Joseph Henry Abbott founded the business in 1853 with a store that supplied everyday essential items to those seeking their fortune on the goldfields. The timing and choice of store ensured that he would become a prominent part of the Bendigo business scene. Abbott's next venture was to establish the New Times Boot Market & Factory in Pall Mall, Sandhurst. In 1867, his wife took over running the shop which was located next to the Bendigo Arcade near Williamson Street. In 1876, the leather business of T Baulderstone was purchased, and operations were further expanded later by the acquisition of the Edinburgh Tannery at Sheepwash Creek, and The Edinburgh Leather & Grindery warehouse in Bull Street, Sandhurst. In 1889, Joseph Abbott passed all interests in the business to his son, who shared the same name, in partnership with an adopted son, Richard Hartley Smith Abbott. Desmond was born in 1931 in Beechworth but left at age 11 (in 1944) to be educated in Melbourne at Scotch College but returned to the town for holidays and when he was finished with school. Desmond is the son of Raymond Zwar who was 1 of the 3 brothers who owned the Tannery in Beechworth. He worked there when he was 19 for a year in 1950, when the first Baltic migrants came to town. In 1951, Desmond left Beechworth to work in Albury for a newspaper called the "Border Mail" before moving to Melbourne to write for the "Melbourne Herald". He was later known for becoming a writer, having produced 17 books under his name at the time of the interview. Mrs. Hedwig Bruckner was born in Answar, Germany, in 1920. She emigrated to Beechworth in 1955 at age 32 with her two children. Her husband was a prisoner of war in Russia for 6 years. After emigrating, Hedwig worked at the Beechworth tannery, but worked for the majority (20+) of her working years as a housekeeper for Doctor Collins. Her husband worked the nightshift at the Forestry Commission. Hedwig's testimony paints the picture of a life that was "very hard". When they moved into their house in 1956, they had no money for doors. Their two eldest children were pulled out of the convent school due to lack of funds, and their son worked as a milkman from a young age to supplement the family's income. Hedwig's testimony notes language difficulties and the number of European emigrant families in Beechworth, with which the Bruckners formed community bonds. Alfred 'Alf' Spencer grew up on a dairy farm run by his mother, west south west of Beechworth 'down Robertson Road', and was very well connected to the wider Beechworth area. In this oral history, he recalls his time driving the milk cart around Beechworth as well as the time he spent buying lollies and seeing the pictures. He talks extensively about working as a butcher at his brother's store, including how the butchers interacted with the rest of the town and the staff, as well as his time constructing roads and the pipe network of Beechworth. He discusses the dynamics of other workplaces around Beechworth, describing issues with how the local tannery treated its workers as well as how post-war migrants integrated across the town. He briefly discusses racial tensions between Chinese migrants and other miners on the goldfields. He also discusses the experience of health care in a rural area during his childhood. Sandhurst Trustees administered the business from 1979 until its sale in 1986. The Worland family has played a significant role in the life of the parish for many generations. James (church warden) and Elizabeth Worland had 10 children and at least 3 sons went on to become very involved in the church, holding some form of office. Henri became Town Clerk of Warrnambool, others involved in their own business in Warrnambool. Ernest Thomas Worland the 4th child, born at Portland on Sept 30th 1877, but lived most of his life in Warrnambool. He became a church warden in 1926 and remained so for approx. 40 years and vicar's warden for approx 15 years. Ernest married Margaret White in May 1902 and they had 6 children. Ernest worked in his father's tannery and took over the business on his father's death in 1918. His trade was listed as a 'currier'. He later turned to dairying when the business was destroyed by fire. Ernest and his wife lived on the corner of Henna and Lave Sts for over 40 years. His main interest was in Christ Church. Ernest died on 27th December 1963 aged 86 years and is buried in the Warrnambool Cemetery. His wife Margaret died on 2nd December 1967 aged 92 years. On his death the Vicar of Christ Church, Rev Gordon Brown, said "Mr. Worland had an outstanding record of service with Christ Church, Warrnambool. He was utterly devoted to his church and served with distinction as vestryman, church warden, vicar's warden and synod representative." The Pavillion was an extension to the Eltham Living and Learning Centre which was opened 8 October, 1994 In 1857, tanner John Pearson purchased three and a half acres of land in Little Eltham, at the western end of Pitt Street, with a 70-foot frontage to Maria Street (Main Road) and stretching down to the Diamond Creek for £100. He contracted Benjamin Oliver Wallis to build