Eltham Courthouse Officially Reopened (Jim Connor, EDHS Newsletter No. 263 April 2022) In the Conservation Management Plan prepared in 2006 for the Eltham Justice Precinct there is mention that more than 350 court houses have been built by the Public Works Department since 1856, when the Department was established. It also states Eltham was in an early group of 'Victorian Free Classical' structures, featuring a projecting entry porch and gabled roof. Characteristically, this group shares a simple, rectangular shape, central placement of the court room with smaller-scale offices set back at the sides or rear of the court room, arched openings, and decorative string courses. The Statement of Significance listed in the Victorian Heritage Register states: ‘The Eltham Court House dates from the time when the town was largely self-contained. It was initiated in response to itinerant gold prospectors who turned to crime when their quest was unsuccessful. This type of localised solution is characteristic of the self reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community.’ It also states: ‘The Eltham Court House, built in 1860, is one of only two intact examples in the state of this simple design with projecting entry.’ So with this background it is most appropriate this valued historic building has recently been the subject of a total restoration, as detailed in previous newsletters. This was a major project undertaken by Nillumbik Shire Council. At a small function in the Eltham Courthouse, on 23rd March 2022, Nillumbik Shire Council Mayor Fran Eyre declared the fully restored building officially reopened. In doing so the Mayor spoke about the earlier law and order function of the court and the importance of this building to the Eltham community. Wingrove Ward Councillor Geoff Paine then highlighted the importance of historical societies and groups within the shire and their valued activities in recording and preserving their local history. EDHS president Jim Connor thanked everyone involved with the project and provided an overview of the history of the courthouse. Michael Ioannides, Council’s project manager, spoke about how the restoration process proceeded and those involved in undertaking the works required. Cr. Natalie Duffy, various council officers, EDHS executive committee members, as well as representatives of the head contractor Ducon Building Services and the heritage advisors, RBA architects and Conservation Consultants, were also in attendance, as was a representative of Nillumbik U3A. After the formal part there was some light hearted interpretation of how past legal proceedings may, or may not have, occurred within this courthouse, before some refreshments were shared in the former second courthouse at the rear, which is now utilised by Nillumbik U3A. Introduction and welcome by Mandy Press (Executive Officer, Shire of Eltham) with speeches by the Hon. Pauline Toner, Member for Eltham and Shire president, Cr. Alan Baker. The Hon. Pauline Toner acknowledged Shire President Alan Baker and her parliamentary colleagues Vin Heffernan, Neil Brown and Bob Halderson and Councillors; three levels of Government which led to the achievement of the kinder, and gave special thanks to the Council and parents for the forward planning to accommodate children from babyhood to school with childcare, kinder and baby health facilities all combined in one facility in the middle of parkland in a residential area. Shire President Cr Alan Baker then followed to formally open the centre. The site had been identified in early 1985 at that stage only as a pre-school but with an opportunity to develop, the additional services were driven by Cr Baker. Though a very long name, its simple message is "Care for Kids." Designed by architect Neil Biggins of Clark, Hopkins and Clark. Cr Baker stated that the theme of "people living in the environment" was very much encapsulated by the facility. Cr Baker informed that the construction of the facility had led to some concerns with a reduction in open space and potential traffic generated to the facility and those users of the facility were asked to ensure their use is sensitive to the local residents. Cr Baker talked about the financial costs and how the Federal grant funding was no longer as plentiful as previous and that the Victorian Government had come to the assistance thanks to Pauline Toner covering some other costs as well as the ongoing running costs of around $40,000. The Federal Government contributed $233,000 out of a childcare component rather than preschool. Cr Baker thanked Mandy Press again as well as Shire Engineer, John Stanton. Cr Baker also acknowledged Ed Latanzio who was in charge of the project, along with his colleague Alan Lansdowne; Gary Bartlett and his team for the exterior surroundings to the facility. He mentioned that Neil Biggins the architect had said not many Shire Councils show the same commitment to the exterior surroundings as the interior which was a credit to the Council and Gary Bartlett. He also thanked Bev Vern, Council's preschool advisor who assisted in developing the programs; Grant Roberts from Federal Office of Childcare for assisting the Cooperative in setting up the funding program; the builders George Takola and George Apted; Michelle Matello who undertook the needs analysis that identified another preschool was required; Cathy King who assisted in the development of the childcare program; Pat Grundy and Susan Forbes, Council officers who assisted with the development of the services and the members of the preschool committee. In addition, local residents and in particular Helen, Peter and Chris who advised Council of their concerns and worked with Council to overcome these issues; members of the Interim Steering Committee and the Directors of the Childcare Co-op. Cr Baker stated that the Co-op nature of the facility and the location of the three services under one roof was unique and the task of the programs was to be led by Annie, Dianne and Lynn Afternoon tea and activities followed the unveiling of the plaque. Shire of Eltham Archives: Series 69, Item 7 Opens with aerial views of the Shire, 85% of the shire covered by the Green wedge principal. Discusses the obligations required of the Shire to maintain the Green Wedge. The Shire covers over 27,000 hectares with a population in excess of 45,000 residents, more than 70% living in the southern 10% of the Shire in suburbs of Eltham, Montmorency, Lower Plenty and Research. 