The Shire of Eltham Office was constructed in the late 1960s on the original site of Shillinglaw Cottage. Upon cessation of the Shire as a local government body following dismissal of councils by the Kennett Liberal Government in December 1994, the new Nillumbik Shire offices were located in Civic Drive, Greensborough. The Shire of Eltham office building was demolished and the site has remained vacant ever since. The three pine trees which featured in front of Shillinglaw Cottage and then the Shire of Eltham Offices remain standing on the vacant site as of 2017. Both copies - This sheet music was composed by A.J.Bates in 1928 as part of the Warrnambool celebrations when the city won the Ideal Town competition that year. This was the first Ideal Town award, a competition sponsored by the The Sun newspaper with the finalists decided by votes sent in by The Sun readers. Warrnambool won in the large town category. Warrnambool Council and local businesses used the award as a tourist promotion tool. The building at 94 Merri St is amongst the earliest buildings in Warrnambool. It was possibly constructed before 1854 and maybe as early as 1848. The original building consisted of four main rooms under a hip roof. The outer walls were masonry , apparently rubble The Heritage Council indcate that on the balance of probabilities this was the general store of Richard Osbourne and John Moffat Chisholm built in 1847-48.The building at 94 Merri Street had historical and architectural significance to the state of Victoria. It was a rare example of surviving, pre separation building with associated interest in its materials and components It is associated with Richard Osbourne who founded the Warrnambool Examiner(1851_1889) and the town’s first historian. Architecturally, the significance of the house lay in the hand -wrought timber framing. All the major timbers in this building had been hand sawn. The Gold rush of the 1850’s saw this process mechanised. A kitchen fireplace in the rear skillion included a large block of Merri Creek Mudstone, a combination of “tufa” and clay that was used in the Warrnambool District as an excellent substitute for fire bricks. The house was demolished in 2011 and items of significance were salvaged, this brick being one. While some bricks were imported, there is evidence that there were a number of brick burning businesses in operation around this time. However it is difficult to ascertain to which group this brick belongs. Red clay rectangular brick. John William Satchwell (1853-1935), was a representative of the East Ward in Brighton Council for more than 20 years and was elected Mayor in 1922-23. Satchwell joined the police force as a mounted trooper in 1878 and was awarded valour badge in 1889 for bravery in rescuing drowning people from floods in Newstead. Arthur Walstab (1844-1899) was a member of the Brighton Council representing the South Ward from 1877 until his death. He served for one year as Mayor of the Borough of Brighton in 1883 and then as Mayor of the Town of Brighton in 1890, 1891 and 1894. He represented Brighton on the Metropolitan Board of Works for five years. Councillor William Plummer Francis (1865-1941) was Mayor of Brighton in 1911 and 1918. Born in 1865 Geelong, he was originally worked as a miner, then at Melbourne Tramway Company before becoming a greengrocer with stores in Middle Brighton and Sandringham. He became a member of the Brighton Council in 1906, elected Mayor in 1911 and then again in 1918.
