Work on paper - photocopy of letter to editor newspaper cutting, "Threat to/ Penguins"
This letter to the editor of an unknown newspaper probably dates from the late 1960s or early 1970s. At that time the Victorian government’s Liberal Party Premier was Sir Henry Bolte. In a reference to the major industrial valley in Germany, he and his government had a vision to make Western Port and Hastings into “the Ruhr of Victoria”, if not Australia. While this letter does not refer to Western Port, but apparently to Wiliamstown, the situation was similar in both bays. Substantial land was zoned in Hastings by the Bolte Government for industrial purposes, where BP built a refinery for oil imported through the Port of Hastings. The large oil tankers entered Western Port Bay via the western channel, which required dredging to accommodate them. It became a common site to see globules or patches of oil washed up on beaches around Western Port, and oil-affected wildlife. It is impossible to know how many wildlife were affected directly by oil spills and other forms of pollution in the Bay during that era. Sufficient numbers of oiled Little Penguins were found to prompt numerous references to the problem in newspapers, including letters, articles and even major features. The refinery eventually closed, with tanker traffic dramatically reducing in Western Port from the late 20th century.Statement of significance: This letter to the editor is significant in making reference to pollution caused in Port Phillip and Western Port bays by tanker traffic and the presence of oil refineries on industrial land in the bays. It is also indicative of the emergence of many conservation-related community groups of volunteers in Australia during the 1960s and 1970s in response to growing concern around conservation issues. A photo of Badge Day in the 1960s, with Ivan Layton, Mrs Mack and Legatee Bert Davis counting the donations near a Legacy Appeal tin. Ivan Layton was the Chief Executive Officer for many years. Legatee Bert Davis was the Chief Financial Officer in the early sixties. Mrs Mack was a generous fundraiser. She lived at Mount Macedon and opened her beautiful garden to the public on a regular basis to assist Legacy with fundraising. She was given a Legacy lone pine tree by a grateful Legacy to add to her garden. The letter accompanying the photo said the garden and tree was lost in the Ash Wednesday fires in 1983. Further research shows that Mrs Margaret Mack and her husband Mr John D. (Jack) Mack first opened their garden at Dreamthorpe, Mt Macedon, in April 1950 for a garden fete. It raised £140 for Legacy (source: Trove). The exact date of the photo is unknown but would be early 1960s. Bound Document, two large ruled grey folded sheets with containing various schedules and letters typed onto foolscap (folio) or quarto sheets. Titled "Agreement Melbourne and Metropolitan Tramways Board with A.N. Colquhoun "signed and sealed on 18th May 1945. Bound on left hand side with green ribbon. Gave Archibald Norman Colquhoun the right to advertising on the inside of tramcars and buses and on the rear of tickets for five years. While the name Troi is believed to have come from Troyes in the north east of France the system used primarily in the precious metals industry and adopted in Australia originated in 15th century England. Troy weight units are the 'grain' and 'pennyweight' (24 grains), the troy ounce (20 pennyweights), and the troy pound (12 troy ounces). One troy ounce equals 31.1034768 grams. The troy ounce and grain were also part of the apothecaries' system and was long used in medicine, but has now been largely replaced by the metric system (milligrams). When the Weights and Measures Act was passed in Victoria in 1862 local inspectors were established throughout the colony to ensure accuracy particularly in the weighing of gold. By the 1870's each local council had a set of standards that were used to test the scales, weights and measures of local merchants and businesses. This set would have been de commissioned some time after 1947 and was offered back to the Borough of Eaglehawk in 1989. Hinged, lockable wooden box with brass handle, hinges, latches and lock. Remnant wax on front face of box above and below lock. Interior of box is lined with purple velvet which is worn in several places. Box houses nine troy weights ranging in size from 100oz Troy to 2oz Troy. 1oz Troy is missing. Accompanying set is a two page letter from Weights and Measures Branch of Consumer Affairs offering set back to the Borough of Eaglehawk in 1989.
