Law Courts and Police Station from the conservatory gardens ...1965 fire at the Bendigo Railway Station A dull explosion in the refreshment room about 1:30 p.m. touched off the blaze, which quickly spread and burnt out the station in less than an hour. Just before the explosion a train carrying more than 200 Melbourne-bound holiday makers pulled out of the station. Scores of railways employees in other parts of the station did not realise the refreshment room was on fire until a signal box attendant gave the alarm. Early estimates place damage at more than £100,000. Quick work by station staff saved many thousands of pounds worth of equipment before flames engulfed the building from end to end. At the height of the blaze, a Bendigo fire brigade Station Officer, Vin Lapsley, fell 18 feet – and miraculously landed on his feet – after being overcome by smoke while directing a hose from a ladder on to the roof. Mr. Lapsley was later treated for a broken bone in his right leg.Many images from by Arthur Pulfer copied to slides. Memorial Board, PJ King, World War One Memorial Board - Bar Council, 1920
Library Committee minutes from 1920 discuss the placing of an Honour Board in the Library, there was obviously some discussion from the Ballarat and Bendigo Law Associations about whom should be placed on the board and whether it was appropriate that it be located in the library. The board was donated by the Committee of Counsel, from the Bar and so only commemorates barristers. It is curious that this was not placed in Selborne Chambers where many barristers had rooms including one of the men on the Board (Higgins). This board joined the much bigger LIV memorial board that celebrates all Victorian lawyers who served during WWI.While memorial boards are a common addition to many public and civic building after World War One. This memorial board is the only one that commemorates members of the Bar, in that sense it is of great significance to the legal community. Two of the men commemorated on the board were sons of judges (Higgins, son of the Justice Henry Bourne Higgins of the High Court and Hodges, son of Justice Henry Hodges of the Supreme Court). Franc Carse was related by marriage to the a’Beckett family (also judges of the Court) and his father in law was on the Supreme Court Library committee in 1914. Eric Connelly and Murdoch Mackay shared rooms in Selborne Chambers. Connelly died in late 1918 in France, a member of General Pompey Elliott’s staff. Connelly had previously taken part in the Gallipoli landings in April 1915. This is a picture of the original Town Hall building built in High Street in the 1890's. It was designed by renowned Bendigo Architect W.C .Vahland. This picture was taken in 1979 when the Echuca Library was housed there. The Echuca Library operated out of this building from 1965 up to 2013 when the new library was built. In this photograph there are two people standing in the doorway and two cars parked in the street.This photograph is significant because it shows the first Town Hall building built in High Street in the late 1890's. The building was designed by W.C Vahland and was also used as the Law Courts before the Law Court building was built in Law Court Place. This building has also been used as the High School, while the Echuca High School was being built in the 1920's it was also used as a Kindergarten and the town Library operated there from 1965 to 2012 when the new Library was built. Thomas Jefferson Connelly (1858-18/10/1892) Son of Thomas James Connelly a well known JP at Inglewood. Admitted as a solicitor in the Supreme Court in 1880. Started own business as a solicitor in 1883 at Albion Chambers, View Street. By 1887 he had joined with George Henry Tatchell and in 1889 they moved their firm to Williamson Street. On 8th Jan 1885 he was elected to the Bendigo Council and was elected as Mayor 16th Aug 1887. He was the first Bendigo born Mayor and the youngest. He served on the committee of the Bendigo hospital and the Mechanics Institute and was a prominent member of the ANA. He was also a Captain of a local militia force. He married Frances Cresswell Reynolds and they had 3 children who were very young when they were left fatherless in 1892. Thomas died in Kerang, following an epileptic fit. He was attending a case at the time. He is buried at the Bendigo Public Cemetery. George Henry Tatchell was the son of Thomas Tatchell JP of Inglewood. He was admitted as an attorney by the Supreme Court in 1887 and formed a partnership with Thomas Jefferson Connelly 22/9/1887. By 1894, their practice had been joined by Adam George Dunlop. In 1904 he was elected president of the Bendigo