house for him. Wallis, a mason by trade who originated from the Cornish village of Newlyn, migrated to Melbourne in 1853 and was shortly engaged by Richard Warren to build the Eltham Hotel, which opened in 1854. When Warren fell into financial difficulty in 1858, Wallis purchased the hotel. That same year, Pearson constructed a tannery below the house with access to the water in the Diamond Creek. When Pearson became bankrupt in 1867, Wallis similarly acquired the house from Pearson’s creditors in 1868 and lived there until his death in 1896. For some of this time the house was in the name of Wallis’s son Richard but following his death in 1888, ownership reverted to his father. It was purchased by retired teacher Richard Gilsenen in 1899. Gilsenen was made acting head teacher at the Eltham State School in 1906 following the sudden death of head teacher John Brown. In the 1950s the house was bought by retired engineer Dr Alfred Fitzpatrick and his wife Claire who made various modifications to house goats and poultry as well as structural modifications to the house. In the early 1970s, Eltham Shire Councillors Frank Maas and Don Maling proposed an extended communities’ activities program be set up and the Commonwealth Grants Commission was approached for financial assistance. In 1974 a $50,000 Commonwealth Grant was received by the Shire Council to acquire the Fitzpatrick property as part of the planning to establish an extended communities’ activities program. Mr Maxwell Pemberton was born in Goulburn, NSW in 1923 and moved to Beechworth as a child just before the Great Depression. Mr Pemberton's father was a baker who opened a grocery store in Beechworth to support his seven children. The store, which competed with eight other grocery traders in Beechworth for finite local business, delivered goods by horse and cart to customers all over the district, including the hamlet of Stanley. Mr Pemberton's oral history testifies to the sorts of economic struggles faced by the majority of Beechworth's residents during the depression years. Mr Pemberton worked in many different industries in and around Beechworth, including in his father's grocery store, which he later took over with his brother; the Zwar Tannery, where he served as a union representative; and at the Ovens and Murray Hospital for the Aged, formally the Ovens Benovolent Asylum, established in 1862 for care of the district's destitute, disabled and aged people from Euroa to the Murray, among them, homeless people Mr Pemberton referred to as 'river-bankers'. The hospital's founding in the 1860s was driven by a committee headed by the notable figure, G.B Kerford. Beechworth's institutions were a major source of local employment in the twentieth century. Mr Pemberton joined the Australian Navy during WWII and served at Port Moresby in Papua New Guinea. During his period of service, he received an honorary award from the Royal Humane Society of Australia for aiding and saving a drowning civilian at risk to his own life. Mr Pemberton's oral history also touches on the complex relationship between Australian forces and local Papuan people during the war. This medallion was struck to celebrate the 100th anniversary of fellmongering in Mazamet in 1951. Fellmongering - In French, ‘delainage” means, literally, ‘de-wooling'. It is the industrial process of separating wool from sheepskins. In the 19th century, the southern French town of Mazamet became the world centre of délainage and played an important part in the Australian wool industry. At one time Mazamet was reputed to be the 15th richest town in Europe, and it was said that the town’s branch of the Banque Nationale de Paris (French banking firm) was the second largest in France. At its height, Mazamet had 48 fellmongeries and imported more than 100,000 tonnes of sheepskins a year from the southern hemisphere, mostly from Australia and Argentina. It also supported numerous associated industries such as tanneries, spinning mills and clothing manufacturers. In the 1980s Mazamet’s fellmongering industry fell into decline under pressure from environmental concerns and cheap imports. The town’s last two fellmongeries closed in 2004. The town continues to have a strong relation to Australia, with street names such as, Rue de Australie, Adelaide, Brisbane, Melbourne and Sydney in recognition of a connection to the two distant lands. Today, half a century since wool importation largely ended, there remains a link to the past. Elite quality leather and woollen clothing companies such as Hermes and Chanel still source much of their stock in Mazamet. This medallion was presented to William Haughton and Co. who were one of Australia’s largest wool-buying companies of the first half of the 20th century. Wm Haughton had a major presence in Geelong and its “SKINS WOOL HIDES TALLOW etc.” signs were prominent on railways stations throughout the Western District and beyond. Haughtons had branches in all Australian capital cities, New Zealand, London and Bradford. Its agents in Mazamet were Maison Louis Maffre, an enterprise founded by M. Louis Maffre, mayor of Mazamet from 1912 to 1919. This medallion