This photograph, from the 1950s, shows an Alpine Fire Prevention technique of "burning off" low levels of scrub to reduce the level of available fuel against any possible summer bush fires.The Alpine regions accumulate high levels of potential fuel (undergrowth and small shrubs) which if not reduced has the potential of breaking into a dangerous bush fire. The men in this photograph are not wearing any protective clothing. Their visibility to other firefighters is severely reduced by smoke. This photo is a snap shot in time when Occupational Health and Safety Legislation was in its infancy stage.This photograph details the fire prevention activities in the Victorian Alps under the management of the SEC Victoria. This photograph details (early to mid1950s), the Victorian Alpine region when this remote area was part of a "lay back" rural landscape,occasionally visited by recreational adventurers and some wayward tourists. The mountain ranges had provided an adequate barrier against the way-would traveller, but with the opening up of this region by the provision of improved roadways and accommodation facilities, courtesy of the Kiewa Valley Hydro Electricity Scheme, changes such as tourism and its impact upon the "natural" state started to show its side effects (clearing of the land). The expansion of the European immigration numbers (1950s) coming into Australia was increasing after World War II which not only provided increased construction workers to the region but also immigrants who appreciated alpine regions. Some of these immigrants contributed to the expansion of the region and provided for a greater degree of diverse professions and rural related work force.This photograph depicts the borderline in time between an exclusively rural based population and respective activities(early 1900s)to the present (2000 on wards) integrated village, tourist and retiree/holiday area. The time when land was exclusively used in agriculture and Alpine grazing lands is over. The Kiewa Valley is loosing its hiding place and is becoming more and more a source of untapped residential land and winter time recreational adventure lands. The changes brought about by modern technologies involving recreational activities such as hang gliding, gliding (local airstrip), mountain bikes, car rallies and their associated clubs is providing for an increased short term population boost. The post World War II migration of European "snow skiiers" into Australia combined with the construction of Hydo Electricity Schemes in both the N.S.W.and Victorian Alps regions, opened up these winter snow areas to a greater influx of tourists and holiday adventurers interested in "winter" sports. The ability to project, on a global scale, skiing facilities of international standards to those in the northern hemisphere during their summer has opened up the Australia ski resorts and their facilities to a much greater winter sport orientated population. These cross country skis were purchased by a member of the Bogong Ski Club and were part of a bulk ski stock consignment from Finland in 1966/67. They were introduced into the Victorian Alps to encourage skiers to take up cross country skiing both at Falls Creek and Mount Buller. This initiative spurred on the now annual 42 kilometre cross country "Kangaroo Hoppet" race at Falls Creek. This race is currently the biggest cross country snow skiing race in Australia. These snow skis were made in Finland. They are wooden (hickory) skis and made from four strips (glued and shaped) pieces of wood that are not laminated. There is a painted blue flash on the top of the skis that extends the full length of the skis. The face of the underside of the skis is flat and is coated in black Stockholm tar. Glider or grip wax was applied onto this base. The top body of the skis is tapered from shoe position to both front and back tips.Tapered curvatures from foot radiating to all sides provides the required aerodynamics. This book of planning and construction details covers the first detailed records the Kiewa Hydro Electricity Scheme of 1919 (ORIGINAL), 1958 (2nd Modified Plan) to the last general plan of 1961. It is an excellent overview of one of Australia's greatest construction projects (along with the Snowy River Hydro Scheme). This book highlights in detail the planning, programming and construction phases throughout the life of the construction from 1919 onwards until the 1960's. There were a few copies made using carbon paper and a type writer on foolscap paper.This book with its Parts A to D, photographs and plans/tables is very significant to the Kiewa Valley region as it details "the bones" of one of Australia's greatest construction projects that was undertaken by Governments that had the foresight and the will to undertake such a costly and environmentally imposing project for the benefit of their states and their country. This project was at a time when financial and security pressures where at a high and fluctuating level. This project was the major contributor to the expansion and diversity of non rural activities within the region. It was directly and indirectly the cause of better transportation avenues, tourism and the lifting of the regions natural facilities to sustain an ever increasing long term and short term population.This large hard (thick cover) book has both front and back sides fastened to the spine by two brass screw on pins. The book title, author/compiler and the commissioning organisation (STATE ELECTRICITY COMMISSION OF VICTORIA) together with the SEC Vic emblem are all embossed in gold script.The spine is also embossed with the title. The book contains 396 pages consisting of the 390 pages which are the duplicate(carbon copy) of the original type written pages and 6 pages of site plans. Sprinkled throughout the book are 36 original photographs of various stages of construction. The Kangaroo Hoppet is a long distance (42km) cross-country skiing race held annually at Falls Creek on the Bogong High Plains. The first race was held in 1979 and has been part of Worldloppet since 1991. It is held annually on the fourth Saturday of August. The event also includes the Australian Birkebeiner (21km) and the Joey Hoppet (7km).The Kangaroo Hoppet is an international event held annually on the Bogong High Plains. This SEC cook book was produced circa 1950s when the Kiewa Hydro Electricity