The following information was the preface of the 1985 GIAE handbook: The Gippsland institute of Advanced Education was established by an Order-in-Council in September, 1968, but, owes its origin to engineering diploma courses established in 1928 to service the developing electrical industry. The Council of the Institute includes members of the Gippsland community who are prominent in industry, commerce, education and the professions, the Director of the institute, the representative of the academic staff, of general staff, of students and of the Convocation of the Institute. In 1972 the Institute occupied the first of its permanent buildings on a large campus in rural surroundings near the township of Churchill, ten kilometres south of Morwell and one hundred and sixty kilometres east of Melbourne. Engineering laboratories are temporarily located in buildings on the site of the Yallourn College of TAFE at Newborough and they will be consolidated on the Churchill campus by the end on 1985. In 1974 new buildings were completed under a self-help program to house the School of Visual Arts. A building complex to provide the first stages of the permanent library and the Union, and accommodation for the School of Business and Social Sciences was completed in 1976. An Education building, an Applied Science building and student residential buildings for 108 student places were completed at the beginning on 1976. The Binishell, a multi-purpose facility was completed in 1980. On its establishment, the Institute assumed responsibility for the diploma courses which were previously offered by the Yallourn Technical College. These were diploma in Civil, Electrical, and Mechanical Engineering, Applied Chemistry, and Business, all of which were recognised by the appropriate professional bodies. The Gippsland Institute of Advanced Education is the only centre of Higher Education east of Melbourne and offers a range of vocational courses at associate diploma, diploma, degree, graduate degree and master levels to meet the educational needs of the Gippsland regions. This Sikes brass hydrometer was manufactured by the optical and scientific instrument makers Kasner & Moss of 17 Collins Street West, Melbourne, in the latter part of the nineteenth century. The firm adverted hydrometers, as well as optical instruments, as early as August 13th, 1864, in The Age, Melbourne. This hydrometer set was donated to Flagstaff Hill in 1979 by local wine and spirits merchants Lynch Bros of Fairy Street, Warrnambool. Giffen Russell had established the business in 1878, and Harry Lynch took it over in the 1930s, and after he passed away in 1953 Kevin Matthew Lynch became proprietor of K M Lynch Food and Liquor. The business closed in the 2010s. The hydrometer may date back to the establishment of the business in 1878, as Kasner & Moss were selling hydrometers in Melbourne from 1864. Hydrometers were used to measure the density, or relative density, of liquids from the late 1600s. In 1816 Bartholomew Sikes won the competition for the most useful accurate hydrometer. Hydrometers were commonly used by distillers, vintners, and brewers to establish accurate measures of alcohol concentration in their beverages. Following this manufacturing process, government inspectors and excise officers used them to check that the labelled indications of alcohol-proof were correct and that the right amounts of duty were being paid. This hydrometer and its fitted and hinged wooden container show signs of heavy and protracted use in a working environment. Although the instrument has some parts missing and has been recently repaired, the original quality of the inlaid box and the fine engraving on the instrument and the attachable weights, are indications of the hydrometer’s very real value when new. This Sikes hydrometer, bearing the maker's mark of “Kasner & Moss Melbourne” and the registered number “20373”, was presented to the purchasing public as a precision-made instrument designed for professional use. The Sikes hydrometer is of local significance because of its implied association with the alcohol trade in the southwest region of Victoria. It was donated by a family member of Lynch Bros, a local licensed outlet for wines and spirits in the period before the general relaxation of liquor licensing laws in the State of Victoria. It may have belonged to Griffin Russell who established the liquor store in 1878.Hydrometer; original Sikes brass hydrometer in a polished wooden case with an inlaid plaque on the lid. The brass float is a sphere with a thin flat upper stem and a short, lower stem with a bulb-shaped end. The upper stem is engraved scale on both sides with the numbers 1 to 10, and five divisions between each number. There are ten fixed pegs in the base to secure the thick brass horseshoe-shaped, numbered, various-sized weights (20, 30, 40, 80, 90); the free pegs would have originally stored another five weights (10, 50, 60, 70, and 100). The empty compartment in the box suggests another part in the initial set, probably a thermometer. The fitted, fabric-lined box has two brass closures and two brass hinges. The scientific instrument shows signs of heavy use and repairs. The Serial Number on the float matches the Serial Numbers on the weights. The plaque on the lid, the float and the weights have inscriptions. Made by Kasner & Moss, Melbourne. Plaque: “SIKES HYDROMETER / KASNER & MOSS / MELBOURNE” On float's lower stem: “SIKES 20373” On one thin edge of the float's scale, engraved in script “Kasner & Moss” and stamped “MELBOURNE”, and symbol“P” rotated 90 degrees. Hollis Brothers were first recorded trading from 11 Weaman Row in 1840 but appear to have started trading a little earlier. The firm later became Isaac Hollis & Sons and claimed establishment from 1814. Richard & William Hollis were recorded trading in Bath Street Birmingham from 1814 to 1818 so it may be that the Hollis brothers were descended from them. The brothers were Isaac Hollis (b.1815) and Frederick Hollis (birth