This fire helmet may have been one used in England or one used in the late 19th century and early 20th century in Australia. It was made by Firmin & Sons of England, a firm which was founded in 1655. It supplies military ceremonial buttons, badges and uniforms and brass and pith helmets of various kinds. It is regarded as the oldest manufacturing business operating in England today. The Warrnambool Fire Brigade was established in the early 1860s and today has both paid and volunteer firefighters.This helmet has no known local provenance but is retained for display purposes.This is a brass helmet with an oval crown with an ornate scrolled curved piece coming over the crown. There is a decoration of a winged dragon breathing fire and on the front side a torch, an axe and a hose with decorative surrounds. There is a breathing hole at the top of the crown in a petal shape. On the sides are metal medallions holding a chin strap which is adjustable. The edge of the crown has a scrolled band. The front peak is angled with a folded metal edge and the rear peak is a concave shape with a brass screw in the middle. Inside the helmet are 8 screws holding the upper decorative arching piece and a black leather band with eyelets tied together to fir the individual head. The leather satchel with printed information and equipment including instruction manuals, report sheets, rubber stamps and books was issued to Barry Ryan when he started working as a guard for Victorian Railways in Wodonga in 1972. It was in use until he became a locomotive train driver in 1987, when guards no longer worked on the trains.The leather satchel has local significance as it was used by a guard on the Victorian Railways in Wodonga and the railway was an important factor in the development of Wodonga. It also has state significance as part of the Victorian railways equipment for train guards, and is representative given that it's a complete kit with the green signal flag, lamp and the instruction manuals, report sheets, rubber stamps and books in the satchel.Brown leather Victorian Railways guard's satchel, with a leather handle and shoulder strap. There is a rolled up green signal flag attached behind the handle on the top and a dark blue metal lamp attached to the front of the satchel. The lamp has a green filter in front of the bulb, so it would emit green light. The raised letters "V.R." are located on the front and top surfaces of the blue metal lamp, and the number "2749" is engraved on the back surface. The name "B. RYAN" is engraved in the front surface of the lamp. The number "2544' is stamped into a brass plate on the front of the satchel. There is a semi-circular red painted iron disk hinged to the front of leather satchel with a cut out area in the centre to show the number on the brass plate. The lamp is attached to lower rim of the semi-circular red painted iron disk. Inside the leather satchel there are instruction manuals, report sheets, rubber stamps and books relating to the work as a guard on the Victorian railways, as the satchel was used by the donor Barry Ryan when he started working as a guard for Victorian Railways in Wodonga in 1972. Library Committee minutes from 1920 discuss the placing of an Honour Board in the Library, there was obviously some discussion from the Ballarat and Bendigo Law Associations about whom should be placed on the board and whether it was appropriate that it be located in the library. The board was donated by the Committee of Counsel, from the Bar and so only commemorates barristers. It is curious that this was not placed in Selborne Chambers where many barristers had rooms including one of the men on the Board (Higgins). This board joined the much bigger LIV memorial board that celebrates all Victorian lawyers who served during WWI.While memorial boards are a common addition to many public and civic building after World War One. This memorial board is the only one that commemorates members of the Bar, in that sense it is of great significance to the legal community. Two of the men commemorated on the board were sons of judges (Higgins, son of the Justice Henry Bourne Higgins of the High Court and Hodges, son of Justice Henry Hodges of the Supreme Court). Franc Carse was related by marriage to the a’Beckett family (also judges of the Court) and his father in law was on the Supreme Court Library committee in 1914. Eric Connelly and Murdoch Mackay shared rooms in Selborne Chambers. Connelly died in late 1918 in France, a member of General Pompey Elliott’s staff. Connelly had previously taken part in the Gallipoli landings in April 1915. Mr John Wilson Gillie was born on the 31st of March 1864. On the 31st of July 1880 he was apprenticed for four years to J.J. Wilson and Sons, Nautical Instrument Makers of Sunderland. Following the apprenticeship he spent six months to a year as an ‘improver’ in Glasgow, and then started a new company ‘Wilson and Gillie’ in North Shields. At this time sail had just given way to steam and wooden ships to steel, and the railways were competing with colliers for the carrying of coal from the North East of England to London and the South. In 1858 only seven out of 44 shipyards on the Tyne were using iron, but by 1862 there were ten, employing around 4,000 men. These changes had a significant effect on nautical instrument manufacturers, as the magnetic compass for a wooden sailing vessel was very simple and required little in the way of compensation. For steel vessels much more was required and this was a period of great development, both in the compass bowl and the binnacle in which it was housed. In 1870 Sir William Thomson (later Lord Kelvin) designed his dry card standard compass, which completely replaced all previous designs. Wilson and Gillie started as agents for the Thomson compass, but later J.W. Gillie, using similar principles, redesigned the compass suspension and patented the ‘UNIT’ standard compass. It became popular with local shipowners and shipbuilders. In 1910 the firm of John Lilley and Son (which had been established in London in 1812), found themselves in financial difficulties and were saved with the help of John Wilson Gillie, who established, on the 8th of August 1911, a new firm of John Lilley and Son Limited. John Lilley and Son had been the sole London agents for Sir William Thomson, a very enviable position during this period, when the Thomson compass led the field. Unfortunately, Mr. Lilley had quarreled with the Glasgow company, who withdrew the agency and established their own branch in London (later to become Kelvin White and Hutton). On November 7th 1913, the firm of John Lilley and Son Limited of London amalgamated with Wilson and Gillie of North Shields, and after this date instruments manufactured by the two companies bore the name John Lilley and Son Limited of London and North Shields. During the 1930s many of the London nautical instrument makers were in difficulties, including John Lilley and Son Limited and Reynolds and Son, Dobbie and Clyde Limited, and Mr. J.W. Gillie arranged an amalgamation between these two companies. The new firm became Lilley and Reynolds Limited. In 1943, with estate duties in mind, the North Shields company was reconstituted and took the name of John Lilley and Gillie Limited, although the shareholders, directors and personnel remained unchanged In the early 1970s Lilley and Gillie developed close links with Observator in Rotterdam, who manufactured one of the first fully reliable transmitting magnetic compass systems. The Observator shareholders, Holland America Line, bought the share capital of John Lilley and Gillie Limited., but retained all the personnel and the directors. Tug Melbourne: The barometer was salvaged from a 496-ton tug that had been built in 1952 and had sunk in Port Philip Bay on the 9th of August 1972 after a collision with the SS Nieuw Holland, in 1973 it had been raised and scraped at this time the barometer was salvaged. The tug had been renamed from the Howard Smith to the “Melbourne” after the Adelaide Steamship Co was taken over by Howard Smith& Co, who were heavily involved in towage, salvage and the stevedoring industries in 1961.The significance is that the item was on a vessel that was evolved in a serious collision in Port Philip Bay in 1972.