was donated to the National Wool Museum by the family of Sir Robert Southey AO CMG, former managing director of Wm Haughton & Co.Bronze medallion contained within purple case. This photograph shows a piece of gold mining equipment identified as a mine winch, possibly an air winch cylinder of 1870s RG Ford's Patent design. Throughout the history of mining for gold and other precious materials, the windlass or winch (pictured) was used to bring up buckets full of soil from the bottom of a mine. This soil was then searched for gold/metals before being relocated to a different area. Due to the size and complexity of this particular piece of equipment, this winch may have been used to raise and lower mine carts to the entrance of the mine (often used in coal mining) and could have been used in raising cages up and down (acting as elevators) containing miners if the mine was particularly deep. The actual use of this particular item in the Beechworth locality is undocumented but these are some possibilities based on the use of these pieces of equipment in other mining locations. Mining can have a largely detrimental impact to the environment and therefore, the study of machinery like the one depicted in this photograph can help researches to reconstruct the methods and technologies used in the late 1800s and early 1900s. This particular item appears to have been removed from it's original site where it would have been used to assist with mining. It is possible that this photograph has been taken for recording purposes or as part of a machinery exhibition. Prior documentation records that this piece of equipment had connections to the Rocky Mountains Mining Company. Today, the Rocky Mountains Gold Mining company is famous in Beechworth for having been instrumental in the creation of the Rocky Mountain tunnel. Construction for this tunnel began in 1859 when a group of 12 men blasted a 400ft long tailrace though the rock beneath the town of Beechworth. Today, the 800ft tunnel, completed in 1871, is a popular tourist attraction but during the decades of gold mining, the purpose of this tunnel was to divert water away from the main sluicing operations so miners could better access gold and precious materials. The tunnel was used for this purpose for many years, later becoming useful for the Zwar Brother's tannery and currently as an outfall drain for Lake Sambell. This area continued to be mined until the early 1900s. The period when this item was in use is unclear but it is estimated to have been in the 1870s based on the design and appearance of the image. The gold works at the Rocky Mountain Tunnel closed in the early 1920s but the impact of mining remains in Beechworth today and therefore the study of photographs like this one which contain mining equipment can further understanding of mining in this region.This photograph has historic and research potential for study on the gold mining of the Beechworth region and types of equipment used to locate gold after the initial gold rush of 1853-1854 which resulted in the discovery of the surface gold and required miners to dig deeper to access precious metals. The clarity of the photo, and its good preserved condition, means it can continue to be used for research. To gain an insight into the flood levels at Kew, it is worth reading newspaper accounts of the event. The Age published an article - Valuable Gardens Destroyed at Kew - on 25 September 1916: "VALUABLE GARDENS DESTROYED AT KEW. From the heights of Studley Park, Kew, a splendid view of the flood waters can be obtained, and yesterday afternoon, despite continuous rain, crowds of citizens assembled there to witness the spectacle. There is a vast stretch of water some 300 or 400 yards broad, above the foot bridge connecting Gipps-street, Collingwood, and Studley Park. The river is only about 3 feet from the top of the embankment connecting with the ramp of the bridge on the Studiey Park side. When the upper llood waters come down it is almost a certainty that tne embankment will be submerged and the bridge rendered impassible. Below the bridge the waters again stretch out, and have submerged all the low-lying land on the Collingwood side and invaded the back premises ot the Kodak Co., Phoenix Biscuit Factory, a tannery adjoining thereto, the Shamrock Brewery, and Chinese gardens in the vicinity. At Walmer-street-bridge, at the end of Studley Park, the low-lying land on the Kew side is covered with water to the depth of many feet. Tlie land in question is owned in a great part by Mr Frank Lavers who haa gone in for intense culture on a pretty liberal scale on both the slopes of the hill and on the river flat. On the latter he is cultivating many acres of asparagus, and has at a considerable cost spent three years in preparing the ground and installing an irrigation system, reticulated from the Yan Yean water supply. This year the asparagus was put down, and the plants were in a promising condition. Tlie flood waters are now flowing fast over the land. The crop is ruined, and three years' work and expenditure destroyed. Mr. Laver's private residence fortunately is high above flood level, but