Scheme and its Commission was in full swing. The Commission had constructed two settlements, Mount Beauty and Bogong Village to house construction workers and their families in a "closed" community. These "closed" communities were for SEC staff and construction workers only. Entry into these villages was restricted to "SEC pass" carrying construction staff and their families. All facilities such as retail, sporting and other community services was provided by the SEC. This created an isolated community in which limited individual choice or administrative family leeway was available. It was a typical company town (live and work for the company). The Company was in the Kiewa Valley constructing power stations for the Kiewa Hydro Electricity Scheme of Victoria. In one way the individual did not need to be concerned with living costs, educational needs for children, and recreational amenities and therefore "normal" community survival /living methods did not apply. This living, although restrictive, was quite simple. When the scheme was completed, in 1961, marking the end of company town, caused some of the employees, who had enjoyed the "controlled" township environment, a fair degree of angst in having the new 'laissez-faire" controls thrust upon them. This was magnified when both Mount Beauty and Bogong Village became meshed into the Bright Shire, vis-a-vis, local government. This cook book is a prime example of " the company is looking after you" and leave the worrying to us. This environment of a "company town", which creates the atmosphere of minimal personal responsibilities, is still present in a few remote mining towns in Australia at the beginning of the 21st Century.This book is a classical example of the psychological control in which the company had its construction workers families living in. The motto of many companies who had employees in isolated regions was "keep them happy". A happy and contented worker is a more productive worker. This was a period in time (1950s to 1970s) when social psychology was gaining recognition in the Australian workforce as well as internationally. At the end of the construction of all the power stations both the Mount Beauty settlement and the Bogong Village became more integrated into the main stream of rural Australia environment. Development of tourism in the region opened up not only interaction with a greater cross section of the ever expanding type of Australian but also the overseas based non rural culture tourist or immigrant. It allowed the intermingling of ideas in a non company controlled environment. The Mount Beauty and Bogong Village has, and even up to the 3000 Millennium, the same housing construction, as was built by the SEC. There has only been a very gradual change to modern domestic architectural home styles. This SEC cookbook has a folded cover with two staples at the spine, securing eight double sided pages. The white pages contain black print and sketches(3), and one black and white photograph (of the author). The front cover is mainly orange in colour with a gradual fading into yellow(at the top). The cover is approximately 210 g/m2 in thickness and each page is approximately 90 g/m2 thick. Front cover: top of page "SEC Cook Book of Family Favourites", in the middle a sketch, black on orange background, of a smiling mother walking from the kitchen to the dining table with a steaming rolled roast and vegetables in one hand and a gravy pot in the other. The furniture and decor relates to the 1950s. Below this sketch is printed"SEC TESTED RECIPES NO. 16" Inside cover: on top of the page is a black and white sketch of a pineapple, apple pear fish with scales, bunch of grapes with leaves a pork roll (head of pig one end and a roll ending on the other, on top of this food arrangement rests a fruit pie. The inside back cover has a promotional segment detailing a black and white photograph of a smiling (and happy) couple in the foreground with an electric stove in the distance. This spoon rest is a souvenir item for tourists to purchase. It is a souvenir of the presence of Southern Right whales at Logans Beach, a few kilometres from Warrnambool’s Central Business District. Each year Southern Right whales have been migrating from sub-Antarctic waters to the east coast of Australia during the winter months. Some whales have been coming each year from approximately May to October (since the 1980s) to have their calves at Logans Beach near Warrnambool. This area is now known as Warrnambool’s Southern Right Nursery. The whales calve about every three years and stay in the local waters along with other whales for about three months and over the past thirty years or so over 100 calves have been born at Logans Beach. The whales are now a winter tourist attraction (if an unpredictable one) as they can be viewed from a raised purpose-built platform area and they are often very close to the shore.This spoon rest is of interest as it is a souvenir of the Southern Right Whale Nursery at Logans Beach, Warrnambool and it has a practical use in the kitchen. This is a souvenir which would have been mass-produced for tourists with the wording on the boomerang added to suit each different town or place. This type of souvenir was popular in Australia in the 1930s, 40s and 50s. This item came from a Hamilton antique shop.This item is of some minor interest as it demonstrates what tourists were buying in the 1940s. The use of the boomerang would indicate that overseas and local buyers would be attracted by what was seen as a typical Australian symbol. These types of folding postcards, showing scenes and buildings in Australian towns, were mass produced for tourists in the 1930s, 40s and 50s and later. Many similar cards of Warrnambool views have survived today. These commercial photographs are of minor interest as there are many other copies available. They show what tourists were buying 60 or 70 years ago and give us some idea of what Warrnambool streets and tourist spots looked like at that time. This book was written by Vivienne Worthington, a relative of the family of Albert Withers, the founder of Pioneer Coach Tours. From the hire of his first vehicle in 1905 Albert Withers always used the name 'Pioneer', until he ultimately established Pioneer Tourist Coaches, which became 'the largest of its kind in the Commonwealth' and in many respects unique.
