Award - To James Robbie Mather J.P. Mayor 1930-1931, 1931
James Robbie Mathers was born in Pleasant Creek [Stawell] in 1867 to James Allen Mathers, a storekeeper and former councillor. He was later to become a storekeeper in Gippsland and then at Heywood, near Portland. Following a move to Melbourne, he established a real estate business. He initially lived in Hawthorn, before moving his business to Kew where he traded as Mathers & McMillan, 136 Cotham Road, and later at 283 Burke Road. For a short time, the family resided at Landene, in Cotham Road. They were to finally move to Rosalea, in Dale Street, Deepdene. Following the death of Cr Henry Kellett in 1924, Mathers was elected unopposed as representative of College Ward. Elected Mayor in September 1930, he convened a meeting of citizens in the Town Hall in Walpole Street to form a local unemployment relief committee. His social initiatives included handing over council-owned premises in Brougham Street, the building re-purposed as a workshop for the unemployed, who were also granted free use of the Kew Municipal Baths. The Mayoress, Jean Mathers, set to work raising funds through charity balls, and also raised funds for St Anthony’s Orphanage in Wellington Street. James Robbie Mathers died on 8 April 1945. He was buried at Box Hill Cemetery. This rare civic testimonial is historically significant, especially locally, as it contains the signatures of all present councillors and parliamentarians representing the City of Kew as well as the names and signatures of leaders of local churches, schools, public officials and leaders of community groups.Boxed presentation folder and correspondence presented to the retiring Mayor of Kew, James Robbie Mather, in 1931. The book is leather bound with gilt lettering on the front. The 4 page testimonial includes and hand written statements about his contribution to Kew and its civic life. Document (item) - Invitation, City of Box Hill, Reception, 1948
... Invitation to a Reception in the West Hall, Town Hall, Box... Hall, Town Hall, Box Hill in 1948. The invitation was made ...The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966. A large part of this collection of civic ephemera was assembled by W. D. Birrell. This is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. As a continuous record, ranging across most decades of the Twentieth Century, they reveal changing tastes in design, values and relationships in the history of local government in Victoria.ephemera, civic ephemera, mayoral balls, civic invitations, city of box hill, box hill (vic.) -- mayoresses, mrs r h l sparks -

Plan, JC Brown, Detail of Step Butt and Screen for Miniature Rifle Range, 26 February 1910
On 19 July 1907, The Box Hill Reporter published an article on the Miniature Rifle Range. It stated: "Miniature Rifle Range for Kew. The Kew rifle club has made arrangements for the establishment of a miniature rifle range. The Kew borough council has provided a site in the yard at the rear of the town hall, fronting Brougham street. The site has been inspected by the military authorities, who have approved of the locality selected and the arrangements to be made to render the range absolutely safe. The plans are at present being prepared, and it is expected that the range will be completed within the next two months. The range will be under the direct control of the rifle club, subject to the supervision of a joint committee from the council and the club. The first committee will consist of Crs Wishart (mayor), Kellett, and Hiscock as representing the council, and Captain Argyle and Mr S. Abbott representing the rifle club. The range when completed will be available for the use of cadets, friendly societies, and other miniature rifle clubs in the district. Miniature rifle ranges are now occupying a great deal of attention in Great Britain, on the Continent, and in America. Lord Roberts, writing recently on the subject, remarks- "While I do not for a moment pretend that miniature rifle shooting is, in all respects, as useful as knowing how to shoot on a long range, I am satisfied that men can learn to shoot on miniature ranges, and that unless miniature ranges are very generally made use of, the greatest majority in this country will never learn to shoot at all." It is possible by this means also to divert the at present dangerous enthusiasm of uninstructed youths for the pea rifle into safer and more useful channels."Important early document identifying the specifications for a miniature rifle range in central Kew. Rifle clubs and rifle ranges were an important element in defending Victorians and Australians to outside threats. Single page plan (folded), created and approved in 1910, listing the approved specifications for a miniature rifle range in Brougham Street, Kew.Handwritten signature: J.M. / Staff officer for Works Victoria / 26-2-10rifle clubs - rifle ranges, miniature rifle ranges, rifle clubs -- kew (vic) -

Print, Cr Henry Weedon MLA, & Suburban Mayors, 1907