85% of the Shire in the more sparsely populated northern area which is covered by the Green Wedge. Council is committed to providing a parity of services to all residents such as garbage collection and maintenance of roads. Views of rubbish collection trucks in Montmorency. It is emphasised that the cost of these services in highly populated areas is relatively low whereas in the sparsely populated Green Wedge areas, considerable. There are hundreds of kilometres of roads throughout the Shire, many unmade and maintenance is high to check overhanging trees and erosion especially on the steep hills is expensive and disproportionate to servicing the population in the dense urban areas. Shows views of hilly gravel roads and graders at work maintaining them. Shows scenes of assessing planning applications in these rural areas which takes significantly more time as well as other services provided such as Meals on Wheels, building permits, Ranger services. Provision of recreational facilities in hilly areas requires the acquisition of expensive river flats (views of cricket ground surrounded by hills) and where not possible, costly earthmoving required. Also, views highlighting extensive tracks of natural habitat home to significant bird, animal and plant life. Shire emphasises its commitment highlighted by the Eltham Copper Butterfly which the Shire maintains small pockets of bushland to ensure its survival at significant expense (views of Pauline Toner Copper Butterfly Reserve.) Short interview with Pat Vaughan, Environmental Officer for the Shire discussing the Eltham Copper Butterfly who also mentions many other species in the Shire of high significance from bats to mammals to plants as well as the importance of the Green Wedge to Melbourne – the lungs of Melbourne - and ensuring the protection of very important habitat which requires a great deal of planning and management to look after. Views of Wingrove Park to emphasise this maintenance by machinery in some areas is too damaging and introduced species, etc must be removed by hand. Balancing the services and facilities expected by the community with the needs of the environment requires careful planning demands requires careful planning and the principals of the Green Wedge require constant attention in the face of growing need for housing. Director of Planning & Environment, Richard Allen advises there are approximately 1,300 planning permits and development applications each year ranging from simple subdivision, boundary realignments to further complicated non-urban developments for agricultural pursuits and the level of expertise required from architectural and engineering to land degradation, flora and fauna. The Eltham Library was located at the southern end of the newly constructed southern wing of the Shire Offices at 895 Main Road. The first dedicated library in the shire was the Children's Library built by the Eltham War Memorial Trust (now the Eltham War Memorial Hall). Funds were raised by volunteers to purchase books, the land and construct the building. This library initially opened in the Eltham Public Hall on the corner of Main Road and Arthur Street around 1948. The Children’s Library building was opened in 1961 but the transfer to the Eltham Council of the War Memorial Trust land and buildings in 1965 saw the closure of the children's library, which held over 2,000 books that were then transferred to all the schools in the shire which had participated in the monthly book exchange of boxes of books by use of the railways, bus companies and private cars. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. The Brinkkotter house in Dudley Street became the first of the general library services in Eltham with shelving from the old Heidelberg City Library, staff borrowed form the Heidelberg Library and some use of the 1941 Shire Office in Main Road. By 1971 the 1964 Shire Office had the southern extension added and the Library was located on the lower level with Engineering and Planning on the level above. By 1986 this library was experiencing overcrowding from lack of space and equipment needs. With Federal Government assistance, Council was able to design and build a new library which was located in the Eltham Common and opened in May 1994.Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street. Notes concerning impact upon Eltham War Memorial Garden of a proposed roundabout at Dudley Street, Eltham, September 1996 - In 1996 Nillumbik Shire Council proposed the provision of traffic lights or a roundabout to alleviate traffic concerns at the intersection of Main Road with Dudley street and Panther Place. The Society had no real concerns with Panther Place as it had no perceived impact upon Shillinglaw Cottage however survey pegs for a new road alignment to provide for a roundabout at Dudley Street were placed within the Eltham War Memorial Gardens which was significant concern. Harry Gilham, then President of the Society was on the working group with Council and the RSL to discuss this proposal. Ultimately it did not proceed and traffic lights were installed. No action occurred at Panther Place. 2. Notes pertaining to Eltham Town Focus Group and the Eltham War Memorial Trust property, c.January 1997 - These notes from Harry Gilham relate to a draft report "A Community Vision for 'The Eltham War Memorial Trust' Property Main Road, Eltham" being prepared at the request of Chief Commissioner Don Cordell, Nillumbik Shire Council, 31st January 1997. Harry handed over these notes to Jim Connor on 14 March 2010. Jim had replaced Harry as President of the Eltham District Historical Society in 2009. They also reference Stanley S.