two houses he owns off Young-street have been flooded out. Having been warned in time, the tenants removed their furniture hefore the water came down to Mr. Laver's residence, where they themselves have been given accommodation in the meantime. All the river flats in East Kew are under water. One or two low-lying houses have been flooded. Chipperfield's boat shed at Willsmere is nearly covered, and some Chinese gardens in the vicinity are several feet under water."This, and the other three photographs donated of floods in Kew are believed to be the earliest in the collection. The donation was accompanied by the following letter from the donor: "Hi. I found these in with family photos. Taken by family as Mamie McLeod was living in Fellows Street, Kew, so would be near there. Retain (or discard) as you see fit." [Donor's name and address withheld from public view]. To gain an insight into the flood levels at Kew, it is worth reading newspaper accounts of the event. The Age published an article - Valuable Gardens Destroyed at Kew - on 25 September 1916: "VALUABLE GARDENS DESTROYED AT KEW. From the heights of Studley Park, Kew, a splendid view of the flood waters can be obtained, and yesterday afternoon, despite continuous rain, crowds of citizens assembled there to witness the spectacle. There is a vast stretch of water some 300 or 400 yards broad, above the foot bridge connecting Gipps-street, Collingwood, and Studley Park. The river is only about 3 feet from the top of the embankment connecting with the ramp of the bridge on the Studiey Park side. When the upper llood waters come down it is almost a certainty that tne embankment will be submerged and the bridge rendered impassible. Below the bridge the waters again stretch out, and have submerged all the low-lying land on the Collingwood side and invaded the back premises ot the Kodak Co., Phoenix Biscuit Factory, a tannery adjoining thereto, the Shamrock Brewery, and Chinese gardens in the vicinity. At Walmer-street-bridge, at the end of Studley Park, the low-lying land on the Kew side is covered with water to the depth of many feet. In 1857, tanner John Pearson purchased three and a half acres of land in Little Eltham, at the western end of Pitt Street, with a 70-foot frontage to Maria Street (Main Road) and stretching down to the Diamond Creek for £100. He contracted Benjamin Oliver Wallis to build house for him. Wallis, a mason by trade who originated from the Cornish village of Newlyn, migrated to Melbourne in 1853 and was shortly engaged by Richard Warren to build the Eltham Hotel, which opened in 1854. When Warren fell into financial difficulty in 1858, Wallis purchased the hotel. That same year, Pearson constructed a tannery below the house with access to the water in the Diamond Creek. When Pearson became bankrupt in 1867, Wallis similarly acquired the house from Pearson’s creditors in 1868 and lived there until his death in 1896. For some of this time the house was in the name of Wallis’s son Richard but following his death in 1888, ownership reverted to his father. It was purchased by retired teacher Richard Gilsenen in 1899. Gilsenen was made acting head teacher at the Eltham State School in 1906 following the sudden death of head teacher John Brown. In the 1950s the house was bought by retired engineer Dr Alfred Fitzpatrick and his wife Claire who made various modifications to house goats and poultry as well as structural modifications to the house. In the early 1970s, Eltham Shire Councillors Frank Maas and Don Maling proposed an extended communities’ activities program be set up and the Commonwealth Grants Commission was approached for financial assistance. In 1974 a $50,000 Commonwealth Grant was received by the Shire Council to acquire the Fitzpatrick property as part of the planning to establish an extended communities’ activities program. The Fitzpatricks moved next door and Claire taught at the new Living and Learning Centre, which began in 1975, one of the first community education centres in Victoria. The Eltham Living and Learning Centre, with around 2000 participants a year, began in 1975 as one of the first Community Education Centres in Victoria. Classes ranging from macramé to wine making to environmental living have enriched the lives of thousands of people through the generosity of tutors sharing their skills free of charge. The centre’s heart is the brick cottage, built in 1858 by tanner John Pearson. He bought the three and a half acre (1.4ha) allotment fronting Maria Street (now Main Road) and stretching down to the Diamond Creek. The allotment formed part of a 316 acre (127.8ha) subdivision, owned by Josiah Holloway, called Little Eltham, north of the original Eltham Reserve.1 The allotment then passed through the hands of several speculators before it was sold to Pearson for £100 in 1857. Mr Pearson’s children attended the Eltham Primary School from 1864 to 1867. But creditors took possession of the property when his tannery folded in 1867. It was then sold to publican Benjamin Wallis, who owned the Eltham Hotel at the corner of Pitt Street and Main Road. In 1899 the property was bought by Richard