Vaughan (Kew's Civic Century, 1960, pp.195-6) quotes Council Minutes of 1938 and 1939 to record that: "After protracted negotiations between the Council, the Railways Department and the Tramways Board agreement was reached in June, 1938, for the filling of the railway cutting at the Harp Junction and shifting tram tracks to the High Street alignment ... The Outer Circle railway land from Princess Street to Park Crescent was purchased by the Kew Council in October, 1939, for 2,750 [pounds]. The land from Park Crescent to High Street was leased for 1 [pound] per annum. The Walton Street Fire Brigade building was constructed in 1893 (Rogers, 1973) replacing an earlier building on the site constructed for the Kew Volunteer Fire brigade. The building was demolished in 1941. In the background of the photo is a nouse on the corner of Peel and Walton Street which was also constructed in 1893 and which was to house a fireman from the brigade.This work forms part of the collection assembled by the historian Dorothy Rogers, that was donated to the Kew Historical Society by her son John Rogers in 2015. The orthodox version of the origins and history of the Kew Elder(ly) Citizens’ Association was established by Cr. W. D. Vaughan in his book Kew’s Civic Century (1960), when he wrote that: "When Mrs. C. H. Simpson was Mayoress in 1952 she set up the Elderly Citizens’ Association to care for the needs of ages persons in Kew. The idea was strongly supported and a start was made by providing social afternoons for elderly folk at Southesk. Visiting sick people in their homes, providing firewood where needed, and other activities were undertaken by the Association. The aid of Council was sought to further the work. It was decided that a social unit for elderly folk be established at Southesk." (p.126-7). In the following pages, he describes in detail Council’s role in formally establishing the Association. This ‘official’ version was reasserted in the later Thematic Environmental History of the City of Boroondara (2012). However the origins and gestation of community of organisations is rarely straightforward. In 1965, five years after Vaughan’s book was published, the author of East Kew Women’s Club : Twenty Years : 20-7-1945-30-7-1965, writing about the period July 1947 to July 1950, described the role the Club played in establishing the Kew Elder Citizens Association. The author wrote: "At a meeting of the Kew Community Aid, the plight of many elderly people in Kew who were dependent on pensions was raised and in order to ascertain their needs the practice was begun of serving morning tea at the Masonic Hall in Walpole Street, where pensions were then paid. From this beginning the Kew Elder Citizens Association was formed in Kew with wide support, and Club members gave willing support on the committee, in helping serve afternoon tea and in entertainment." (p.4) Photographic evidence also leads to questions about Vaughan’s version of events. Kew Library history: 1860: Kew's first library was the Kew Literary and Scientific Society, which opened on 6 August 1860. 1884: Kew Town Hall was extended and the library transferred to a room on the upper floor. This was not an ideal arrangement as the room was required for Council purposes. 1904: A cottage adjoining Kew Town Hall was purchased for use as a library. 1937: The library was closed for a major overhaul of stock and renovation of the building. It reopened in December 1937 and remained there for more than 35 years. 1973: When the Civic Centre opened in Charles Street, Kew, the library moved in. 1987: Kew Library moved to its current location in the converted city hall, overlooking the beautiful Alexandra Gardens. The painter of the work is unidentified. While the frame was made in Brisbane, the artwork is likely to be European in origin. The framer, William Lewis Hamilton, trading as A.L. Hambleton is listed in a Commonwealth of Australia Gazette of 1917. (No.113) in an application for copyright. The donor's ancestors, who included a number of amateur artists, lived in Coorparoo, Queensland.Oil on canvas mounted in an elaborate gilt wooden frame. The two-storey red brick with concrete detailing hall building, according to Vaughan (1960) was the 'meeting place for very many lodges in the various degrees of Freemasonry. The borders of the main components of Kew and Kew East have not always conformed to current boundaries. In the past this photograph has been labelled as East Kew, whereas for most of the twentieth century the site has been within Kew's borders. The purpose of the photograph is unrecorded yet it has value in that it shows those businesses who occupied this site in Kew during the early 1960s.This small photograph is significant as it shows the location of and building used by WD Vaughan, former Mayor of Kew who was a successful newspaper proprietor in Melbourne.Small polaroid colour positive of High Street in Kew, probably in the 1960s. At the end of the walls of the viaduct there is an entrance to a walkway [now the Anniversary Trail], which once provided access to Windsor Avenue, and also to the East Kew Station (now demolished and part of the Outer Circle Railway Reserve). On the other side of this walkway is a cream brick building (demolished) occupied at this time by WD Vaughan Pty Ltd, printer and publisher of the Kew Advertiser (newspaper). Stretching behind the brick facade is an extensive building that must have housed the printing works. Beside Vaughan's, there is a large building (demolished) housing at that time an estate agent named AJ Kennedy.
