This stencil has been made to imprint the label, 'Britain Relief Appeal' on to parcels and packages sent to Britain in the late 1940s and the early 1950s from the City of Warrnambool. Britain endured severe rationing of food, clothing, petrol and furniture from 1940 because of the outbreak of World War Two and this rationing continued in some form after the war up to 1954. Australian towns and cities established organizations such as Food For Britain and sent regular parcels of food and clothing to Britain during those times. The British Relief Appeal in Warrnambool (via the Warrnambool Food For Britain committee) was sponsored by the Warrnambool City Council, Toc H, Australian Red Cross, and various local charities and businesses. The Warrnambool & District Historical Society has in its collection over 100 letters sent by grateful British recipients of these parcels to the senders, the employees of the local Warrnambool business, Swintons Stores.This stencil is of interest as a memento of the effects of rationing in Britain in post-World War Two times and the close ties that existed between Australian towns and cities and their British counterparts.This is a rectangular-shaped metal stencil, originally painted black, with cut-out letters in the centre. T & C Clark & Company Limited, based at Shakespeare Foundry, was founded in 1795 by Thomas and Charles Clark and grew to be one of the largest iron foundries in Wolverhampton. The firm was the pioneers of Enamelled Cast ironware and the founder Charles Clerk went on to became mayor of Wolverhampton in 1860 after also serving as a Councilor, Alderman, and later Chief Magistrate. The company exhibited many products at the International Exhibition of 1862 at South Kensington, alongside the gardens of the Royal Horticultural Society. The company was also awarded the silver medal for its products at the International Paris Exhibition in 1878. The company's product range included thousands of items, both domestic and industrial. T & C Clark pioneered the use of enamelled cast ironware, after taking out a patent in 1839 guaranteed to be free of lead or arsenic. In the late 1940s and 1950s the company produced acid-resisting enamelled cast iron boiling pans; steam-jacketed pans; stills; square and rectangular tanks; open and closed mixing vessels; flanged pipes; bends and tees; laboratory equipment; small scale plant; evaporating bowls; beakers; sulphonates; and glass-lined mild steel tanks for beer, mineral water, and food. The company is listed as enamelled chemical plant manufacturers in Kelly's 1962 Wolverhampton Directory, but within a few years, the company had ceased trading.The item is significant as it was used as a domestic kitchen or camp fire item used to cook food safely without the concern that the metal may contain lead or arsenic as earlier cooking utensils had. Bill Florence (Florias) is standing behind the counter of his Quality Lunch Service located at 3 Manchester Lane off Collins Street which he ran from 1937 - 1970. This is an example of the type of businesses, mainly food related, which Ithacan Greeks owned and ran in Melbourne's CBD from the early 1900s through to the early 1970s. They ranged from restaurants, cafes, milk bars, fruit shops and fruit barrows, flower shops, as well as fruit stalls in the Queen Victoria Market. A black and white photograph of a man dressed in a white dust coat standing behind a counter in a small sandwich bar. Behind him are the cash register and various food items and on the wall are printed cards listing the sandwiches and other snacks available. The prices are in the old imperial currency of pounds shillings and pence.
