She won the state seat of Greensborough at a by-election and subsequently was elected as member for Bundoora. She held several shadow ministry positions and, after the election of the Bracks Government, Ms Garbutt served as a cabinet minister. Document - Folder, Ron F. McCormack, Appeal against Eltham Shire Permit granted for a propsed Youth Enterntainment Centre, 41-43 Were Street, Montmorency, 1993-1994
In 1993 Eltham Shire Council issued a permit to Michael Muzur, Terry Lant and Andrew McMillan to redevelop the former Montmorency Theatre/Bingo Hall at 41-43 Were Street as an alcohol-free youth entertainment centre. Ron McCormack, retired former JP on behalf of 41 Joint Appellants consisting of local residents and traders successfully lobbied the community and won an Appeal to have the permit cancelled as unsuitable development. The Administrative Appeal Tribunal found that the proposed development came withing the Eltham Planning Scheme definition of an 'amusement parlour' and that the playing of pool an amusement machines would be the focus of the centre and unlikely to attract older age groups. The tribunal was not satisfied the applicants had sufficient knowledge or where with all required for the successful running of this type of operation. With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre. At a Council meeting on June 7, 1994 councillors requested a report outlining criteria to be used to assess planning applications for youth entertainment venues given the Tribunal's view that a poorly managed facility in a small neighbourhood shopping centre, particularly in such close proximity to a residential area would not only have the potential to increase perceived youth problems, but could jeopardise the prospects of future proposals. Unused invitation to the official opening of the City of St Kilda's Children's Welfare Centre, on Chapel Street, on 26 February 1938. The building was replaced in 1971 with a new Children's Centre and Maternal & Child Health Centre, which was later demolished and replaced in 2013 with the Bubup Nairm Children's Centre. Photograph, Winlaton Youth Training Centre, 1980's
Winlaton was established in Springvale Rd., Nunawading in 1956 as the main state-run institution for adolescent girls. Previously (1951-1953) Winlaton was a home run by the Mission of St James and St John for women with venereal diseases. Re-opened in 1956, female offenders were committed to Winlaton by the courts, but there were also many girls and young women in danger who had not committed a crime. Winlaton closed in 1993 and the land is now occupied by the Candlebark Estate.5 black and white photographs (a-e) showing tattoos being removed at the Winlaton Youth Training Centre. The Kew Civic Centre, as opposed to the adjacent Kew Civic Hall (see also Kew City Hall), was built to house a new Council Chamber and Council Offices in 1972. The Kew Library was to be located on the ground floor and accessed from the current carpark. This building replaced the former Town Hall in Walpole Street, Kew which had served as a town hall from 1865-1972. After the sale of the old Town Hall, the new Civic Centre was built to a design of the architects A K Lines, MacFarlane & Marshall. A fit-out of the building was still occurring when councillors and council officers moved into the building. In 1987, the Kew Library (and the Kew Historical Society) moved across the road to the reconfigured Civic Hall. The Civic Centre, pictured here, was ultimately sold to Trinity Grammar School following the amalgamation of Kew into the City of Boroondara.These four black and white photographs were taken by a photographer in the City Engineer's Department during the final construction phase. Born in 1900, Mona was the daughter of Florence Jane McDowall Stuart (1867-1936) and George Hudson Grant (1864-1910) who married in 1899. He was a surveyor and they lived in Albany Crescent, Surrey Hills. Her full name was Jessie Mona Stuart Grant and she had a sister Mollie. In 1924 she married Clarence William Willoughby Webster (1895-1980) - SERN 33286. Clarence was born in Thorpedale where his father was a teacher. He was living in View Street Mont Albert and was a law student when he enlisted on 3 October 1916. After discharge on 10 May 1919, Clarence returned to his studies. He joined a legal firm in the city which became Pearce & Webster (later Pearce Webster Dugdale). Mona and Clarence lived in Surrey Hills and Mont Albert in a number of homes for the remainder of their lives.A history of the Mont Albert Shopping Centre in Hamilton Street, Mont Albert, including the early land use, and a chronology of shop owners.
