Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of Mayors and Town Clerks of the former Borough, Town and City of Kew, for the period 1863 to 1969. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series. Framed portrait of Cr. C. J. One of a pair of separate half-length studio portraits of an unidentified man and a woman photographed using the daguerreotype process. Both portraits are contained within pinchbeck frames, bound in brown-tooled leather cases, with red, cut-velvet binding. Each daguerreotype required an individual negative, presented to the sitter as a positive, and was not reproducible. Due to an exposure time that could extend to many minutes, people were often seated for portraits. Sitters were almost exclusively drawn from the middle to upper classes because of the cost of production of the photograph. It is assumed that the subjects of the two daguerreotypes were unidentified members of Gwen Steele's family. The portrait of the woman is notable for her centre-parted hairstyle with the fullness of the hair drawn into a single chignon at the base of the neck. This style set off the tilted-back angle of bonnets and hats. The seated woman wears a dark silk day dress with a voluminous skirt. This child's crinoline skirt was donated in 1974 by Mrs Ella Kohn of Were Street, a life member of the Society. According to then-BHS Secretary Rosalind Landells, the skirt was originally made the fit a girl aged 10-12, but had been modified to add length. Mrs Landells reported that Society members had restored the skirt to the original length and that it would be worn at a costume parade at the Southern Cross on 27 March 1974 by Carolyn Scott.Pale yellow silk half-hoop skirt with cotton lining.
