATCV’s chief executive officer Colin Jackson worked with senior staff Madeline Townsend, Garry Snowden, Phil Harrison, and John Fenton to fine-tune the ATCV proposal. On the strength of unique national coverage and credible record ATCV went on to win the tender to administer and manage the day-to-day operations of the Green Corps program for five years (1997-2002). Winning a $36 million contract was a big breakthrough for ATCV. Fourteen years before, a small non-profit group had started in Ballarat in country Australia with a vision – but little else. Its key people had shaped opinion and won political support for a concept. There was about to be transformation from hand-to-mouth existence into a nation-wide business with resources to build for the long term. This documents records many positive comments about Green Corps and ATCV's implementation of it.24pp illustrated booklet printed in green and some gold.atcv green corps australia-corps tony abbott mp phil-harrison -
Flagstaff Hill Maritime Museum and Village
Document - Poster, Warrnambool Steam Navigation Co, ca.1938
This poster is typical of posters displayed by steam packet companies of the mid-19th to early 20th centuries. It advertises the passage and freight available on a local coastal trader. The steamships operated between the major ports along the western coast of Victoria between Melbourne and Portland. The traveller was not guaranteed the passage times due to possible weather changes. Discounts were offered for return trips within a month of the ticket's issue. The price of freight included 'lighterage', which was the service of a smaller vessel called a 'lighter' expressly designed to transport goods between ship and shore. This particular poster advertises the services of the screw steamer SS Edina. The information on the poster applies to the years between 1871 and 1873. During that period the Master of the Edina was Captain John Thompson, the Edina was owned by the Warrnambool Steam Navigation Company and the secretary of the firm was Thos. Mackay. The passenger fares are in line with fares from that period, as seen in a display advertisement published in the Hamilton Spectator on January 17th, 1872. The 1853 Glasgow-built Screw Ship Edina had a long life. The ship served in both the Crimean War and the American Civil War. The Edina also traded in UK and European waters. The Henty family of Portland, Victoria, purchased Edina in 1863 for use as a coastal trader. The Edina had several owners and spent many years of service along the South West Coast of Victoria between Melbourne and Portland. The vessel transported passengers and freight in Port Phillip Bay, between Melbourne and Geelong, between 1880 and 1938. After 84 years of service, the Edina was renamed ‘Dinah’ and was stripped down for use as a lighter. The vessel was broken up in 1957 at Footscray, Melbourne. The remains of Edina’s hull can be found in the Maribyrnong River, Port Phillip Bay. The poster was owned by the donor's grandfather, Bruce Duff (1922-2003) who was an avid sailor and a lover of nautical history. He and his wife Mona (1924-2014) were buried in Portarlington Cemetery, Victoria. Duff would have been about 13 years old when the Edina was finally retired from service in 1938. His interest in the Edina could have come from a trip on the vessel or from watching it in operation in the ports along the coast. Duff has collected this poster as a memento of the Edina and is likely to have preserved it at a much later date when the lamination process was readily available. [Flagstaff Hill's collection includes a photograph of the Edina at the Moorabool Street Wharf, Geelong, which was in Duff's locality. The References for this poster include a link to Museum Victoria's photograph of two boys watching the Edina from a jetty.] Flagstaff Hill's Village has its own 'Examiner' Office where volunteers demonstrate the historic printing press in that building. They use original letter-type to create posters, print labels onto lolly bags and designs on fabrics. One of the volunteer printers has produced a poster closely resembling the donated poster. His replication includes a woodcut of the ship, which he skilfully crafted himself. This poster advertises the sailing of the steamer SS Edina and the information has local and State significance for its association with the trading ports of the Edina, and the associated names on the poster; Warrnambool Steam Navigation Company, Captain John Thompson and Thos. Mackay. This poster's message has a strong connection to the history of the businesses and community of Warrnambool and the people of Port Phillip Bay, where it was a passenger ferry for many years. The poster is an example of advertising used by shipping agents in the