date unknown), but Frederick died 20 December 1839. Isaac was recorded in the 1841 census living in Weaman Row. He was a 25-year-old gun and pistol maker, married to Emma 1821. They had two children, Isaac (1837), and Henry (1839). After Frederick died, Isaac carried on trading under the name of Hollis Brothers until 1845 when he re-named the business Hollis Brothers & Co who traded up to 1848. In 1844 Isaac entered into a short term partnership with William Tranter at 10 & 11 Weaman Row, presumably to complete a particular contract or supply certain parts. This partnership lasted until 1849. In 1848 Isaac took in Isaac Brentnall Sheath as a partner, and the firm of Hollis & Sheath was established, expanding into 10 Weaman Row. Hollis & Sheath were licenced makers of percussion breech-loading guns. In 1861 the firm changed its name to Isaac Hollis & Sons on the departure of Isaac Brentnall Sheath. Isaac Sheath died in July 1875. By about 1870 Isaac Hollis and Henry Hollis had taken over the day to day running of the business. Isaac Hollis was responsible for the overall management and the marketing of the firm's products. Henry was responsible for manufacturing. The firm became volume producers of inexpensive trade guns and sporting guns for the South African and the British colonies. In 1870 the firm opened a shop at 44a Cannon Street in London; in 1871 this moved to 83 Cheapside. Isaac Hollis Jnr died October 1875 in Birmingham aged 37. He was never married and in 1876/1877 Henry registered a limited liability company, Isaac Hollis & Sons Ltd, but by 1879 they were again trading as Isaac Hollis & Sons. From 1879 the London shop was at 6 Great Winchester Street. From 1932 to 1933 the London business traded as Hollis, Bentley & Playfair Hollis, Bentley & Playfair finally closed in Birmingham in 1953. This gun is a typical example of the type of firearm issued to the colony's military in 1861. Specifically made by Isaac Hollis and Sons for the military market of the time and sold through contractors Hebbert & Sons, military suppliers, in London. The gun was probably issued from the Hythe Armory to British troops (a training facility) or police prior to coming to Tasmania Australia around 1861.Gun; Percussion Carbine, .577 Cal. Philip Webley was born in 1813, he was the younger brother of James Webley who was born in 1807. Both were born in Birmingham. Towards the end of the 1800s, the firm claimed establishment in 1790, this must have been the date James and Philip's father or grandfather originally established a bullet or gun implement making business. It was not, as is often stated, the date William Davis established his business. Philip Webley was apprenticed in 1827 to Benjamin Watson. James Webley also seems to have been apprenticed but to who is not known. In 1834 James and Philip established their partnership as percussioners, lock filers and gun makers at 7 Weaman Street,Birmingham which was William Davis' old premises Davis, a gun implement maker, mould and toolmaker, died in 1831 and his wife Sarah inherited the business at 84 Weaman Street which she ran with her daughter, Caroline. On 5 January 1838 Philip Webley married Caroline. Philip was recorded at 84 Weaman Street from 1838 as a gun percussioner, lock filer and gun maker and this is when the partnership was last recorded, but the brothers apparently continued to co-operate until 1845 when Philip reportedly sold his interest to James and used the money to purchase Sarah Davis' business. Even then, they worked together particularly about the design and manufacture of percussion revolvers. Philip Webley was recorded in the 1851 census as a 38-year-old gun and pistol implement manufacturer living at 84 Weaman Street with his wife Caroline they had four sons and one daughter Thomas William, Emma, and Philip Jnr, and two other sons, James, and Henry and Philip's cousin, also lived with the family probably as a nurse, Sarah Haywood. On 4 February 1853 Philip Webley registered patent No. 335 for a hinged revolver and on 14 September 1853 he registered patent No. 2127 for improvement for the first muzzle-loading percussion cap and ball revolver which became known as the "Longspur". In 1859 Philips son Thomas William, aged 21, was made a partner in the firm, which then changed its name to P Webley & Son and described itself as "Gun and Pistol Makers and Patent Revolving Pistol Makers", probably exploiting Philip Webley's patent No. 305 of February 1853 for a revolver frame and lock, and its improvement under patent No. 2127 of September 1853. Thomas later went on to managed the shotgun side of the business. From about 1863 up to the First World War, the firm made rook rifles for Holland & Holland. From the 1890s they supplied magazine rifles. In 1863 and 1864 the firm's address was given as 83-84 Weaman Street, but from late 1864 to 1875 their address was 84 Weaman Street. By 1874 the firm had a showroom in London at an unknown address. In 1875 the firm expanded into 82-84 and 88-89 Weaman Street. The item is an early muzzle loading sporting shotgun not in very good condition and is unusable as a firearm and not very significant historically or valuable, although made by a well known and respected manufacturer of firearms there are many better examples of shotguns made by P Webley and Son in collections and for sale. Federation University Gippsland Campus was formerly a Monash University campus. The Auditorium was opened on 09 June 2009 by Professor David de Kretser AC, Governor of Victoria. The Crofton Hatsell Room at Federation University Gippsland Campus is name after former Council member Crofton Hatsell. During his time on Council he played a creative and important leadership role in advancing tertiary education in Gippsland. Hatsell served as President of the Council of the Gippsland Institute of Advanced Education, Chair of the Advisory Council of Monash University College Gippsland and Monash University Gippsland Campus, and was a member of the Council of Monash University.
