The City of Ballarat unanimously resolved to erect a Civic Hall in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Colburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The Kew Civic Centre, as opposed to the adjacent Kew Civic Hall (see also Kew City Hall), was built to house a new Council Chamber and Council Offices in 1972. The Kew Library was to be located on the ground floor and accessed from the current carpark. This building replaced the former Town Hall in Walpole Street, Kew which had served as a town hall from 1865-1972. After the sale of the old Town Hall, the new Civic Centre was built to a design of the architects A K Lines, MacFarlane & Marshall. A fit-out of the building was still occurring when councillors and council officers moved into the building. In 1987, the Kew Library (and the Kew Historical Society) moved across the road to the reconfigured Civic Hall. The Civic Centre, pictured here, was ultimately sold to Trinity Grammar School following the amalgamation of Kew into the City of Boroondara.These four black and white photographs were taken by a photographer in the City Engineer's Department during the final construction phase. The cover panel has "Caulfield City Council Civic Centre Concept" printed in orange with a blue copy of an artist's impression of the new Caulfield Centre and a blue representation of the City of Caulfield Coat of arms at the top. The other seven panels have been individually numbered from 1 to 7 however panels 1&2, 3&4 and 5&6 have been designed to be viewed together.