An article in the Box Hill 'Reporter' (11 October 1907, p.2) refers to the presentation of the artefact to the Kew Town Hall. The report records: 'Presentation to Kew's Ex-Mayor In the mayor's room at Kew on Tuesday evening, Ex-Mayor Cr Wishart was made the recipient of a handsomely-illuminated and exquisitely-framed testimonial as a mark of appreciation by his colleagues of the highly satisfactory manner in which he had discharged the duties appertaining to the mayoral office. .... A framed group of the metropolitan mayors was subsequently presented by Cr Wishart as an addition to the pictures hung in the mayor's room.'The newspaper report in the Box Hill Reporter positively identifies the artefact and how it was placed in the Mayor's Room in the Walpole Street Town Hall. The collage is historically significant as it may include the only photograph of a mayor of a city at this period of time.A large framed photographic collage of Henry Weedon surrounded by the Mayors of Greater Melbourne (holding office for the year 1906-07). The photograph was assembled in recognition of the ‘slight favours to them’ showed by the Lord Mayor. The photograph is dated August 1907. Functional object - Floor ash Tray, 1900 to 1960s
The word ashtray came into use around the 1920 and is a receptacle for ash from cigarettes and cigars and are typically made of fire retardant material such as glass, heat resistant plastic, pottery, metal, or stone. The most common ashtray design is a shallow cylinder with a flat base, designed to rest on a table. Other ashtrays, particularly in public places, are either wall or floor mounted. While simple, utilitarian forms of ashtrays existed long before the 19th century, it was during the start of the 20th century that the design, aesthetics and their popularity took off. As more women began to smoke. in the early 1900s, the ashtray went closer to being an art form as many women avoided the use of the traditional ashtray as it failed to reflect their feminine values, regarded as an item rather basic in design the general societal through of the time was that smoking was an activity exclusive to men. What emerged were detailed, often very fancy ashtrays acceptable to women depicting either pastoral scenes or vibrantly coloured landscapes. As time went on, and the onset of women smoking both cigars and cigarettes became less of a departure from the average person, ashtrays saw a decline in design and aesthetics beginning more of a shift towards practicality. The subject item is a primitive form of ashtray used in public spaces any time from the 1920-1960s and is not associated with an historic person or event. However the item could have come from the Warrnambool Town Hall given the inscription on the base of the item.Ash tray-large rectangular floor model with cement sheet lining. The Chinese School was attached/run by the Town Mission. "THE CHINESE SUNDAY SCHOOL . The opening services of the newly erected Chinese Sunday school building in connection with the Town Mission, were brought to a close on Monday night by a tea and public meeting, held in the Mission Hall. The now building, which presents a very nice appearance, and is an improvement to that part of the Main road, was erected at a cost of £95 ; Mr H. R. Caselli acting as honorary architect, kindly prepared plans, etc. A new front fence was erected at a cost of £l6, which, with all other expenses, amounted to £126 3s 6d. Previously to the present effort collections and subscriptions were obtained as follow; —Mr Burnett's service, £l8 11s 5d; Chinese Sunday school anniversary, £9 16s 10d; concert on Easter Monday, £8 15s; Phoenix Foundry, per Mr Pethard, £7; sub scriptions, £23 8s 6d, leaving a debtor balance of £57 7s 9d. The. collections on Sunday were good. Mr Lee Young, of the Chinese store, Main road, kindly gave the tea, whioh was a valuable donation. The proceeds of the tea meeting will be about £l0. The building was prettily decorated by Mr Chessell, Mrs King Hook, and the gir!s.connected with the sohool. Mr Moorshead, the caterer, gave all the school children tea gratis- Mrs Lee Young, Miss Emma Lee Young. Miss G. Kay, Miss J. Hong Gong, Mrs King Hook, Mrs Stoneman, and Mrs Pethard waited at tables. Mr M. D. Morgan presided at the public meeting in the Mission Hall, and was supported platform by the Mayor of Ballarat East, the Revs. J. White, J. J. Perrin, and E. Turner, who delivered excellent and suitable speeches; but previously, however, offers of donations - to clear off the debt were made by Mr D. Ham, £10; the chairman, £5; Mr and Mrs Whitrick, £2 17s; a number of donors of £1 each, and less sums, which, with the collec tions, amounted to £58 16s 7d. This sum, with the sale of the cottage.on the ground, clears the debt, and leaves the com mittee a few pounds in hand towards lining and seating the building. A pleas ing feature in the meeting was the hearty giving of several Chinese Christians, including Mr Le Young; also singing by the Chinese chil dren, led by Mr Pethard. When the result was made known tbe whole, meeting stood and sang —“ Praise God from whom all blessings flow," for the success in having the place opened free of debt. Votes of thanks were passed to Mr Caselli, and all who took part in the effort: and one of the happiest meetings ever hold by the mission was brought to a close by again singing the doxology and the benediction."
