This statue of Hebe standing tall in Sturt Street is a religious reference to the youth. She holds aloft the cup of youth while the flask or jug of knowledge hangs in her fallen arm. Both Hebe and Ruth as iconic figures face each other across their garden beds forming a part of the sculptural vista of Sturt St. Hebe, Greek Goddess of Youth and the biblical figure Ruth, were the gift of wealthy local benefactor John Permewan, who owned carrier firm Permewan & Wright. He commissioned Charles Summers to sculpt both of the women figures. Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. Christ Church Warrnambool was one of the first hosts of the scouting movement in Warrnambool and in 1909 a bivouac was held in the church grounds under Scoutmaster Jones. It became a boys club in 1920 but the scouts were reformed in 1926, the date of this certificate.
