From 1928 until the 1980s, Melbourne Legacy ran an excellent exercise program for its widows. Classes were held weekly at Legacy House and there was often a waiting list for the water classes, which had both swimming instruction and water exercises. The man photograph in a garden is Joseph David Starkie, who was a Bulla Shire councillor for more than twenty years and during that time he was elected Shire President four times. He was also a member of the Sunbury Waterworks Trust and served as the chairman from 1905 - 1908. While serving on the water board he was instrumental in Sunbury gaining a permanent water supply. A drinking fountain has been erected on a reserve at the Village Green to honour the arrival of the permanent water supply to the town. The installation of a permanent water supply benefitted the town and contributed to a more reliable rail service as steam trains refilled their tanks with water at Sunbury Station. Albert, the son of William Devereux Harbert and Anna Maria Gooch) was born in 1890. He died 15 June 1971 in Malvern. Phoebe Rebecca Georgina Colton (b 1889, Williamstown; d 31 August 1968), the daughter of Henry Culter Colton and Elizabeth Georgina Lucas. Albert and Phoebe were married in 1912 and moved into the house Albert had built at 237 Union Road. He bought the 60 foot frontage block for £60 in 1912 and built the home for £240. Albert built a number of homes in the locality and the shelter sheds at Chatham School. Phoebe had worked as a seamstress prior to marriage, earning 2/6d a week. They had 2 daughters Unice and Norma. Unice remained single. Norma married Henry Jamieson. They both lived to a good age and continued to live locally until frailty in old age caused them to move to nursing homes.
