History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. Meeting to discuss the Nillumbik Shire Council's proposed sale and devlopment of the former Shire Office site at 895 Main Road as well as the Eltham War Memorial including the Maternal and Infant Welfare Centre, Eltham Pre-school and Eltham War Memorial Hall and Memorial Gardens at 903-907 Main Road which also includes thje Eltham Senior Citizen's Centre. The meeting was attended by more than 300 people which considered the following: Motion from public meeting – Saturday 13th October, 2018 1. This meeting has no confidence in Nillumbik Shire Council's proposed process for the re-development of 895 and 903-907 Main Rd, Eltham and we deplore the cursory attention given to public consultation to date. 2. Reproduced on p40 of 'Pioneers & Painters' Mr Robert Harris (centre) was associated with the paper for forty-seven years. The Printing office of the 'Evelyn Observer' at Kangaroo Ground operated from about 1872 until it became the 'Advertiser' and moved to Hurstbridge during the 1914-1918 war. The building was then used as Shire Office, later destroyed by fire 8 Feb. 1934. View looking north along Main Road, Eltham from near present day Dudley Street. On the immediate left is the railway station. The large weatherboard building on the bend (opposite present-day Arthur Street) with signs for General Store, Refreshments and Summer Drinks painted on the side is Luther and Ada Haley’s General Store and Bakery, built 1902. This was the first building in what is now Eltham’s present shopping town centre. Haley previously ran the General Store and Bakery on the corner of Main Road and York Street until his lease expired and the premises were bought by Mrs Sarah Burgoyne in 1902. The store later was known as Staff's Store. Followed by the saleyards, entrance to station, slaughter yard and William J Capewell’s butcher shop. Contained within the saleyards facing the street, a small shelter with the name H.H. Clark upon it. Horace Harold Clark was the son of Eltham State School’s first Head Teacher, David George Clark. As well as being a farmer, he was an Estate Agent and conducted auction sales, presumably from this shelter. On the eastern (right) side of Main Street is Haley’s Paddock, which was used on occasions for community picnics. Capable of holding 10,000 people, with ample shade and hilly surroundings it was an ideal place for any community gathering such as the State Schools’ Picnic in 1904. A worker from the bakery store is standing in the gateway at the rear of the store observing the photographer. People in the ‘Sunday Best’ are milling in front of the bakery or strolling down the centre of Main Road. The picture was most likely taken on a Sunday. With the opening of the railway to Eltham in 1902, Melbourne residents would regularly enjoy a Sunday excursion journey on the train to Eltham for a day’s outing to the countryside or beyond to Hurstbridge from 1912 when the railway was extended. Founder of Montsalvat Reproduced Page 106 of Pioneers & Painters, edited by Alan Marshall (1971) Note: print in book and print copy are mirror imaged There was probably little earth building done in the district in this century until 1934, when Justus Jorgensen, architect and artist, bought land in Eltham and with his students and followers commenced to build the fascinating complex of buildings now know as ‘Montsalvat’. These buildings and his use of materials, both local stone and earth, and reclaimed materials, were to have a remarkable influence on the Eltham district-particularly in the period following World War II. The first building at ‘Montsalvat’ was a picturesque house of or rammed earth with a high-pitched roof. Jorgensen has used a variety of building materials but it is possibly his use of earth, both pise-de-terre and mud brick, which has had the most influence on the environmental building in Eltham in the post war years. Luncheon reception held at Austin Hospital, Heidelberg to open appeal for the Stage 2 Building Appeal. L-R: Mr H. Foletta, Chairman of Austin Hospital Appeals Committee, Cr. J.O. White, J.P., Shire President, The Hon. R.J. Hamer, E.D., M.P., Premier of Victoria, and Treasuer and Minister of the Arts. The July 1973 appeal's target was $500,000, which with government subsidies aimed to pay for a nine-story building alongside stage one - a combined ten-storey teaching, research and medical centre. The new block was planned to provide the Austin Hospital with 218 additional beds, eight extra operating theartres and a comprehensive range of medical, diagnostic, therapeutic and anciliary services. The hospital conducted a door knock appeal in the Heidelberg and Eltham districts on Sunday July 22. Taken from outside the family home on the southest corner of the intersection of Nyora Road and Pitt Street with Eucalyptus Road. Frank Stokes first traveled to the district by train in 1944 to find land with the intention to establish an orchard. By chance he met Arthur Bird of Bird Orchard (bounded by Pitt Street, Eucalyptus Road and Wattle Grove) and they got talking over their common interest. Arthur put Frank up for the night and pointed out the land, part of Crown Allotment 15, Section 5, Parish of Nillumbik (CA15) somewhat diagonally opposite Bird Orchard. Frank bought the land and for the next two years would travel by train from Melbourne to Eltham every weekend establishing Stokes Orchard and building a home for his family, which they eventually moved into in 1946. Marjorie North remembered well the winter of 1951, when she took children, including son John together with the Shallard and Squire children “in the Austin A40 up the Main Rd., Eltham to farmer Bell’s property alongside the Eltham College. They were able to make a snow man and throw snowballs. (Diamond Valley News, August 5, 1986.p.42) In the mid 1970s the Shire of Eltham divided the orchard up into numerous rate-able parcel lots, which became affordable for Frank. As a consequence Stokes Orchard was turned into a housing development by Macquarie Builders and marketed as the Stokes Orchard Estate in two stages; Stage 1 encompassing Scarlet Ash Court, Ironbark Close and Peppermint Grove bounded by Nyora and Eucalyptus roads c.1976 and Stage 2 encompassing Stokes Place, Orchard Way, The Crest and The Lookout bound by Nyora and Diosma roads c.1979. The development of Orchard Way, The Crest and The Lookout did not proceed as planned due to the lack of the sewer along Diosma Road and so many of the proposed lots were incorporated into five-acre parcels instead.Representative of the orchard growing areas of Eltham. View looking across the front grounds of the former Police Station towards the weatherboard building on the opposite corner of Brougham Street which was once used as a Doctor's surgery by Dr R. Bradbury in the 1930s. The property was known as Cooinda. The Bradbury family also owned the houses adjacent to Napoleon Street. Succeeding Dr Bradbury was Dr R.B. Loosli, resident from 1947 to 1961. Information pack advising the Nillumbik Festival has succeeded the Eltham Festival and is to be held 11-12 November 1995. Theme is "Nillumbik - Building the Future Together". Includes information on how community groups can be involved featuring the Grand Parade, Stage Performances and Sporting displays, Stalls and general notes on stall sites and Registration form The Nillumbik Festival was introduced as a replacement for the Eltham Festival following the disbandment of Eltham Shire Council in December 1994 and the creation of Nillumbik Shire Council. It was an attempt to draw away from Eltham and be more inclusive of the wider communities in Nillumbik. The gatehouse, one of the heritage buildings on the grounds of Montsalvat, the artists' colony in Eltham founded in 1934.