Gilsenan, who became acting head teacher of the Eltham Primary State School in 1906. In the 1950s, retired engineer Dr Alfred Fitzpatrick and his wife Claire bought the property, and made structural changes. Claire, a journalist and community campaigner, modified and built pens for goats and poultry, a stable, a garage and planted fruit trees and a vegetable garden. In the early 1970s a young woman called Carina Hack approached Gwen Wesson at the Diamond Valley Learning Centre (Victoria’s first Community Education Centre) about starting a community centre. Following Wesson’s suggestion, Hack spoke to Shire President Alistair Knox ‘one bleak rainy afternoon, sipping hot drinks and discussing life’.2 Eltham Shire Councillors Frank Maas and Don Maling proposed a community activities program and the council received a $50,000 Commonwealth Government Grant for this venture.3 The Fitzpatricks sold their property to the council and moved next door and Claire taught at the new centre, which Hack named. Eltham obviously wanted such a centre as Hack recalls. ‘During the next two months we had about 50 volunteers working day, night and weekends, scrubbing down, plastering and painting walls, replacing floors, repairing fences, recycling furniture, sewing curtains and cushions, donating furniture, toys, equipment, clean-ing and gardening…’4 The first enrolment day saw a queue stretching up the driveway nearly to the gate and the first sessions attracted 270 people a week. Soon the outbuildings were converted into pottery studios and a large workshop. From 1979 the Eltham Art and Craft Market was held in the centre’s grounds and the Friends of the Centre ran it from 1980. A former program coordinator, Margaret Johnson, remembers enrolment day in the late 1970s and 1980s, when hundreds of people would queue – and some even camped overnight! Overnighters were greeted in the morning with fresh tea and toast. Another tradition was The Enrolment Day Cake with Recipe, given to volunteers. ‘One happy Enrolment Day fell on February 14 and let’s just say that St Valentine found some willing participants, paying $2 for a kiss.’5 Meanwhile the participants’ children could play at the Council Eltham Lower Park house in Hohnes Road, later in Susan Street. But the centre has had difficulties too. In 1990 a fire destroyed the stable and the police suspected arson. However the pavilion was built in its place.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Today’s Panton Hill Hotel was built around 1920. Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p61 Panton Hill was originally known as Kingstown, and consisted of only one hotel when the Orams Reef was discovered in 1859. Kingstown was a quartz mining centre and many old mine shafts remain in the area.1 Orams Reef was one of the first reefs with a rich find of gold in the area. The Hotel Francais, which had been operating in 1861, was well situated on the way to Queenstown (later St Andrews). So was Herr Hirt’s Hotel and store at Smiths Gully. The Kingstown hotel, known as the Frenchman’s and in 1864 as the Hotel de France, was run by a Monsieur Emile Hude and his wife Jeanne, and known for its good food. They hosted social events, business conventions and debates, attracting patrons from as far as Melbourne. The hotel’s name was changed to Panton Hill Hotel in 1905.2 In 1883 Charles Caudwell built another hotel nearby, possibly in Long Gully Road,3 which it is thought, was burnt down early last century. Today’s Panton Hill Hotel, built around 1920, is the only one of the cluster of buildings in the main road, not to date from around the turn of last century. It was severely damaged by fire in 2003, then underwent extensive alterations. It is the township’s only hotel and is an example of a modest hotel building exterior, constructed early last century. In its early days the hotel also housed the first post office, newsagency and store. Orams Reef yielded a total of £100,000, and fossikers also found alluvial gold in the creeks and gullies, but there is no record of the total value of their finds.4 Gold greatly increased the Panton Hill population, which peaked between 1865 and 1885. On holidays large sports meetings were held with wood chopping contests and foot races and the day would end with a ball. Miners came from various countries to seek their fortune, including many from China. The Chinese became unpopular however, and gradually left the district, although some stayed and grew and sold vegetables.5 Panton Hill was named after Joseph Panton, who in 1862 was appointed Police Magistrate for the Woods Point, Heidelberg and Yarra districts. Panton was an outstanding man, who in 1852, was Commissioner of Crown Lands and Assistant Commissioner of Goldfields at Bendigo. In 1874 he was promoted to Chief Magistrate for the Melbourne Police. Panton was also an artist, becoming president of the Victorian Arts Society in 1888, and in 1913, president of the Royal Geographical Society. Despite Panton Hill’s prosperity, it still lacked many services as poor roads made access to Melbourne difficult. A horse-drawn mail coach travelled to Melbourne until 