mid-19th to early 20th centuries. Its information includes the accurate costs to passengers and freighters and the type of timetable the vessels were likely to follow. The poster's connection with the Screw Steamship Edina is historically significant, as the vessel was the longest serving screw steamer in the world. The ship spent its first nine years overseas then arrived in Melbourne. The vessel's work included running the essential service of transporting cargo and passengers between Melbourne and the western Victoria ports of Warrnambool, Port Fairy and Portland. The Edina is listed on the Victorian Heritage Database VHR S199. Poster, A3 size, brown text on cream paper, laminated. Equipment - First Aid Case, Thomas Urquhart & Son Pty Ltd (Thos. Urquhart), 1930-1939
This small, portable 1930s Sanax First Aid Case has been strongly constructed, with corners reinforced with metal to take knocks and bumps, so it could be quickly transported to the site of an emergency. Having these supplies organised into a kit made them easily accessible and reduces time to take them to the site of the accident. It was possibly designed for use in factories because the booklet in the case states that the kit complies with “Part 1, Victorian Factories Regulations”. The text of the printed brand “Sanax First Aid Case” is right-way up when the case stands vertically on its hinged side. In modern times people are well aware of the importance of quick treatment when accident and injury occur. However, before the first commercial First Aid Kit was made by Johnson & Johnson in 1888, people had little knowledge about treating injuries and lacked information about suitable supplies to keep on hand for emergencies. They were often unaware of how to help in that critical time before the doctor or other assistance arrived, a particularly important time for the many people living in remote areas. A quote from Johnson’s & Johnson’s 1888 price list explains “It is a fact, which is everywhere being recognized, that many lives are lost and much suffering entailed in such accidents on account of the lack of the simple but necessary articles required to afford prompt assistance to the wounded.” One example of the value of First Aid assistance to community groups is shown in an article from the Weekly Times, 29th November 1930. It records a report from the Annuello Branch of the Younger Set (a Country Women’s Organisation), telling that on Armistice Day their president Mrs Jamieson, presented the Annuello School with the gift of a Sanax Red Cross First Aid outfit, which was accepted as being “of great practical use to the scholars.” (Annuello is a remote wheat growing area in the Mallee region of North Western Victoria, which became a soldier settlement area after World War I. There is a strain of wheat named ‘Annuello’ due to its suitability for that area. ) The Sanax Case in our Collection contains instructions, equipment and medical items suitable for use in emergency situations. The Case was one of 42 patterns available from Sanax that conformed to ‘Part 1, Victorian Factories Regulations’. It includes items made by Sanax Company and by Burroughs Wellcome & Co. (Australia) Ltd., Sydney, NSW. A quote at the back of the First Aid Emergency Instructions booklet says: “Sanax products are made in Australia by or under the supervision of qualified chemists, from the highest quality materials. They are dependable for the purposes written on labels.” BOOKLET included in First Aid Case: “SANAX” First-Aid Emergency Instructions has orange cover and white pages, joined in the centre by two staples. Instrument - Organ and stool, 1897-1901
This chapel organ, or pump organ, was made by the Packard Company of Fort Wayne, USA. It was purchased locally from John Broadwood Shepherd & Son of Liebig St, Warrnambool. The donor advised that it was played for many years in the Winslow Presbyterian Church, southwestern Victoria (on Caramut Road, now a private residence). The serial number of the organ dates to be no older than 1887 and no younger than 1901, according to The Pump Organ Society. The goals of The Packard Company, as quoted from the Fort Wayne Gazette, 6th August 1873 are summarised as such; “In the first place, it was determined to make an organ which should be excelled by none. …. It is interesting to the uninitiated to watch the different processes which literally convert the trees of the forest into the marvellous instruments which sound the praises of God in thousands of churches and Sabbath Schools, or make sweet music in multitudes of homes.” The music store of John Broadwood Shepherd and Son had an “impressive” stand at The Great Warrnambool Exhibition of 1896 – 1897 and received a medal for its exhibit. It was also involved in the community, sponsoring prizes for the Musical and Recital Competition, which was part of the entertainment for the Exhibition. The “Warrnambool Standard” newspaper has reference to John Broadwood Shepherd and Son in a newspaper of 1887 and another dated April 13, 1901. A brief history of the Packard Company: 1850, Isaac T. Packard joined with Nelson J. Foss and Calvin Hatch to form Packard, Foss, & Co., manufacturing reed organs, seraphines, and melodeons 1871 the Fort Wayne Organ Company was formed, and Isaac Packard has 40 shares. 