This large hat box was owned by Miss Katherine Robertson (now deceased). It was sold by Drews, a leather and travel goods shop in Melbourne, and has been made as good quality, sturdy travel luggage. It has its own leather luggage label buckled to the handle and there are remnants of labels on the base of the hat box, signifying that it has indeed been used as luggage. A hat box such as this one is made to protect, store and transport head wear. Hat boxes became popular in the 19th and early 20th century when hats were a part of the modern fashion. Inside the hat box is a brown paper wrapper with two Great Britain postage stamps attached. Both have the portrait image of Queen Elizabeth II (1) orange 1/2d (2) green ten pence. These stamps belong to the Wildings series and were issued 1952-1954. The wrapper was sent by J McGregor in Glasgow, Scotland to Katherine Robertson in Sale, Victoria. The postmark stamp shows it was sent in 1955. The paper had once been folded around something rectangular in shape, perhaps a book. The hat box was recently found by Archie’s daughter, niece of Katherine, when she was looking for something else in the ceiling of her home. The hat box had been there, with the brown paper wrapper inside, for about 30 years, forgotten by the family. There are no family members remaining now to tell the full story. ABOUT MISS KATHERINE ROBERTSON The Robertson family emigrated from the Isle of Wight and settled in Woorndoo, Western Victoria, Australia. Katherine Robinson was the 10th child of 13 children, born in 1906 and lived until 1995. The youngest child in the family was a boy named Archibald (Archie) who was born in 1911. His daughter is the donor of the hat box. Katherine went to school at Woorndoo and later became a trained teacher. She taught in many places, amongst them were Alexandria, Geelong, Sale, Stawell and Ballarat. People said “She was a school teacher 24 hours a day!” She was insistent on being called Miss Katherine Robinson, and no-one dare call her a shortened name in any way, not Kate, or Katie or even Kathie. She spoke with the authority of a teacher throughout her life, never asking but always giving her requests as orders. Miss Katherine Robinson remained single all her life. She bought items that were the best quality and workmanship, which gives reason for the strong and well-travelled hat box. She enjoyed going on trips and travelled the world twice. While on her journeys Katherine would knit Fair Isle patterned socks using fine 4 ply wool because she “Didn’t believe in wasting time!” Katherine’s niece remembers being in Melbourne at Station Pier, seeing her Aunt off on one of her journeys. She recalls the atmosphere and the colourful streamers in the air that celebrated the special occasion. Katherine travelled on the Oriana and Fair Star lines. ABOUT DREWS Drew’s, Leather Goods Specialists, was located at 70 Swanston St, corner of Queen’s Walk, Melbourne, at the time that this hat box was sold by the company. Queen’s Walk was constructed in 1889. It was a lavish ‘L’ shaped arcade that connected Swanston Street to Collins Street and was home to many specialist stores. In the 1950’s Drews address was advertised as Collins Street. In the late 1960’s Queen’s Walk was purchased by the Melbourne City Council and demolished in the early 1970’s, to be replaced by the Melbourne City Square. This very sturdy and good quality hat box is an example of travel luggage available to and used by the Victorian population of Australia in the early to mid-20th century. The retailer of this hat box, Drews, operated from premises on the corner of Swanston St and Queen’s Walk in Melbourne where many other specialist shops were located. Queen’s Walk was only in existence for around 70 years, 1889-late 1960, before it was demolished to make way for Melbourne’s City Square. Hat box, large, deep round shape with a straight section where lid is joined on at the back. Dated early to mid-1900’s. Brown coloured, textured heavy weight card box with folding metal carry handle, three clip closures for lid, metal hinge on back of lid. Purple maker’s label inside lid - DREWS, Leather Goods Specialists, Melbourne. Leather luggage tag has two rectangular cut-outs on front, attached with buckle strap. Underside of lid has two supporting leather straps attached to base. Base has inner cardboard liner around most of circumference. Contained inside are two leather straps with metal buckles. Label remnants, red, attached under base. Hat box was owned by Miss Katherine Robertson. Also inside is brown paper wrapper with three hand written addresses, in blue nib pen, and two attached Great Britain postage stamps, Queen Elizabeth II (1) Orange stamp, QE II, ½d (2) Green stamp, QE II, ten pence. Original bell from the first Eltham Fire Station in Arthur Street erected on a tower in November 1928, the station opened in January 1929. In 1988 the bell was mounted beneath a wooden sign of Country Fire Authority, Eltham Fire Station, 909 Main Road, Eltham. As of September 2023 the bell is in the same location, with the signboard gone, suspended in a steel metal tower-like frame. The bell has seen service at the original Eltham Fire Station in Arthur Street (1928-1931), Henry Street beside the Rechabite Hall (1931-1935), Main Road (east side, site of present-day Coles 1935-1965) and 909 Main Road (1965-present). Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages. It resulted from the extensive remodelling in 1890, of an earlier house, known as Sylliott Hill, which was begun in 1862-3 for lawyer, Richard A. Billing. The land at the corner of Balaclava and Orrong Roads was first acquired in 1854 by William Lyall, transferred to his partner, John Mickle, in 1859, who also acquired the adjoining allotment in Balaclava Road, and the three allotments were conveyed to Billing. His first eight-roomed house was extended significantly in 1873 into a twenty-roomed house by architects Crouch and Wilson, who were possibly also responsible for the first house. This reflected Billing's success as a barrister, and he resided at this property until his death in 1882. In 1883 prominent Melbourne businessman, Alexander William Robertson, leased the Sylliott Hill property from Billing's widow, and in 1885 he purchased the adjoining allotment in Balaclava Road. He purchased the Billing's property in 1887 and renamed the 6.31 hectare property, Ontario. In 1889-90, Robertson commissioned the German born architect, John A. B. Koch, to extensively remodel the house into a thirty-five roomed mansion. The existing house was extended and altered, largely resulting in the nineteenth century mansion as it now appears. After Robertson's death in 1896, the house was tenanted until it was eventually sold to the mining millionaire, John Boyd Watson, in 1904. He renamed the property Labassa and carried out repair and re-decoration work to the house. In the early twentieth century, many large estates were subdivided into smaller allotments as the demand for land grew and it became difficult to maintain such large estates. After Watson's death in 1911, portions of the Labassa estate were offered for sale, with Mrs Watson retaining a 1.73 hectare portion containing the house. In 1913 forty-six allotments were auctioned at Labassa Estate, with the formation of Labassa Grove and Ontario Street to the east of the property. Labassa was first recorded as containing flats in 1923 and in the late 1920s, the owner, Robert Hannon, built a red brick block of flats adjacent to the house. Subdivision continued, until the National Trust of Australia (Victoria) purchased the house in 1980 and subsequently purchased adjoining sites, one to the south-east in 1984 (house demolished in 1988) and to the west in 1988. Labassa as it now stands is substantially as it appeared when Koch completed the work in 1890. The original two storey house was transformed into a French Renaissance style mansion, with the addition of a two level L-shaped arcaded verandah and two prominent terminating bays to the south and the east. The building is of unpainted cement render with dressed bluestone plinths, balustraded parapet and steep, slate covered, flat topped mansard roofs behind. A truncated conical roof is a feature of the south bay and a helmeted head is incorporated in the parapet over the east bay. The main south and east facades incorporate many cast cement details, including sculptures, elaborate cornices, swagged Corinthian columns and caryatid consoles flanking the entrance porch, as well as pink marble panels and imitation marble, or scagliola, on curved surfaces. At the rear of the building is a two storey wing and a single storey cottage, the former being connected to the main house by a tower. This section of the house was constructed in 1873. The estate at its peak included stables (1873), conservatory (probably 1890) and a tennis pavilion (probably 1890). All of these outbuildings survive, with the stables and conservatory being converted for residential use after 1922. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. Inventor Biography: Percival Everitt was a Norfolk-born engineer and regarded as the father of the coin-op industry. in 1884 he patented one of his many inventions the coin-operated scales. For many people, it was their first exposure to coin-operated machines. As a young man in 1877, Everitt invented a hay and corn pitcher, a turnip thinner in 1878 and an “Automatic Travelling Anchor” in 1880. But he hit his stride in 1883 with the first postcard-vending machine over a hundred of which he distributed around London. Everitt went on to invent the one penny scale which prompted the formation of the Weighing Machine Company in 1885. Further inventions followed a blow tester in 1887 also the machine for testing a person grip in 1888 and the dispensing machine that opera glasses could be hired from in 1889 also the fortune-telling machine in 1890. He also invented a mechanism to shut coin slots when vending machines were empty, but then as now vandals posed a problem by jamming paper into the slot. Everitt sadly did not make his fortune he died suddenly in February 1893, in his late forties with £71 to his name. Penny Slot Weighing Machine: When the Australian colonies federated to form the Commonwealth of Australia in 1901 their post and telegraph departments were merged to form the national Postmaster General's (PMG) Department. The subject scale is an automatic public weighing machine, No.387, made in England by George Salter and Co. of West Bromwich. The Australasian Automatic Weighing Machine Co. Ltd in 1923 tendered for the right to place Automatic Weighing Machines on railway and tram premises throughout New South Wales subsequently for five-year terms in return for a fixed payment per machine and a portion of the revenue to the NSW Government. The company also made arrangements with the Postmaster General's Department to place machines outside post offices across the country. Weights were measured in stones and pound's up to 20 stone (127 kg) and average weights were shown separately for men, women, boys and girls by various heights in feet and inches. The subject item has had its scale change by the Eastern Scale Company to metric and it is believed to have occurred shortly after April 2000 as the company was first registered and began trading on this date. This weighing machine was originally installed by the Australasian Automatic Weighing Machine Co. Ltd at Warrnambool Post Office and was made by the firm, George Salter and Company, in West Bromwich, England to the Percival Everitt patent. Salter advertised that these machines were suitable for hotels, pleasure gardens, theaters, exhibition halls, clubs, baths and places of public resort. The company had been established in 1760 by the brothers, Richard and William Salter, manufacturing springs and pocket steelyards (spring balances). After several generations, the company was taken over by a nephew, George, and in 1884 the Salter trademark was registered to show a Staffordshire knot pierced by an arrow. The company's expanded range of products included the first coin-operated public weighing machines in the 1880s and in 1895 the first English made typewriter. When the last George Salter died in 1917, the company passed into the hands of other relatives but continued to grow before being bought out by Staveley Industries in 1973. Despite several subsequent mergers, the Salter name continues today on home ware products such as digital scales.A very rare example of a penny in the slot weighing machine imported into Australia and used in public places the item is significant as it gives a snapshot into community life at the time where the public could go and get weighed given there were no personal weighing machines or equipment that people could use at home. So if they needed to post a letter or go on a train journey they could use a machine to check their weight. Whats interesting is that this patent by Percival Everitt was the worlds first slot machine and the start of casino, arcade and other types of slot machines. This is a program for two plays staged by The Arcadians in 1934. This drama group was originally known as the Warrnambool High School Ex-Students’ Dramatic Society and was founded in 1925 by Colonel Langley, the Head Master of Warrnambool High School and his wife, Edmee. The Arcadians drama group was still operating in 1947 and proceeds from the productions went to the Warrnambool High School, funding many school projects including a tennis court, a Senior English prize and Watson Hall. By 1934 a special project was the funding of the ‘Langley Library’. Notable among The Arcadians performers were Colonel George Langley (in the early years of the group), Horace Jones, an English teacher at the school, Syb Carpenter, Bill Earle, Mary and Ron Mack and Nancy Humm. This programme is of particular interest as an example of the plays staged by the well-known Warrnambool drama group, The Arcadians.This is a programme made of two sheets of green paper folded in two to make eight pages. Caire gave up his city work and made his home in South Yarra and devoted the rest of his life to outdoor photography, specializing in the bush, the gullies and the mountains of south-eastern Victoria.
