The Flying Dogtor was called to the Snowy Mountains Scheme by the Government to help solve the mystery of a monster or sea serpent, that was wandering the lakes and tunnels. Several times, the Dogtor caught a glimpse of a monster but every time, it got away before he could see it properly or speak to it. Then he came to a weird-looking lookout on the edge of the lake, and paid his sixpence to climb to the platform for a look through a telescope.
