in the early part of the 20th century, Warrnambool's residents had their share of health problems.according to the Annual report by Dr H I Holmes in 1921. Diphtheria, typhoid fever, tuberculosis, polimyelitis and scarlet fever were common afflictions. The sanitary system or lack thereof was the primary source of much of this illness. The healthcare facilites were much better and the hospital was well run and was further improved by the opening of the baby health centre which was opened in October 1921. The centre was situated in Liebig street at the Town Hall and was open three days a week to offer advice to mothers regarding their babies. and Sister Riley was in charge. Miss Florence Lake who opened the centre was a well known resident of the town and generous benefactor of the Warrnambool base hospital.. Florence along with her sister inherited the Lyndoch estate from George and Annie rolfe in 1920. She was well known around the district for her good nature and humour. As her sister married and moved to Italy, she continued to run Lyndoch as it had always been. She died in November 1946 This plaque has historical and social significance as it notes the time in the history of Warrnambool when health came to the fore of public interest and importance. Standing alongside the hearse is Mr Wally Rose. In front him is Mr Clarrie Judd, father of Mrs Clarice Whitehead. At the front of the procession are two Church of Christ Ministers. On the right is Mr Daniel Wakefield, who was minister at the time. On the left is Mr Mudge who was the previous minister. The man wearing collars are members of the Star of Moorabbin Order, of the Sons of Temperance Friendly Society. Others are elders from the church. Some of the names are: Mr George Brough, Mr Horace Brough, George Roberts, Tom Tilley, and Frank Martin. The house in the photograph was the home of Mr and Mrs Fred. Judd. The picket fence was at the front of the Church and the Cypress hedge on the right, was the home of Mr Chas. Fairbank, now the Church Manse grounds.Frank T Le Page arrived in Cheltenham, ( Two Acre Village) aged 3 with his father Nicholas Le Page , a tailor from Guernsey in the Channel Islands. Nicholas purchased one of Holloway's two-acre lots and established a market garden. Frank T Le Page worked on his father's market garden from age 14, then worked as a coachman and met Tommy Bent whilst employed at Brighton Grammar School. He bought land adjacent to his father's , built Daphne Cottage in 1876 and later established the Cheltenham Cream and Butter Factory. Frank T. Le Page was member of many community groups and was a Moorabbin Shire Councillor for 25 years serving a term as President. 'The Le Pages became one of the best known Moorabbin market gardening families, with a tradition of service to communal and civic affairs that is unmatched.' These notes were used extensively in the book the "Wielands of Heathmont", pages 18 and 19, written by Pat Talbot and her husband Don. The notes tell how in 1922 a Railway League was formed with Herman Pump as chairman. The Wieland brothers used their horses and plough in 1926 to help build the Heathmont station. Pat was the-great -Granddaughter of Carl Wieland. The notes also include the Heathmont Information League. Ministry was as Wesleyan Home Missionary ?–1897; Congregational churches – Dover (Tas) 1897-1907; Tamar St Launceston 1907-1909; Devonport 1909-1914; Gatton (Qld) 1915-?; Redcliffe (Qld) 1921-1927; Beechworth (Vic) 1927-1930; Hughesdale 1930-1934. Was a Wesleyan lay preacher at Allandale and Woodbridge (Tas). Obituary - "… For ten years carried on an energetic evangelistic ministry, riding his horse over the roughtest roads in his scattered district, which was 25 miles long, and visiting even the southern-mosst home in the island (Tasmania)" As a Wesleyan Home Missionary he was not allowed to marry. The Congregationalists had no such restrictions so he joined the Congregational Church and married his Emily.
