Cyril Everett Isaac (1884-1865) (MLC for South Eastern 1940-52) was a progressive educator, horticulturist and conservationist. A pioneer of school gardening, Isaac believed in the enlightening, spiritual values of working with the land, and founded the State Schools Horticulture Society in 1910. Following the outbreak of the Great War, Isaac recognised the potential to combine school gardening with humanitarian aid. In 1915, Isaac helped to establish the Young Gardeners’ League, whereby young garden enthusiasts could join for a penny and cultivate plots in their own backyards. These home-grown flowers and vegetables were then sold for the going market rates, and the proceeds went towards supporting the Education Department officers serving in the war and their families. This project culminated in a state-wide flower day show held at Melbourne’s Town Hall on 3 November 1916, known as Children’s Flower Day. Isaac hoped that this special day would encourage children to feel that by ‘growing the flowers they are doing something to help our brave soldiers.’ Originally aiming to raise £10,000, the inaugural Flower Day raised over £32,309 (including revenue from home produce), and was donated to the War Relief Fund. On 9 November, the Dandenong Advertiser reported: “This is a splendid record for the boys and girls of our State Schools, who are so well tutored, and ready and willing to help the British Empire against the enemy.” One month after Flower Day, Isaac enlisted in 58th Battalion of Australian Infantry Forces, and departed for Europe in May 1917. Subsequent Children’s Flower Days were held in 1917 and 1918 in Isaac’s absence, and accounted for 25 per cent of the £445,000 raised by the Education Department’s War Relief Fund. In 1877 the Victorian Infant Asylum was founded in Kew. In 1881, the asylum relocated to Berry Street in East Melbourne. By 1908, it was called the Foundling Hospital and Infants Home. It was non-denominational and controlled by a committee of management. By 1956, Berry Street consisted of a Mothercraft Training Centre and two main residential units: Berry Street for infants aged zero to 18 months, and Vale Street for toddlers aged zero to two years old. In August 1956, Berry Street was declared an approved category 2 Children's Home. In 1960, Vale Street was converted to an adult nursing home. In 1964, the name was changed to Berry Street Babies Home and Hospital. Berry Street was also an approved adoption agency. By 1968, Berry Street comprised the Training School for Mothercraft Nurses, the adoption agency, an infant life-protection house, a long-stay home for children to three years of age (the toddlers’ wing) and a small house for unmarried mothers. The home's infant life-protection work was seen as a critical agency function, particularly where family illness was putting pressure on mothers and Berry Street was able to provide respite and support. By the late 1960s, 30–40 adoptions annually were being arranged from Berry Street. By 1974 the home's orientation had shifted. Four family group homes had been established (two in Burwood, one in Ashburton and one in St Kilda), the mothercraft training function had been phased out, the toddlers wing converted to day care, and the main building (containing the nursery, administration, kitchen, dining room and single mothers accommodation) was demolished in favour of four home units, which housed 24 children, supervised by cottage parents. Berry Street provided short term, emergency and residential care for 'protection of infant' cases and state wards. Two flats were also established for short-term family accommodation. The nurses’ home was converted to house the home’s administration function and a social work service. The social work service coordinated family aid and family counselling services, and a neighbourhood house. In 1975 Berry Street also provided short-term care for 42 Vietnamese children brought to Australia in the official government-sponsored airlift. In 1976 Berry Street made application to change its category 2 Children's Home classification to category 1, as it was now catering for a wider range of children. It had ceased to be a babies’ home and hospital, and had started providing child and family care, including residential care. In 1977 Berry Street to established a family group home in Richmond to house children affected by the closure of St Cuthbert's Children's Home in Colac. Berry Street changed its name to Berry Street Child and Family Care in 1977. In 1978, the range of services provided by Berry Street Child and Family Care consisted of a social work counselling service, a financial aide, a family aide program using volunteers, two temporary accommodation units each housing eight children, an information and referral service, a neighbourhood house in Richmond, a day care centre for 36 children, and four family group homes. In 1980–81 the family group homes in Burwood were sold and the resources moved to the Richmond area. In 1994, Sutherland Youth and Family Services Inc. amalgamated into Berry Street Inc. During the 1990s, Berry Street combined with the Sutherland Community Resource Centre in Watsonia in Melbourne’s northern region. Correspondence between Aaron Beattie Esq from Beattie Physical Culture College Melbourne and E. Hilmer Smith Esq about Girls’ Physical Culture Classes in July 1928. It was intended to aid the Sydney Legacy Club establish classes for girls. Excerpts include the following information: "I would suggest that you form a special C/tee to handle the Physical Culture work. . . . I would suggest that special care be taken to see that none but fully-qualified and trained teachers handle the children - this is all important. . . . We charge every child 5/- per year, payable quarterly. We have been most fortunate here with the girls section. An old friend of mine - Mrs Gillies - is our Hon. Directress. She was - until her marriage - in charge of all Physical Culture training in the State Schools of Victoria, and is a wonderful woman. She takes complete charge, appoints her own staff and so on. We pay some of her assistants from £2.2.0 to £5.5.0 per term of 12 weeks. The class was formed in May last year with 42 girls - we now have 121, and they have left the boys far behind. Enclosed you will find a copy of our measurement chart, which is an important part - every child should be recorded before starting, and again at the end of the year. I am also sending you a copy of our Demonstration Programme. This show was given after the girls had been going for 10 months, and it was a wonderful success - all these things help to bring success, and children seem to want these things to keep them going. . . . We spend about £600 per year on our Children's Work and nearly all of that goes to the Physical Culture side." The correspondence is a good snapshot of the undertaking of Melbourne Legacy running girls' club at that point in time and that Melbourne Legacy was trying to help Sydney Legacy establish a similar program. The State Electricity Commission of Victoria 1921 to 1993 was responsible for electricity generation in Victoria and the operation of three Provincial Tramways.