1890, when the railway came to Heidelberg. The nearest doctor was at Yarra Glen or Heidelberg, and the Indian hawker Singh’s annual visit was very welcome. A miner’s shack opposite the school was used as a post office. Today’s general store and post office in the main road dates from early last century, and has changed considerably. While most people searched for gold, the more enterprising ones established farms to feed the diggers. Farmers grew wheat, barley and oats, and sent animal skins to the Eltham tannery, to make furs in Melbourne.6 As gold became scarce from around 1880, miners took up farming on 19 to 20 acre (8ha) allotments. The first settlers in Cherry Tree Road included Purcell, Smith, Owens, Hughes and Shillinglaw. By 1900 all the land had been taken up around Panton Hill and Hurstbridge. The orchards in Panton Hill and the wider district, particularly of apple and pear, were very successful, and made Panton Hill a cohesive and successful community. About 1914 the Moores built the first cool-store and refrigeration plant at their orchard in Cherry Tree Road. "A joint meeting of city and town ratepayers, convened by Messrs Francis Jago and Henry Johns, interested in the formation of a cart bridge in Hill street, over the Yarrowee Creek, was held on Saturday evening, in the Societies Hall, corner of Skipton and South streets, with the view of taking united action in the matter. Mr Morris was voted to the chair, : and about 60 persons were present. The chairman stated that the object of the meeting was that united influence should be brought to bear upon the City and Town Councils, so that a cartbridge should be erected. He said that Mount Pleasant would no doubt be thickly populated in a few years, and the bridge would prove a great boon to the inhabitants of the locality. By means of a cart bridge drays, would be enabled to save on their journeys to and fro between the mount and the batteries, at least a mile and a half each time. He hoped that the councillors for the south ward would assist them in this matter. Mr Jago, as one of the conveners of the meeting, said that united action on the part of both eastern and western ratepayers was requisite, so as to exert a strong pressure upon the City and Town Councils, in order that the work should be carried but. Mr Grainger moved the first resolution as follows;—“ That the construction of a cart bridge over the Yarrowee Creek at Sunnyside, to facilitate communication between the residents of the city and town, is urgently necessary, and that in the interests of both municipalities the two councils be asked to at once jointly carry out the work. In doing so he said that the necessity of a cart-bridge for the residents of Mount Pleasant would be apparent when the number of batteries, tanneries, and also the Woollen Mill, in the district were considered. The place was of growing import ance, and ready communication should at once be established. Another reason was that an immense saving in time would be effected. It was quite a common occurrence to see one, two, or three drays stuck in the bed of the creek which had gone that way to make a short cut. Now, what with the horses floundering about and breaking their harness, it seemed a wonder to him that life had not been destroyed before now, just through the want of a cartbridge. Mr Johns seconded the resolution. Mr Robert Calvert supported the resolution, and said that it was disgraceful action on the part of the representatives of the south ward that the work had not been executed long ago. They should come together like men and demand that the work should be done, and if not done they should not pay rates until it was. (A voice—“But they’ll make us.” Laughter.) The wooden footbridge across the creek was “only a wooden fabric, not fit for a Christian to walk across, and steps should be taken to remedy this also. Mr Blight, a resident of Mount Pleasant, said that, in common with others, he had been opposed to the erection of the bridge two years ago, but his views had since been altered. Cr. Morrison, who was present, said that the fault of the cartbridge not being erected over the Yarrowee at Hill street lay not with the City Council, but with their neighbors, who had always been opposed to its erection there. In 1874 a motion was carried at a meeting of ‘the City Council" by which the sum of £5OO had been voted to carry but the work. As the bridges over the Yarrowee were joint undertakings of the city and town, they had, by the provisions of an act of Parliament, called upon the Town Council to assist them in the erection of the bridge. In consequence, a conference of the two corporate bodies had taken place, when a motion was moved by Cr Howard, the representative of the south ward, and seconded by Cr Turpie, of Ballarat East—“ That the bridge should be erected at Hill street.” The motion was rejected, principally through the eastern representatives, who wanted the bridge lower down. Since then the two councils had often met to consider, the question of bridges over the Yarrowee Creek, but nothing had been done at the meetings, as the Eastern Council wanted the bridge in one