Frank Wright wrote the following tribute to Percy Campbell which was printed in the Ballarat Courier. "With the passing of Percy Campbell, Ballarat has lost its best known and most distinguished musician. His was no ordinary talent, but an inborn musicianship touched with genius. He was a critic of the keenest perception and many able musicians sought his advice on technical matters over a wide range. His ear was of the most sensitive kind, and among his unusual accomplishments was that rarity among musicians, "absolute pitch." Those of us who knew him well will reflect with pride that we were privileged to journey with him for a little while along life's highway. Percy Campbell belonged to Ballarat, and to Ballarat's music. He was part of the city itself. During the 1940s and 1950s, the Orchestra played its concerts in the Kew Recreation Hall in Wellington Street. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. This is a programme of a concert called ‘The All Nations Night’ staged by the Warrnambool Orchestral Society and held in the Warrnambool Town Hall on Show Night, November 13th 1902. The conductor was Louis Bayer (1857-1907). Born in Germany, Bayer came to Warrnambool in 1891 and with his wife taught piano, violin, orchestration and singing and established the Warrnambool Orchestral Society. In 1896-7 Louis Bayer was the musical director at the Warrnambool Industrial and Art Exhibition, writing the Cantata for the opening ceremony and directing over 60 performances, including 22 operas and many concerts. Bayer was a composer and wrote several operas including one called ‘Federation’. Bayer’s wife was an accompaniste at this ‘All Nations Night’ concert and his son, Otto was the horn player. The concert featured the soloists, Nellie McClelland, Lucy Meares, W.D. Thomson and D. Williams. The concert may have been sponsored by Youngers Stores. This large department store was established in 1888 and closed in the 1980s. This programme is of great significance as it featured a 1902 concert conducted by Louis Bayer, one of the most important musical identities in Warrnambool’s history. These are two sheets of green-coloured paper folded in two to make eight pages. The printed material is in black type. The pages include the concert programme, a list of members of the orchestra and several advertisements for Youngers Stores. The front page has the concert title (‘The All Nations Night’) in a text box bordered by a floral pattern. The Melbourne Argus on the following Day reported on the event: "MILITARY CONCERT. A sequel to the military sports gathering recently held on the Melbourne Cricket ground was provided last night at the Town Hall in the shape of a military concert, at which the prizes won at the sports were distributed. The proceeds of both fixtures will go to further the Y.M.C.A.'s work of providing winter comforts for troops on active service. Additional aid to the fund will be forthcoming from the sale of the handsome souvenir programmes the cover ol which is a replica of the A.N.A. roll of honour, and depicts the landing on Gallipoli. The charge made was an indefinite I one, with an irreducible minimum of six-pence."
