Victory House, named after the 1902 Melbourne Cup winner The Victory, was built in 1906 near goldmines and was home to the family of Chinese goldmine manager James Wong Chung. The Chung family lived in the Geelong Road home until 2008, when it was sold. The home was widely known as a welcoming place that hosted large gatherings of Chinese people to celebrate culture and heritage. It is recognised for its strong links to Ballarat's goldrush history and Chinese history in Ballarat. Item on the 2022 Eltham Festival held April 2023 which had been postponed due to Alistair Knox Park being waterlogged from substantial rainfalls. In July/August 2023, Eltham Rotary advised they were cancelling the 2023 Eltham Festival as the budget did not cater for two festivals to be held in the same year. A programme for the Legacy Centenary Commemoration Ceremony held at the Shrine of Remembrance at the end of the Torch Relay donated by Legatee David Kelly. The service was attended by His Excellency, General the Honourable David Hurley AC DSC (Retd) and his wife, her Excellency Mrs Linda Hurley. Legacy was founded in Melbourne in 1923, so Melbourne hosted the final leg of the Torch Relay that began in Pozieres, France in April 2023. On Friday 13th October the Torch Relay concluded at the Shrine of Remembrance with the Torch flame returned to the eternal flame at the Shrine. Legatee Kelly was selected to be the last Legacy torchbearer, he lead representatives from Legacy Clubs attending The 2023 National Conference up the Forecourt where the flame passed to the wife of the Governor General Mrs Linda Hurley.