place and the City Council in another. He had himself, when first elected to the council, given notice of motion affirming the desirability of a bridge, at the place now fixed upon. The Woollen Company was growing in importance, and a direct, road to its works would greatly advance its interests. For the working, expenses of each ward £400 was annually, appropriated; and this amount would not be sufficient carry out the work. They would have to obtain a special grant of about £900, as Hill street would require a culvert to be erected therein, as now it was virtually an open drain which carried the drainage of the western plateau to the Yarrowee. He advised that strong pressure should be exerted, specially upon the Eastern Council, and then the work might be carried out. He thought that if the foot bridge was repaired, and large stones thrown into the creek, it would do until the bridge could be erected. The chairman then put the resolution, and it was unanimously carried. Mr Hamilton moved the second resolution— “That Messrs Fern, Greenwood, Peirce, and Jago be deputed by the meeting to wait upon the City and Town Councils and present the first resolution; also that petitions in its favor be signed by all ratepayers interested.” Mr Haigh seconded the resolution, which was carried. Votes of thanks to Cr Morrison for his attendance, and to the chairman for presiding, were passed, and the proceedings terminated." (Ballarat Star, 9 August 1881, page 3) "WOOLLEN MILL BRIDGE YARROWEE IMPROVEMENTS Though brief the official ceremony of opening the bridge across the Yarrowee Creek, near the Sunnyside Woollen Mills, was of an interesting character. It took place at noon yesterday in the presence of the Mayors and councillors of the City and Town. Hon. F. Hagel thorn (Minister of Agriculture).Hon Brawn. M.L.C., Lt-Col Morton (Acting City Clerk). Mr J. Gent (Town Clerk of Ballarat East), Mr A. Farrer (City Engineer), Lt. L. Finch (who is about to leave for the Front, and who assisted Messrs A. Farrer and G. Maughan in carrying out the project, Mr W. Hurdsfield (Clerk of Works) and others. An apology was received from Mr J. McClelland, contractor for the work. Mayor Hill expressed pleasure in Introducing Mr Hagelthorn, who had at great personal sacrifice and inconvenience come from Melbourne to perform the opening ceremony of that beautiful bridge, which was of great improvements that had been effected.When Mr Hagelthorn was Minister of Pubic works he visited Ballarat specially to see the condition of the creek, which at that time was in a disgusting state from a sanitary standpoint. After viewing the position, and realising the justice of the claim. Mr Hagelthorn made strong representations to the Government of which the was a member with the result that it voted £17,000 for the work. That action had been the means of turning a plague spot into a thing of beauty. They therefore owed a deep debt of gratitude to Mr Hagelthorn and the Government of which he was a member, and they were particular grateful to Mr Hagelthorn for coming to Ballarat to perform the open ceremony. Mayor Levy said he could bear testimony to the good work Mr Hagelthorn had always done for Ballarat. In him Ballarat and district always had a good friend. He thought Mr Hagelthorn would feel amply gratified at seeing the good work that had been done. It would serve as some reward for the expenditure, on behalf of the residents of Bal larat, of the amount of money made available through Mr Hagelthorn's instrumentality for the two municipalities. Otherwise the City and Town councils would not have been able to carry out so necessary and so beneficial a work. There was a great amount of work yet to be done, and when the financial market became low stringent Mr Hagelthorn would no doubt be pleased to take the necessary steps to have money provided for further works which could not be undertaken at the present time. The adjacent woollen mill was a standing monument to what was being done in Ballarat, and what ever the City and Town Councils or the Government could do to encourage such manufacturing enterprise should be done, and he was glad to be able to say that was being done as far as finances would permit. He concluded by presenting Mr Hagelthorn with a gold mounted pocket-knife with which to cut the ribbon stretched across the centre of the structure as a bar to traffic. The Hon. F. Hagelthorn, who was greeted with applause said before him was a good work well done in the interests of the public. Real prosperity could only be achieved by a movement carried out by the people to increase natural productiveness. Most of them had been made aware, on account of the war par tiularly, that the people who were best equipped, the industries that were best organised, and the Governments that were most intelligently controlled would get the most of this world's goods and some of its luxuries that Would be denied other people less efficient. Any thing the Government could do to promote industry and to increase the reward of those engaged in it, both employer and employee, would be done. Most Governments would do but little in that regard. ...
