In 1993 Eltham Shire Council issued a permit to Michael Muzur, Terry Lant and Andrew McMillan to redevelop the former Montmorency Theatre/Bingo Hall at 41-43 Were Street as an alcohol-free youth entertainment centre. Ron McCormack, retired former JP on behalf of 41 Joint Appellants consisting of local residents and traders successfully lobbied the community and won an Appeal to have the permit cancelled as unsuitable development. The Administrative Appeal Tribunal found that the proposed development came withing the Eltham Planning Scheme definition of an 'amusement parlour' and that the playing of pool an amusement machines would be the focus of the centre and unlikely to attract older age groups. The tribunal was not satisfied the applicants had sufficient knowledge or where with all required for the successful running of this type of operation. With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre. At a Council meeting on June 7, 1994 councillors requested a report outlining criteria to be used to assess planning applications for youth entertainment venues given the Tribunal's view that a poorly managed facility in a small neighbourhood shopping centre, particularly in such close proximity to a residential area would not only have the potential to increase perceived youth problems, but could jeopardise the prospects of future proposals. This jacket and cap were designed by Rosalie 'Rosa' Kiessling about 1967. They formed part of the Fashion Group Inc's Walkabout Tour of the USA in 1967 which aimed to promote Australian fashion design in America. German by birth Rosalie, grew up skiing and ice skating, studied fashion design in Munich and worked designing women’s ski wear and lingerie before migrating to Australia via New Zealand in 1939 with her husband. As skiing increased in popularity following the end of WWII, Rosalie’s business grew reaching its peak during the 1960s. Though it was never large; at most she employed three staff. Her designs featured in the pages of Australian Vogue, Flair and the Women’s Weekly throughout the 1960s and received coverage from newspapers in Australia, New Zealand the United States. Rosalie was closely involved with the Swiss Club of Victoria, the Australian Wool Board and the Fur Traders Association, participating in numerous fashion shows and awards run by these groups. In the late 1960s she became involved with the Melbourne Branch of the Fashion Group Inc, a worldwide non-commercial association of women involved in the fashion industry. Rosalie continued to design and manufacture fashionable but functional ski wear until the late 1970s, although increasing imports from large overseas manufactures and constant new innovations in fabric technology made it difficult for her to compete in a relatively small industry. This ski jacket and cap illustrate Rosalie Kiessling's emphasis on practical glamour. She was the first Australian ski wear manufacturer to bring high fashion to ski wear design; which though common in the boutiques of St Mortiz, Chamonix and St Anton was new to Australia. He started with Hames and Woodward, a piano, music and record shop, which he took over when both Hames and Woodward died during the war. Mr Richmond was guest speaker at an informal dinner of the Armstrong St North Traders Association held at the Victoria Hotel on Monday night. At the meeting he was made a life member of the association, with which he had been involved since its inception in 1930. “I can remember when a man on a bicycle with a little ladder on his backrode up the street with a long stick and turned on the gas lights under the verandahs,” he said. “It was around that time when there used to be a little man with a broom walking up and down the street, sweeping away what was left behind by horses. “There also used to be a bellringer who would walk up and down Armstrong street announcing a sale in a shop. He used to have a tall black hat, a large black frock coat and had a large mustache.” “Up to 1936, there used to be regular visits by street musicians, who were usually good for a few laughs.” “The last musicians to come through were an Italian trio, who were very good.” Mr Richmond said the depression was a sad time for Armstrong street. “A lot of people had to put their properties up for sale, because not many people could afford to buy things like records then,” he said.