1872 the first organ was completed 5th Sept 1899, “Fort Wayne Organ Company” was officially changed to “The Packard Company” 1908 – 1914 (different dates given) the Packard Company ceased producing organs and specialised in pianos. 1930 company went into receivership 1935 the city of Fort Wayne acquired the former Packard Company property, tore the buildings down and turned it into a park, now known as Packard Park. The organ is significant to local history for being sold by a Warrnambool business and played at a local chape or church. It represents community and religious life in late Victorian times.Chapel organ or pump organ (with stool), dated not before 1897 and not after 1901. Container - Ink Bottle, Prior to 1878
This design of ink bottle was commonly referred to as a ‘penny ink well’ because it was very inexpensive to produce. It is also known as a dwarf ink bottle. Pen and ink has been in use for hand writing from about the seventh century up until the mid-20th century up until around the mid-19th century a quill pen made from a bird’s feather was used. In the 1850s the steel point pen was invented and could be manufactured on machines in large quantities. In the 1880s a successful portable fountain pen was designed, giving a smooth flowing ink and ease of use replacing the quill or dip pen. History of the Loch Ard: The Loch Ard got its name from "Loch Ard" a loch that lies to the west of Aberfoyle, and the east of Loch Lomond. It means "high lake" in Scottish Gaelic. The vessel belonged to the famous Loch Line which sailed many vessels from England to Australia. The Loch Ard was built in Glasgow by Barclay, Curle & Co. in 1873, the vessel was a three-masted square-rigged iron sailing ship that measured 79.87 meters in length, 11.58 m in width, and 7 m in depth with a gross tonnage of 1693 tons with a mainmast that measured a massive 45.7 m in height. Loch Ard made three trips to Australia and one trip to Calcutta before its fateful voyage. Loch Ard left England on March 2, 1878, under the command of 29-year-old Captain Gibbs, who was newly married. The ship was bound for Melbourne with a crew of 37, plus 17 passengers. The general cargo reflected the affluence of Melbourne at the time. Onboard were straw hats, umbrellas, perfumes, clay pipes, pianos, clocks, confectionery, linen, and candles, as well as a heavier load of railway irons, cement, lead, and copper. There were other items included that were intended for display in the Melbourne International Exhibition of 1880. The voyage to Port Phillip was long but uneventful. Then at 3 am on June 1, 1878, Captain Gibbs was expecting to see land. But the Loch Ard was running into a fog which greatly reduced visibility. Captain Gibbs was becoming anxious as there was no sign of land or the Cape Otway lighthouse. At 4 am the fog lifted and a lookout aloft announced that he could see breakers. The sheer cliffs of Victoria's west coast came into view, and Captain Gibbs realised that the ship was much closer to them than expected. He ordered as much sail to be set as time would permit and then attempted to steer the vessel out to sea. On coming head-on into the wind, the ship lost momentum, the sails fell limp and Loch Ard's bow swung back towards land. Gibbs then ordered the anchors to be released in an attempt to hold their position. The anchors sank some 50 fathoms - but did not hold. By this time the ship was among the breakers and the tall cliffs of Mutton Bird Island rose behind. Just half a mile from the coast, the ship's bow was suddenly pulled around by the anchor. The captain tried to tack out to sea, but the ship struck a reef at the base of Mutton Bird Island, near Port Campbell. Waves subsequently broke over the ship and the top deck became loosened from the hull. The masts and rigging came crashing down knocking passengers and crew overboard. When a lifeboat was finally launched, it crashed into the side of Loch Ard and capsized. Tom Pearce, who had launched the boat, managed to cling to its overturned hull and shelter beneath it. He drifted out to sea and then on the flood tide came into what is now known as Lochard Gorge. He swam to shore, bruised and dazed, and found a cave in which to shelter. Some of the