Bar Association. George was a very bowler and was part of an Australian team that travelled to Britain in 1930, where he won the Veteran Pairs Competition competing with his brother William. He retired to “Woodford”, Toorak. Adam George Dunlop (1864 – 28/2/1921) Son of Andrew McBride Dunlop. He married Marion Ethel Nicholls, a widow in 1905. Admitted as a solicitor, proctor and conveyancer in 1892. When Thomas Connelly died, his will stated that his share in the law firm was to be sold and if it was sold to Dunlop, he would have 3 years to pay for. This clearly happened and by 1894 the firm was known as Connelly, Tatchell and Dunlop.He continued to work for the firm Tatchell, Dunlop, Smalley and Balmer for 25 years and retired several months before his death, to “Milltara”, Glyndon Ave., Brighton. He was heavily involved in the Sandhurst Mechanics Institute and served as president in 1899 and 1901. He was treasurer of the Zenith Lodge of Masons in 1907. He was president of the ANA in 1896 and president of the Bendigo Law Association in 1907. Whilst in Bendigo, the family lived in “Millewa”, Kangaroo Flat. Jonathon Smalley (1873-21/8/1961) Son of Peter, a mining investor and his wife Ellen. 1899 married Catherine Horsemann Manning with whom he had four children. Jonathon proved proficient in sign language when he stepped into a court case where the defendant was hearing impaired. In 1904 he was the president of the Eaglehawk Mechanics Institute. Other community postings included Vice President of Bendigo Football Association (1909), President Bendigo ANA (1899), Councilor for Eaglehawk Borough (1904- ), elected Mayor of Eaglehawk (1909),and President of Bendigo Law Association (1910). Jonathon and his wife resided at “Overton”, View Street, Bendigo (now Harry Little Childcare Centre). Jonathon was a champion Lawn bowler, winning the Country Singles Championship in 1913. He is buried at the Bendigo Cemetery. Sydney Raeburn Balmer (1869 – 24/11/1938) Sydney was the son of Robert and Elizabeth Balmer. He married Catherine HAswell McDonald in 1905 and they later lived in Lily Street, Bendigo. After qualifying as a barrister and solicitor, he was initially employed as a barrister for Mr Cussen (later a judge) for 2 years. The first meeting of the 1st Bendigo Guides was held by Miss Merle Bush on the 22nd of August 1922 in the St Paul' School Room.. Twelve girls were present. Miss Bush was given permission to open the Company by Miss R. Hamilton, State Secretary for Victoria, She received her Captain's Warrant on 12th December 1922. Marong was first incorporated as a road district on 27 August 1861, and became a shire on 23 December 1864. On 1 October 1915, the Borough of Raywood, which was gazetted on 17 January 1865 on 23.31 square kilometres of land 28 kilometres north of Bendigo was united with Marong. On 1 October 1990, the Shire of Marong became a rural city, under the Local Government Act 1989. In a report on 17 February 1994, the Local Government Board recommended that the five councils in the Bendigo region merge to form a "super city", with a population of about 81,000. Marong, Eaglehawk and Huntly had earlier objected to the proposal, and the Board noted a weak no vote against the merger proposal in a referendum in the region; about 70% had voted against, but with a turnout of between 30% and 40% of eligible voters. The three councils filed a writ in the Supreme Court, alleging failure to follow process by the Minister for Local Government, Roger Hallam, but by the time the new "super city" was announced, the writ had not yet been heard, and on 24 March 1994, the Rural City of Marong successfully applied for an injunction blocking the publication of the gazette the following day abolishing the five councils and appointing three commissioners. The government responded by introducing legislation, the City of Greater Bendigo Bill 1994, to Parliament, to effectively override the Supreme Court action, with Hallam saying "the bill would make clear that the Government is determined to achieve its objective for a more efficient municipal structure for the Bendigo region." Marong mayor Robert Hynes described the action as "terribly disappointing", adding, "One way or another, I believe it does mean an end to our fight... it seems the Government are above the law to me." On 6 April 1994, Marong voted to drop the Supreme Court action, effectively in doing so voting itself out of existence, and on 7 April 1994, the Rural City of Marong was abolished, and along with the City of Bendigo, the Borough of Eaglehawk and the Shires of Huntly and Strathfieldsaye, was merged into the newly created City of Greater Bendigo.
