The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November 1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half-yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fundraising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however, it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. After meeting for 14 years in rented remises, in the Prince of Wales Hall, Wodonga Council built its first Shire Hall on the corner of High and Elgin Streets in 1890. The date on the façade of the building, 1876, represents the date of the formation of the Shire. In 1957 the second Shire Office was built in Woodland Grove by A.B. and M. A. Chick. These offices were considered more than adequate for future needs. The façade featured floor to ceiling windows and several different meeting rooms in addition to the council chamber, which featured an impressive “horse shoe” table. It also included a kitchen equipped with modern fittings and a President’s room. In the late 1960s the area between Hovell and Havelock Streets as far as Jack Hore Place was zoned for civic purposes. In 1969 plans for a civic centre providing a library, theatre and senior citizens’ rooms. It was opened on 22 April 1971. In 1973, the Council engaged Bruce Marshall to design new offices beside the Civic Centre. Jennings Industries were contracted to complete the offices. The Governor, Sir Henry Winneke, laid the foundation stone of the new offices on 10 March 1976. Frank Patrick Golding (1938 - ) This item is part of the Federation University Art Collection. The Art Collection features over 1000 works and was listed as a 'Ballarat Treasure' in 2007. Frank Golding is an author, researcher, historian, consultant: Honorary Senior Research Fellow at Federation University in Victoria, Australia. His formal qualifications are TPTC (Ballarat), BA (Melb), BEd (Melb), Dip MT (UNE), MA (Hons) (London). He has taught English and History in several schools. Frank Golding was employed as Principal at three schools including a multi-site English language centre for refugees and other new arrivals. Later he taught in and managed curriculum and equity programs in education departments and universities. Finally he is the author of 12 published books including a memoir, An Orphan’s Escape: Memories of a Lost Childhood (Lothian, 2005) which describes his childhood as a Ward of the State of Victoria in the ‘care’ of three foster mothers and three institutions. Golding lived in the Ballarat Orphanage from 1943 to 1953. It is his childhood experiences that underpin Golding's active involvement in ‘care’ leaver issues as an advocate and lobbyist. Letter sent with two photographs. Please find enclosed a couple of photos taken in Ballarat in 1962 which came from an album of my mother's Marian Mitchell (nee Robinson). She and some friends were on a road trip across Victoria to New South Wales. You are welcome to reprint these. One is of the Ballarat Rodeo and the other is of mum in the morning at their roadside camp in Ballarat. The sign on the shed has two words, the first one says Caledonia - the second perhaps you'll be able to find out? Both taken in 1962. I hereby give you permission for your society to re-print and distribute both these photos as you choose (although these aren't exactly the most expertly taken pictures). If more come our way over the course of my continued cleaning out of the cupboards I will send these too.
