Sir Edward Mitchell was the chairman of the Edward Wilson trust, which enabled the building of the Braille Library during a time of great economic turbulence due to the last months of World War 1. This commemorative trowel was given to him in thanks for his (and the trust's support) of the project, which would ultimately provide a great resource to blinded soldiers who were prepared and able to learn Braille. The district of Strathfieldsaye was proclaimed in 1861 and named a Shire on the 17th September in 1866. It remained a shire until amalgamation in 1994 when it became part of the City of Greater Bendigo. The shire was located 8 km to the south- east of Bendigo and covered an area of 601 square kilometres and extended from the Calder Highway to the Coliban and Campaspe Rivers. The shire's administration activities were centred at the Strathfieldsaye Shire Hall which was built in 1869 at a cost of £700 based on a design by George Steane, the shire surveyor and built by George Pallett of Sandhurst. Constructed of red brick, the hall has a unique ventilation system with hollow walls open at the top and bottom to ensure a draught to cool the building in summer. Considered in terms of both loss of property and loss of life, the Black Friday bushfires on 13 January 1939 were one of the worst disasters to have occurred in Australia and certainly the worst bushfire up to that time. The fires burnt 2 million hectares, 69 sawmills were destroyed, 71 people died, and several towns and sawmills were entirely obliterated. Among those killed were four men from the Commission The subsequent Royal Commission conducted by Judge Leonard Stretton has been described as one of the most significant inquiries in the history of Victorian public administration. Its recommendations led to sweeping changes. In addition to building dams and water points, the Stretton Royal Commission recommended expanding and controlling the use of bushfire dugouts at forest sawmills. Well-constructed dugouts had saved the lives of many sawmill workers and their families during the 1939 bushfires. But in some locations, they had proved fatal. Dugouts became mandatory for those few sawmills that remained in the forest after the 1939 fires. Many remote logging coupes and FCV roading camps also had dugouts. The local District Forester was required to make annual pre-season inspections of all dugouts on State forests and those within the Fire Protected Area (FPA). Some were built privately on private land. Most were primitive construction with a log or corrugated iron roof covered with earth. A hessian bag often hung at the entrance to keep the heat and smoke out. But they were dark and damp with snakes and other creepy crawlies often lurking inside. By 1940-41 there were 19 new dugouts constructed by the Commission and a further 128 by forest licensees. Ten years later there were 8 new Commission dugouts and 21 new ones built by other interests. By 1960-61 the rate of new builds was declining but the Commission still managed 103 dugouts while 127 were looked after by others. A video documenting the demolition of the Shire of Eltham offices at 895 Main Road Eltham under the direction of the Commissioners appointed for the new Shire of Nillumbik and some of the communities activities surrounding the event. The building was demolished exactly 25 years after the southern wing housing Engineering and Planning on the upper level and the Eltham Library on the ground level was opened in celebration of the Shire of Eltham's centenary. Video has lots of distortion and noise, and sections of clips dubbed over. Immediate initial footage of Jenni Mitchell talking about asbestos claims in the Shire Offices (Sigmund Jorgensen standing behind her) advising Council did a review of the building several years previously and had been cleared of health problems. Howard Murray (Pat) Lightfoot (1904-1991) served as President for the Association for the Blind in 1952-1954 and 1964-1972 respectively. He joined the Association in 1938 as a sighted member of the General Committee, and was part of the group that dealt with the breakdown of a uneasy financial agreement that existed between the RVIB and AAB, the incorporation of the AAB under the Charities Act and the development of a rehabilitation centre at Kooyong for those who wished to have support without a residential component. After losing his father at an early age, Pat Lightfoot began working as an office boy for Nicholas Pty Ltd, later studying and becoming an accountant - such skills highly needed by the newly incorporated Association. According to 'No Sight, Great Vision', he was a highly skilled communicator, whose friendly and approachable manner won over most of those who opposed his presence on the general committee due to his sight. His support for and recognition of the work done by Mr Paterson led to him standing aside for the position of President and nominating his friend until the Committee overrode him in 1952. His appointment signaled a change in how the organisation was run, and introduced John Wilson as Secretary as well as Stan Horsfall as Treasurer in 1953, which helped move the administration style from social volunteering to business thinking. Health concerns caused him to resign in 1954, however when his health improved he rejoined the Committee in 1958 and again became a key worker in keeping the organisation financially healthy. The "H.M. Lightfoot Centre" - a two storey building attached to Paterson Hall was named after him. After losing his father at an early age, Pat Lightfoot began working as an office boy for Nicholas Pty Ltd, later studying and becoming an accountant - such skills highly needed by the newly incorporated Association. According to 'No Sight, Great Vision', he was a highly skilled communicator, whose friendly and approachable manner won over most of those who opposed his presence on the general committee due to his sight. His support for and recognition of the work done by Mr Paterson led to him standing aside for the position of President and nominating his friend until the Committee overrode him in 1952. His appointment signaled a change in how the organisation was run, and introduced John Wilson as Secretary as well as Stan Horsfall as Treasurer in 1953, which helped move the administration style from social volunteering to business thinking. Health concerns caused him to resign in 1954, however when his health improved he rejoined the Committee in 1958 and again became a key worker in keeping the organisation financially healthy. The "H.M. Lightfoot Centre" - a two storey building attached to Paterson Hall was named after him. Members of the Presbyterian faith were among the first settlers in the North-east of Victoria, and in the year 1842 the Presbytery of Melbourne requested the Rev. Peter Gunn, Minister of the Gaelic Church, Melbourne, to visit Presbyterians along the Murray River. This was the first of a series of annual visits, and was of a missionary nature. In May 1851, the Rev. David Hunter Ballantyne was appointed to the Wodonga district based out of Albury. In 1860 the Presbytery of Beechworth was formed, and from it two large presbyteries have grown - Wagga Wagga and Beechworth. In the early days the services at Wodonga were held in the old court house, which still stands. Wodonga Presbyterian Church continued as part of the Parish of Albury until the end of 1887, when it was placed under the administration of the Session of the Beechworth Church, with a home missionary in charge. Mr William Cooper was placed in charge for the first months, then Mr William Smith, a city missionary who had recently arrived from Scotland, was appointed. Mr Smith conducted a cordage factory at Stonleigh. He remained as missionary in charge for the next 10 years, and in that time the church steadily progressed. Plans were made for the erection of the building which now stands in High Street, Wodonga. Mr John Whan was a Founding Member of the Church and was appointed Sunday School Superintendent, an office which he held for 46 years, rendering extensive and valued service to the church and congregation. With a growing congregation and realising the challenges presented to the Church by changing conditions, land for a new church was sought. In September 1950 property was purchased in Nilmar Avenue in Wodonga and the new Presbyterian Church St Stephens became their new home. With the amalgamation of the Presbyterian and Methodist Churches, the new Church became the Uniting Church.
