But to some observers, the general picture was an unattractive one. They saw the unsightly heaps of clay, the trees felled, the dust everywhere in summer and the mud in winter; the flies and the mice. Diggers & Mining. The gold licence. The Government Camp. The licence system aroused much hostility among the diggers. They objected to the principle of the fee - a tax on their labour levied by a government in which they were not represented. They objected to the incidence of the tax, which bore equally on the fortunate diggers who could afford it, and the large number of unfortunate diggers who could not. But the most objectionable feature of the licence system way the method by which, on most fields, it was generally enforced. Markings: 34 994.LIF. 4. Slide reads: Nearly all of the early Victorians diggings (prior) to the widespread adoption of deep skinking on some fields) presented an appearance something like this. There was the stream, lined with men feverishly washing for gold; behind this was the field proper, honeycombed with claims; behind this again were the tents and huts of the diggers, what stores there were, and - perhaps - in a clearing, the headquarters of a Commissioner. Slide reads; Working from very imperfect records, all we can say is that, from 1851 to 1858, while new fields were being discovered, and much gold was to be obtained by primitive methods, the number of independent digger grew rapidly (though in the latter years of this period the average earnings per digger was falling rapidly). The transient nature of a diggings is indicated by the digger's dwelling places, which were either tents - - - Slide shows that only the bare necessities were found in a miner's tent. You would find a table, a stump for a stool, makeshift bed, cooking posts and kettle, under the table you can see a pair of boots and some items that may be ingredients for cooking. Diggers & Mining. Gold. The growing trade union movement all over Australia took the lead in an anti-Chinese agitation. By 1881, all the Australian colonies except Tasmania (where few Chinese had ever gone) and Western Australia had re-introduced fairly uniform laws restricting Chinese immigration. In 1866, Western Australia fell into line. The only part of Australia where the Chinese continued to come in any numbers was the Northern Territory (then under South Australian control) . . . From 1851 to 1853, it was illegal to sell liquor on the diggings. Slide shows tent selling 'SOUPS COFFEE and other drinks, Meals'. Slide: The practical failure of the Act of 1856, and the fresh outburst of anti-Chinese feeling in the Buckland riots of 1857, led to Victorian Government to take further action in the latter year. (1) A residence fee was imposed on all Chinese in the colony (one pound per month - ultimately reduced, after Chinese protests, to four pound per year). (2) The co-operation of South Australia was sought, and , in 1857, the government of that colony passed a restriction act similar to the Victorian Act of 1855. Markings: 21. Diggers & Mining. Getting the Gold. Slide: In 1860, the Victorian Government began the construction of Reservoirs on some important gold fields. In that year, 29 small reservoirs were built (see next map); thereafter, more were constructed (there were 38 of them in 1868). These reservoirs supplied water to small gold fields towns, and to the gold mines in and near them. Slide: On some fields, but notably at Ballarat and Daylesford, the diggers soon began building water races from streams and springs, and running the race water into small reservoirs near their claims. (Water races, as we have seen, were also constructed all over the Ovens field for sluicing purposes.) But thereafter, although many continued to do well, the average annual earnings of the diggers declined rapidly. In 1858, when there were over 100,000 diggers in Victoria, few could have been doing really well ; only the hope of a ''lucky strike'' kept many of them on the diggings. After 1861, many new fields were discovered - e.g., Walhalla (1863), Landsborough (1864), Alexandra (1867), Rheola (1868), Turton's Creek (1872; and new diggings were established on some of the older fields - e.g., Cathcart (near Ararat) in 1864, and at Fiddler's Creek (Avoca) in 1868. But these rushes do not belong to the gold era proper.
