Hilda Charlotte Foster, 1902 - 1990, was a Double Certified Nurse when, at the age of 35, she successfully applied to the board of the Australian Inland Mission (AIM) to work at an outback field centre in South Australia. Born and raised in suburban Melbourne, she had been inspired by stories told to her by other missionaries about the fulfilment to be gained working amongst Aboriginal communities. Given her religious faith and nursing skills, she believed she could make a difference. She worked in Oodnadatta in South Australia for two years (1937-1939), followed by a stint in Innamincka in New South Wales in 1940 -1942. Before she became a nurse, Hilda Foster trained to be a Sunday School teacher and was a member of the Sunday School Council of Victoria. She completed first aid courses run through the Presbyterian Deaconesses Institute in Carlton, Victoria, and in 1930 successfully applied to become a trainee nurse at the Austin Hospital for Incurables, in Heidelberg. She commenced her training there in 1931, before moving to the Women's Hospital in 1933. In 1934 she had six months at the Fairfield Infectious Diseases Hospital, before returning to the Austin, where she was employed when she sat her final exams in November 1934. Her combined skills made her a most attractive option for the Australian Inland Mission. Cyril Everett Isaac (1884-1865) (MLC for South Eastern 1940-52) was a progressive educator, horticulturist and conservationist. A pioneer of school gardening, Isaac believed in the enlightening, spiritual values of working with the land, and founded the State Schools Horticulture Society in 1910. Following the outbreak of the Great War, Isaac recognised the potential to combine school gardening with humanitarian aid. In 1915, Isaac helped to establish the Young Gardeners’ League, whereby young garden enthusiasts could join for a penny and cultivate plots in their own backyards. These home-grown flowers and vegetables were then sold for the going market rates, and the proceeds went towards supporting the Education Department officers serving in the war and their families. This project culminated in a state-wide flower day show held at Melbourne’s Town Hall on 3 November 1916, known as Children’s Flower Day. Isaac hoped that this special day would encourage children to feel that by ‘growing the flowers they are doing something to help our brave soldiers.’ Originally aiming to raise £10,000, the inaugural Flower Day raised over £32,309 (including revenue from home produce), and was donated to the War Relief Fund. On 9 November, the Dandenong Advertiser reported: “This is a splendid record for the boys and girls of our State Schools, who are so well tutored, and ready and willing to help the British Empire against the enemy.” One month after Flower Day, Isaac enlisted in 58th Battalion of Australian Infantry Forces, and departed for Europe in May 1917. Subsequent Children’s Flower Days were held in 1917 and 1918 in Isaac’s absence, and accounted for 25 per cent of the £445,000 raised by the Education Department’s War Relief Fund. Since 1988 Legacy has held a public speaking contest called the Junior Plain English Speaking Award. Schools were eligible to send along representatives to compete. The following was taken from a programme in 1996: "The Award aim is to promote enhanced oral communication skills for 12-14 year old students and to help young people appreciate the ideals of Legacy - voluntary service, caring and comradeship - and the need for remembrance. It began in 1988 in the Melbourne area with the support of the Ministry of Education and The Plain English Foundation. Entries have grown from 24 in the 1988 competition to over 300 in schools across the State, plus greater numbers participating in the process of selecting four contestants from each school. In 1995, a successful Interstate Championship was held with contestants from Victoria, New South Wales and Queensland. This is a study of Melbourne Legacy by the author William Paul Healy, from April 1973 to March 1975. The author was interested because of the reputation gained by Legacy over the preceding 50 years, for successfully delivering welfare services by volunteers to widows and their dependant children. The aim of the study was to describe, analyse, explain and evaluate the work of Legacy. This has been done at great length and in summary the great value of Legacy is in the continuity of a Legatee with the one family i.e. the legatee maintained contact with the family through school, beginning work/university and other milestones in the life of a dependant family. It was thought that families in receipt of Legacy services functioned at a higher level than those who do not receive such services.Significant in that Legacy was seen as providing a high quality service. Ballarat Teachers College commenced in 1926 with 61 students with the aim of providing trained teachers for rural schools. It initially operated from the Dana Street Primary School while the Ballarat East Town Hall was renovated for the colleges use.
