Cliff Beauglehole was an orchardist at Portland, Victoria, who throughout hislife took an intense interest in the plants of Victoria. The 'Widow and Children' statue was commission by Legacy and installed in 1998. The Garden is in a cruciform shape and is on the eastern side of the Shrine Reserve near Birdwood Avenue. It was formerly called the Garden of Memory from 1980-1986 according to Monument Australia website. One plaque explains 'the garden features the Flanders Fields poppies, the seeds which came from Villers-Bretonneux, France'.
