Brian Leslie Howe, AO (born 23 January 1936), is an Australian former politician who served as the Deputy Prime Minister of Australia in the Labor government under prime ministers Bob Hawke and Paul Keating from 1991 to 1995. Howe was born in Melbourne. He spent his early childhood in the suburb of Malvern and was educated at Melbourne High School and the University of Melbourne. He later studied theology in Chicago (1967–69) and then returned to Australia. He served as a minister with the Methodist Church and the Uniting Church in various parts of Victoria – Morwell, Eltham and Fitzroy. Howe was elected to the House of Representatives in 1977 representing the northern Melbourne metropolitan electoral Division of Batman. He defeated the incumbent Horrie Garrick for Labor preselection in a hard-fought contest.[1] A member of the Socialist Left faction of the Labor Party, he was Minister for Defence Support in the government of Bob Hawke from 1983. In 1984 he became Minister for Social Security and carried out various radical reforms to Australia's welfare system.[2] Howe appeared to face significant opposition within his electorate in 1988, when up to 60 members of the Greek Westgarth branch of the ALP defected to join the Australian Democrats. One of the defectors, tram-conductor George Gogas, contested Batman as a Democrat candidate in 1990, but polled only 12.9 per cent of the vote.[3] After the 1990 election Howe was appointed to the post of Minister for Community Services and Health. When Paul Keating resigned from Cabinet in 1991, Howe succeeded him as Deputy Prime Minister. He became Minister for Health, Housing and Community Services in the Keating government in December 1991, dropping the health part of the portfolio in 1993. In June 1995 he resigned as Deputy Prime Minister and was succeeded by Kim Beazley. He did not stand for re-election at the 1996 election. Following his parliamentary career, Howe has been appointed as an Associate Professor for Melbourne University and continues to work with social policy and related fields. He is a member of the Church of All Nations in Carlton, and active in the Uniting Church. The original small, pioneer cottage was built in the late 1840s to early1850s, by an unknown pioneer. It was located on part of a 30 Acre allotment that was originally part of Dendy’s Special Survey granted in 1841. The doors and window sashes, (made of red deal joinery timber), as well as the brass locks and fittings, are from the original cottage, and were imported from England. The fire-place bricks are from the original cottage, and are sun-dried, (not kiln fired), and are hand-made. Convict marks can be seen on two bricks. There is a small display of external cladding shingles from the original pioneer cottage. These shingles were hand-split, and most likely made from locally collected timber The nails included in this display were used to fasten the shingles on the original cottage, and are also hand-made. The cottage was occupied by William Box and family from 1865 until 1914 when it was sold to William Reitman who resided there until 1950. The enamel nameplate, “Colonial”, on the wall of the cottage, was the name chosen for the original pioneer cottage by Mr William Reitman, when he purchased the property in around 1915, for 1200 Pounds approximately. In 1974 Mr Lewis, a timber specialist, found the dilapidated building on property he had recently purchased in Jasper Rd and suggested it be reconstructed and relocated. Moorabbin Council agreed and the cottage was rebuilt just about 250 metres from its original site. The cost of the rebuild was met by 'Victoria's 150th Committee, plus a small grant from the City of Moorabbin, and Mr Laurie Lewis donated much of the timber for the reconstruction. The re-constructed cottage plan has followed faithfully the original dimensions, and plan of the original pioneer cottage, and as many original items from that cottage’s long occupation have been incorporated. The Gipps Street Wesleyan Methodist Church of 1874 and the adjoining school hall, were built in the Collingwood Flat area - one of the municipality's poorest areas. In 1903, the Collingwood Methodist Mission was established with its headquarters in the Gipps Street Church. Six Methodist Missions were created in inner Melbourne. Three churches were operated by the Collingwood Mission. They were: Sackville Street Collingwood, Elizabeth Street, North Richmond (demolished), and Gipps Street Collingwood (demolished). The Mission operated until approximately 1930. The Wesleyan Church and School in Sackville St. Collingwood was built in 1886 and used as a church for 65 years. It was also part of the Collingwood Methodist Mission before being converted to an industrial/commercial complex. The original timber bridge over the Diamond Creek was built around 1840. It was destroyed by floodwaters in October 1923. A temporary bridge was rigged up but further damaged in April 1924. A new concrete bridge was built and opened in October 1926. The bridge decking was widened along with Main Road to Dalton Street by the Road Construction Authority in 1984. The upgraded bridge was re-opened October 25, 1984, 78 years after its original opening. This photograph of the plaque on the side of the P.S Adelaide while she was a stationary exhibit in the Hopwood Gardens from 1963 until 1984 tells the story of her manufacture and her work life up until 1963. The P.S Adelaide was launched on 21st July 1866. It was owned by J.G.Grassie from Poon Boon Station and the Officer Family of Murray Downs Station Swan Hill. The Adelaide was named after the niece of the Officer Bros, Adelaide Blackwood. The shipwrights who built her was George Linklater. The Adelaide brought wool and passengers from the wool stations on the Murray and Darling Rivers down to the Echuca Wharf. In 1872 she was sold to David Blair & Sons. She was used to bring timber from the Barmah Forest to the Echuca Wharf. She did this work for the next 80 years. In 1953 she was tied up near the Mill and left In 1958 she went to Paringa South Australia to work in the sawmill industry again. In 1960 the Echuca Apex Club and The Echuca Historical Society raised enough funds to buy the P.S. Adelaide and return her to Echuca. In November 1963 she was lifted out of the water and placed in Hopwood Gardens as this was thought to be a way of preserving her. In 1984 it was decided to return her to the water to resume work as a passenger vessel. In that time the Port of Echuca and the Echuca Wharf had been restored as a Tourist Precinct. The P.S Adelaide is extremely significant as it it the oldest known wooden hulled paddle steamers in the world. She was built in Echuca in 1866 and still operates on the Murray River today. These paddle steamers were accompanying the P.S Adelaide back to the Echuca Wharf after being re-launched on 03/04/1984. The P.S Adelaide had been displayed in the Hopwood Gardens since 1960, and the City of Echuca Mande a decision to launch the paddle steamer back into the river to be used as a working tourist attraction.