crew stayed below deck to shelter from the falling rigging but drowned when the ship slipped off the reef into deeper water. Eva Carmichael a passenger had raced onto the deck to find out what was happening only to be confronted by towering cliffs looming above the stricken ship. In all the chaos, Captain Gibbs grabbed Eva and said, "If you are saved Eva, let my dear wife know that I died like a sailor". That was the last Eva Carmichael saw of the captain. She was swept off the ship by a huge wave. Eva saw Tom Pearce on a small rocky beach and yelled to attract his attention. He dived in and swam to the exhausted woman and dragged her to shore. He took her to the cave and broke the open case of brandy that had washed up on the beach. He opened a bottle to revive the unconscious woman. A few hours later Tom scaled a cliff in search of help. He followed hoof prints and came by chance upon two men from nearby Glenample Station three and a half miles away. In a complete state of exhaustion, he told the men of the tragedy. Tom then returned to the gorge while the two men rode back to the station to get help. By the time they reached Loch Ard Gorge, it was cold and dark. The two shipwreck survivors were taken to Glenample Station to recover. Eva stayed at the station for six weeks before returning to Ireland by steamship. In Melbourne, Tom Pearce received a hero's welcome. He was presented with the first gold medal of the Royal Humane Society of Victoria and a £1000 cheque from the Victorian Government. Concerts were performed to honour the young man's bravery and to raise money for those who lost families in the disaster. Of the 54 crew members and passengers on board, only two survived: the apprentice, Tom Pearce, and the young woman passenger, Eva Carmichael, who lost her family in the tragedy. Ten days after the Lochard tragedy, salvage rights to the wreck were sold at auction for £2,120. Cargo valued at £3,000 was salvaged and placed on the beach, but most washed back into the sea when another storm developed. The wreck of Lochard still lies at the base of Mutton Bird Island. Much of the cargo has now been salvaged and some items were washed up into Lochard Gorge. Cargo and artefact's have also been illegally salvaged over many years before protective legislation was introduced in March 1982. One of the most unlikely pieces of cargo to have survived the shipwreck was a Minton majolica peacock- one of only nine in the world. The peacock was destined for the Melbourne 1880 International Exhibition. It had been well packed, which gave it adequate protection during the violent storm. Today the Minton peacock can be seen at the Flagstaff Hill Maritime Museum in Warrnambool. From Australia's most dramatic shipwreck it has now become Australia's most valuable shipwreck artifact and is one of very few 'objects' on the Victorian State Heritage Register. This ink well is historically significant as it represents methods of hand written communication that were still common up until the mid-20th century, when fountain pens and ballpoint pens took over in popularity and convenience. The shipwreck of the Loch Ard is of significance for Victoria and is registered on the Victorian Heritage Register ( S 417). Flagstaff Hill has a varied collection of artefact's from Loch Ard and its collection is significant for being one of the largest accumulation of artefact's from this notable Victorian shipwreck of which the subject items are a small part. The collection's objects give us a snapshot of how we can interpret the story of this tragic event. The collection is also archaeologically significant as it represents aspects of Victoria's shipping history that allows us to interpret Victoria's social and historical themes of the time. Mission to Seafarers Victoria
Photograph - Photograph, Black and white, Herald Sun, 18 May 1937
On 18 May 1937, Lord Huntingfield, Governor of Victoria (14 May 1934 – 4 April 1939) layed the foundation stone of the last of the missions built in Melbourne. The Mission to Seamen, Port Melbourne opened in December 1937, superceded the original 19th C building and service point in Port.Demolished in the late 20th C by developers the building was of architectural significance and funded originally by Alfred Nicholas who gifted 18,000 pounds. An indicator of the importance of shipping and seafarer welfare as regarded by Industry and business during the interwar years of the 1930s. This photograph is a record of the founding of the building. The stone is now part of the bluestone wall on Beach Road, Port Melbourne. The Mission was given the name: George V Memorial Institute, and the concert hall was given the name Huntingfield Hall.A black and white photograph depicting the laying of a foundation stone.
